(10/108) 5 Deaths in Muğla…
Attorney Günfer Karadeniz spoke to press on October 9, 2017 regarding 5 deaths in Muğla. 5 people who were allegedly HPG militants, were killed during a military operation in Muğla’s Köyceğiz district near Toparlar fountain. Attorney Günfer who saw 2 of dead bodies in Institution of Forensic Medicine revealed that he did not see marks of a clash on the bodies and stated that no bruises or bullet marks were on them therefor he considered possibility of an execution. Attorney said ‘People who die in combat or clashes usually has large wounds on their bodies. I consider the possibility of execution. Bullet marks would have indicated if they were shot in a fight’. Karadeniz also stated that none of the families called for confirming identities claimed the bodies.
It is learned that if bodies remain unidentified within 15 days, they will be buried to a common cemetery.
It is learned from news coverage of October 9, 2017 that a person alleged to be a HPG militant died in his house due to an explosion during a military operation in Muğla’s Köyceğiz district.
As of October 4, total number of deaths in Köyceğiz district is 6.
(10/109) Police Intervention towards October 10 Commemorations in Ankara and İstanbul…
The planned gathering in front of Ankara Train Station to commemorate October 10, 2015 suicide bomb attack which resulted with 102 deaths, was prevented by police officers. Police blocked all roads to the station and stated that only families of people that have died, MP’s and NGO’s would be allowed a gathering to commemorate the attack. Despite this revelation, it is learned that a group including families of the victims who wanted to march to attack point were dispelled with tear gas and rubber bullets.
Families who came to Kızılay to organize a commemoration at the Chamber of Construction Engineers were also attacked with tear gas, water cannons and rubber bullets. It is reported that police threw gas bombs inside the building as well.
7 detentions occurred during the intervention in Kızılay, Güvenpark.
Students who gathered in Istanbul University Beyazıt Campus’s water garden were also dispelled by police and at least 10 students were detained.
(10/110) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…
Civil servants discharged from their jobs with Statuary Decree’s planned for press meetings in front of the Human Rights Monument in Ankara Yüksel Street on October 9, 2017. Demonstrations of the group has been going on for several weeks. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.
It is learned that 4 people at the 13.00 meeting (İlker Işık, Mehmet Dersulu, Gülnaz Bozkurt and Deniz Uğraş) and 9 people at the 18.00 meeting (Veli Saçılık, Acun Karadağ, Turgut Türksoy, İlker Işık, Perihan Pulat, Fulya Demir, Gülnaz Bozkurt, Oktay İnce, Eylül Deniz) were physically abused and detained.
It is reported that police also intervened journalists who were reporting detentions and abuse and they were forced to erase footage. It is learned that detainees were searched irregularly, their mobile phones were collected and they were harassed inside the police cars. Detainees were released within the same day except for Acun Karadağlı who suffered from a heart disease and was transferred to Ankara Numune Hospital.
In total, 13 people were detained on October 9, 2017.
(10/111) Villagers Tortured in Şemdinli’s Altınsu Village…
It is learned from news coverage of October 9, 2017 that villagers who were tortured by special forces back in August 6, 2017 during a village raid, could identify 5 police officers during the investigation for torture and other ill-treatment allegations. It is also learned that doctor E.Ç. who insulted the victims refused to issue medical reports for those who were tortured was appointed to another hospital.

It is learned from news coverage of October 9, 2017 that female prisoners in Elazığ Type T Prison haven’t been using their visitation rights and call their families to protest the mandatory prisoner badge policy in the prison.
It is learned from news coverage of October 10, 2017 that prisoners in Konya Ereğli Type T Prison were restrained from their medical rights and prisoners who opposed were forced to transfer to other prisons. It is also reported that more prisoners than the normal capacity were staying in the cells.
