(10/151) Operations and Attacks in Southeast…

Hakkari Governorate made a declaration and announced that 1 soldier died, 3 soldiers and 1 construction equipment operator got wounded because of a guided missile attack against a military base area in Güven Mountain in Çukurca district on October 9, 2018. It is reported in a second declaration that that wounded construction operator died in the hospital.

(10/152) Indefinite Hunger Strike in Prison…

It is learned from the news coverage of October 9, 2018 that Vefa Kartal, a prisoner in Tekirdağ F Type Prison who was on hunger strike to protest right violations and the conditions of ill prisoners, ended his strike on day 96 and was taken to hospital for treatment.

(10/153) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of October 9, 2018 that Fikret Kara and Hakan İnci, 2 prisoners from Adana F Type High Security Prison were subjected to physical violence by the wardens while they were being taken back to the prison from hospital on October 4, 2018. It is stated in the news reports that Fikret Kara and Hakan İnci have bruises and wounds on their necks, heads and backs due to violence.

(10/154) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on October 9, 2018 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s lawyers in order to visit their client was rejected the same day on the grounds of limitations for prisoners in accordance with the law on the execution of sentences and security measures (law no 5275). With the last rejection, it was the 753rd time that appeals for visiting Öcalan have been rejected so far. Abdullah Öcalan has met his lawyers on July 27, 2011 for the last time.

(10/155) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for 700 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 9, 2018 at 13.30.

It was reported that the policed intervened into the press declaration which was planned to be held at 13.30 on October 9, 2018, and used violence against the group including People’s Democratic Party (HDP) MP’s Serpil Kemalbay, Rıdvan Turan and Murat Çepni; Workers Party of Turkey (TİP) MP’s Barış Atay and Erkan Baş; Republican People’s Party (CHP) MP’s Veli Ağbaba, Ali Şeker and Ali Haydar Hakverdi. It is learned that Acun Karadağ was taken to hospital after she lost consciousness due to physical violence. The police detained 14 people who were released the same day. The names of detainees are: Armağan Özbaş, Ertuğrul Çağan, Meltem Servi, Bülent Özgül, Turgut Türksoy, Mahmut Konuk, Cemal Öksüz, Eser Budak, İlker Işık, Erdoğan Canpolat, İsmail Şahin Karaduman, Ünal Kaymak, Nazan Bozkurt, Gülnaz Bozkurt.

(10/156 Police Intervention Against a Protest in Istanbul…

Türkan Albayrak, who was dismissed from her job at Sarıyer district Health Department, on the grounds of ‘personnel security investigation’ and ‘archive search’, on August 3, 2018; made a press declaration to regain her job on October 9, 2018 and attempted for a sit-in protest in front of Health Department. The police intervened the sit-in and detained Türkan Albayrak. It is learned that Türkan Albayrak was released the same day.

(10/157) People Detained in Diyarbakır…

On October 9, 2018, the police raided 183 houses in 9 cities through a Diyarbakır based investigation and detained more than 100 people including journalists and politicians. It is learned that the detention warrant is issued for 151 people. The names of detainees known so far are: Journalists Esra Solin Dal, Kibriye Evren, Abdurrahman Gök, Semiha Alankuş, Cihan Ölmez, Lezgin Akdeniz; Democratic Society Congress (DTK) executive council members Hasan Hüseyin Ebem, Mehmet Nuri Özdemir, Hüseyin Kaya, Hilmi Aydoğdu, Adnan Akgül; DTK Permanent Assembly member Ruken Kılıç, DTK member Vahit Doğrul, HDP Diyarbakır co-chair Şerif Çamçı, HDP press committee member Vedat Dağ, HDP Party Assembly member Eylem Ceylan, Democratic Regions Party (DBP) deputy co-chair Seher Tümer, DBP Party Assembly member Nevriye Çur, DTK Rights and Beliefs Committee member Sebahattin Dinç; Democratic Islam Congress (DİK) member and HDP’s MP candidate for Izmir on June 24 elections Professor Nurettin Turgay; Free Women’s Movement (TJA) activists Figen Ekti, Elif Harran, Figen Aras, Hülya Biçen, Nuran Gunbati, Sercan Doğan and Mekiye Ormancı; Peace Mother Songül Tamriş; Selma Metin, Nimet Yürek, Neslihan Karacadağ, Aygül Alagündüz, Dılnaz Ekmekçi, Ahmet Aslan, Leyla Tekdağ, Mükrime Kalkan, Zeki Baran, Pınar Tekin,  Engin Babayiğit, Şehmus Karayal, Ferit Aktepe, Zehra Özdemir, Mehmet Ay, Muazzez Canpolat, Rıfat Roni, Leyla Ayaz, Şati Hayme, Kadriye Özcanlı, Mehmet Temizyüz, Evindar Aydın, Zana Döner, Mahir Koyun, Nalan Özaydın, Muzaffer Ulaş, Mehtap Metin, Abbas Aslan, Sema Koç, Emrullah Kalkan, Pınar Sırnaç, Mehmet Akdoğan, Necdet Sezgin, Veysel Özekti, Hatice Şen, Derya Aslan, Selda Erten, Habibe Ekinci, Halise Yavuz, Hasan Çiçek, Yeni Yaşam newspaper employee Savaş Aslan, Hayat Özmez, and Siyajin with unknown surname.

(10/158) Newspaper Office is Raided in Diyarbakır…

The police raided the office of Yeni Yaşam newspaper in Diyarbakır as a part of the investigation through which more than 100 people are detained on October 9, 2018. It is learned that nobody was present at the office during the raid and the police broke the door, seized the computers and hard disks.

(10/159) People Detained in Batman…

7 of 13 people who were detained in Batman on October 6, 2018, are arrested by the court on October 9, 2018. It is learned that Diyar Adıbelli, Kazım Barışçıoğlu, Hayrettin Baran, Bedri Ot, Nevzat Bozyiğit and İbrahim Çetinkaya are arrested for ‘being an illegal organisation member’ and HDP’s Batman co-chair Nizamettin Toğuç is arrested for ‘leading an illegal organisation’. It is reported that 6 people are still under custody.

(10/160) People Detained in Van…

14 people are detained in house raids in central, Çaldıran, Başkale and Saray districts on October 9, 2018. The names of detainees known so far are: Hacı Darak, Şakir Topçu, Mustafa Kaya, Seyithan Acar, Fevzi Uzunay, Süleyman Kaya, Nihat Temel, Şemsettin Acar, Şahan Furat, Cüzeyri Özkaplan, Murat Kaplan, Turgut Demirhan and Rıdvan Aslan. It is learned that Turgut Demirhan and Rıdvan Aslan are taken to Diyarbakır while others are taken to Van Police Directorate.

Democratic Regions Party (DBP) Party Assembly member Murat Aydın is detained in Seyhan district of Adana on October 9, 2018. It is learned that Murat Aydın is taken to Diyarbakır.

Şemsa Dağdelen Erdemci, who was detained in Viranşehir district of Urfa on October 5, 2018 is released by the court on judicial control conditions on October 9, 2018.

Aslı Bayramoğlu, Heval Elçi and Nurettin Polat who were detained in Ankara on October 6, 2018 are released by the court on October 9, 2018. Ahmet Aday, who were detained along with 3 people is released on judicial control conditions.

Journalist and writer Temel Demirer, who was detained in Istanbul through an Ankara based investigation on October 6, 2018 is released by the court on October 9, 2018.

(10/165) Person is Arrested in Urfa for Social Media Posts…

Resul Şeker, who was detained in Halfeti district of Urfa on October 5, 2018 is arrested by the court on October 9, 2018. It is learned that Resul Şeker is arrested for ‘making propaganda for an illegal organisation’ on the grounds of a photo of himself making victory sign and the sentence in Kurdish saying “Jiyan bi Kûrdî xweşe” (Life is beautiful in Kurdish).

(10/167) Person is Arrested in Eskişehir for ‘Insulting the President’…

The final trial of the case against Masum C., for ‘insulting the President’ in social media posts, is held on Eskişehir Heavy Penal Court No 2 on October 9, 2018. The court sentenced Masum C. to 1 year and 10 months and deterred the announcement of the verdict.

(10/168) Detained People in Bolu…

It is learned that 15 people including Semra Kuytul wearing ‘Freedom to Alpaslan Kuytul’ scarfs are detained after visiting Abdullah Kuytul in Bolu F Type Prison on October 9, 2018. Abdullah Kuytul was chair of Furkan Foundation which was closed down by a state of emergency decree.

(10/169) The Cases Against Academics Who Are the Signatories of the Petition “We will not be a party to this crime!”…

The separate cases against 4 academicians (Assist. Professor Esra Mungan from Boğaziçi University, Assist. Professor Meral Camcı from Yeni Yüzyıl University, Assist. Professor Muzaffer Kaya from Middle East Technical University and Assoc. Professor Kıvanç Ersoy from Mimar Sinan Fine Arts University) for signing the petition “We will not be a party to this crime!” on Istanbul Heavy Penal Court No 13 for ‘making propaganda for an illegal organisation’ are held on October 19, 2018. It is learned that the legal opinion of the prosecutor which demands academicians to be sentenced for “propaganda for terrorist organisations” stated in clause 1 and 2 of Article 7/2 of Anti-Terror Law. The court adjourned the trial to January 28, 2019. (Assist. Professor Esra Mungan, Assist. Professor Muzaffer Kaya and Assoc. Professor Kıvanç Ersoy were arrested on March 15, 2016 and Assist. Professor Meral Camcı was arrested on March 30, 2016 for making the press declaration about the petition on January 11, 2016. All 4 academicians were released on April 22, 2016.

The case against Assist. Professor Fuat Özdinç who was dismissed from Kırıkkale University for the same reason on Istanbul Heavy Penal Court No 13 is held on October 9, 2018. The court adjourned the trial to January 28, 2019.

The separate cases against 7 academicians (Professor Nuray Mert and Research Assistant Sami Cankat Tanrıverdi from Istanbul University, Research Assistant Zeynep Savaşçın, Assist. Professor Verda İrtiş and Assoc. Professor Ceren Sözeri from Galatasaray University, Mahmut Çınar from Bahçeşehir University, Research Assistant Gizem Sayın from Kadir Has University) for the same reason on Istanbul Heavy Penal Court No 37 is held on October 9, 2018. The court adjourned the trial of the case against Sami Cankat Tanrıverdi to October 30, 2018; the trials of the cases against Nuray Mert, Zeynep Savaşçın and Verda İrtiş to December 12, 2018; the trials of the cases against Ceren Sözeri and Mahmut Çınar to December 13, 2018 and the trial of the case against Gizem Sayın to March 6, 2019.

The separate cases against 3 academicians (M.E. and Melda Akbaş from Bilgi University and T. T. from Mimar Sinan Fine Arts University) for the same reason on Istanbul Heavy Penal Court No 24 is held on October 9, 2018. The court adjourned the trial of the case against T.T. to November 21, 2018; the trial of the cases against M.E. to January 27, 2019; and the trial of the case against Melda Akbaş to January 31, 2019.

The case against Eren Keskin (co-editor in chief) and writers and managers Reyhan Çapan, Reyhan Hacıoğlu, Nuray Özdoğan, Celalettin Can, Ayşe Batumlu, Ayşe Berktay, Filiz Koçali, Hüseyin Aykol of Özgür Gündem newspaper on Istanbul Heavy Penal Court No 23 is held on October 9, 2018. The court adjourned the trial to March 28, 2019.

The case against Human Rights Foundation of Turkey chair Professor Şebnem Korur Fincancı, Reporters Without Borders (RSF) Turkey representative Erol Önderoğlu, and journalist-writer Ahmet Nesin on Istanbul Heavy Penal Court No 13 for participating in “Editors in Chief on Watch” campaign to support Özgür Gündem newspaper which was closed down by a state of emergency decree, is held on October 9, 2018. The court decided to send defence of Ahmet Nesin, living in France, to an expert for translation and adjourned the trial to January 28, 2019.

(10/172) Chair of EMEP on Trial…

The first trial of the case against Selma Gürkan, chair of Labour Party (EMEP) on the charge of ‘making propaganda for an illegal organisation’ for her declarations on Turkish Armed Forces’ military operation to Afrin is held on October 9, 2018 on Istanbul Heavy Penal Court No 26. It is learned that the chief judge said “Do not do politics here just answer to charges’ and interrupted Selma Gürkan’s defence. The court adjourned the trial to January 22, 2019.

(10/173) Journalist and Writer on Trial in Istanbul…

The final trial of the case against journalist-writer Faruk Arhan, on the charge of ‘degrading Turkish Nation, State of the Turkish Republic, and the organs and bodies of the state” in his “tweets” on curfews in Cizre is held on October 9, 2018 on Istanbul Penal Court of First Instance. The court sentenced Faruk Arhan to 6 months and 7 days and deterred the announcement of the verdict.

(10/174) Co-Mayor on Trial…

The final trial of the case against Sadiye Süer Baran, co-mayor of Diyarbakır’s Kulp district from Democratic Regions Party (DBP) is held on October 9, 2018 on Diyarbakır Heavy Penal Court No 8. A trustee was appointed for Kulp district. Sadiye Süer Baran joined the trial via sound and vision system from Osmaniye T Type Prison No 1. The court sentenced Sadiye Süer Baran to 7 years and 6 months for ‘being an illegal organisation member’ and to 20 months for ‘making propaganda for an illegal organisation’.

(10/175) The Case Against HDP MP and DTK Co-Chair…

The case against HDP’s Hakkari MP and Democratic Society Congress (DTK) co-chair Leyla Güven on Van Heavy Penal Court No 5 is held on October 9, 2018. Leyla Güven joined the trial via sound and vision system from Diyarbakır E Type Closed Prison, and did not make defence on the grounds that she is a parliamentary member having impunity. The court decided to send a writ to Grand National Assembly asking whether Leyla Güven is an MP or not and adjourned the trial to December 20, 2018.

(10/176) The House of HDP MP and DTK Co-Chair is Raided…

It is learned from the news coverage of October 10, 2018 that HDP’s Hakkari MP and Democratic Society Congress (DTK) co-chair Leyla Güven’s house in Diyarbakır is raided by the police on October 9, 2018. Leyla Güven is arrested in Diyarbakır E Type Prison. It is learned that the police broke the door and searched the house without any official permit submitted.

 (10/177) Detentions and Arrests in Alleged Link to Coup Attempt…

On October 9, 2018, 11 people including 6 military members are detained in Bursa; 27 people including military members are detained through an investigation on Land Forces Command personnel in Ankara; and 18 people are detained in operations covering 25 cities through an Istanbul based investigation.

8 of 12 people who were detained through an Ankara based investigation are arrested on October 9, 2018. 4 people are released, 2 of whom are on judicial control conditions.

(10/178) Ban on LGBTI+ Events in Ankara…

It is learned from the news coverage of October 10, 2018 that Ankara Governorate banned the events with “LGBTT and LGBTI themes” to be held in Ankara. Legal Affairs Directorate of the Governorate send a formal letter to Ankara Security Directorate on October 3, 2018 which grounds the ban on the Law for Provincial Administration No 5442 and the Law on Meetings and Demonstrations No 2911 and stated the reasons for ban as “protection of public health and morality”, “social sensitivity and sensibilities”, “public safety” and “protection of others’ rights and freedoms”. On November 18, 2017, Ankara Governorate has put an indefinite ban on LGBTI+ events based on state of emergency laws. The Pride Week to be held in Middle East Technical University on May 7-12, 2018 was also prevented by Rectorate of METU based on Governorate’s ban.