(10/113) Hunger Strike in Prison…
It is learned that 2 children at the Şakran Juvenile Center decided to end their hunger strike on October 9, 2017 after prison administration accepted their demands. The demands were arbitrary cell searches, ending naked searches before prisoners go to hospital, separation of political prisoners and criminal prisoners, separation of open air spaces for political prisoners and criminal prisoners.
(10/114) Detentions and Arrests in Connection with the Coup d’État Attempt…
It is learned that 15 people in Maraş were detained on October 9, 2017. One person with a detention request in Osmaniye was also detained.
It is reported that a person named N.M.C. working at the US Consulate Istanbul was called to testify to Public prosecution Office. Through the testimony of metin Topuz who was detained on September 25, 2017 and arrested on October 4, 2017, it is learned that N.M.C’s spouse S.C. and child K.İ.C. were detained in Amasya on October 7, 2017 and brought to İstanbul. It is learned that N.M.C. is currently at the US Consulate.
It is reported that through a Siirt based investigation 8 of 31 people detained were arrested on October 9, 2017 due to alleged ‘ByLock usage’. 23 were released with judiciary control condition.
It is learned that through a Uşak based investigation 7 of 14 people detained on October 5, 2017 were arrested due to ‘membership of an illegal organization’. 7 people remain in detention.
It is learned that through a Tokat based investigation 4 of 30 people detained on October 4, 2017 were arrested. 11 people were released with judiciary control condition. 15 people remain in detention.
(10/115) Trial of Former HDP Co-Chair Figen Yüksekdapğ…
The trial of former HDP Co-Chair Figen Yüksekdağ continued October 9, 2017. The case was opened by Mersin Heavy Penal Court No 2 due to allegations of ‘making propaganda of an illegal organization’ and ‘deliberately insulting National Assembly of Republic of Turkey and Turkish Republic’. Yüksekdağ refused to attend the trial through SEGBİS. The court adjourned the trial date to December 4, 2017.
(10/116) Trials of Co-Mayors…
It is learned that expert report for Van’s Gürpınar district Co-Mayors Zeki Yıldız and Yıldız Çetin was presented to court. The allegations were based on aiding Vanspor, glasshouse projects, medical houses and library expenses. The expert report revealed that expenses were not irregular therefore the court ruled for the release of both defendants. A trustee was appointed to Gürpınar municipality on February 3, 2017. Zeki Yıldız was arrested on March 29, 2017 and Yıldız Çetin was arrested on May 2, 2017.
The trial of Van’s Edremist district Co-Mayor Sevil Rojbin Çetin continued on October 10, 2017. The case was opened by Van Heavy Penal Court No 1 based on the allegation of ‘membership of an illegal organization’. Çetin did not attend the trial. Prosecution declared the indictment and requested Çetin to be sentenced to 15 years. The court adjourned the trial to January 25, 2018. Çetin was arrested on August 24, 2015 and dismissed from her position on September 17, 2015 by Ministry of Internal Affairs. A trustee was appointed to the municipality on September 11, 2016. Çetin was released with judiciary control condition on October 20, 2016.

It is learned from news coverage of October 10, 2017 that European Court of Human Rights accepted the submission of arrested co-chairs of HDP so ECHR Commissioner Nils Muiznieks, ARTICLE 19 and Human Rights Watch will be included in their cases as third parties.
(10/118) Trial of HDP Party Assembly Member in Bitlis…
It is learned from news coverage of October 10, 2017 that HDP Party Assembly Member Abdurrahman Doğar was sentenced to 1 year by Ahlat Penal Court of First Instance. A case was opened against Doğar due to violating ‘law on meetings and demonstrations’ during an event he attended as the district mayor candidate for Bitlis’s Ahlat district. It is reported that Doğar was never to attended a trial or gave a testimony.
(10/119) Trial of Enis Berberoğlu…
On October 9, 2017 Istanbul District Court overruled the decision of Istanbul Heavy Penal Court No 14 on CHP MP Enis Berberoğlu’s 25 year sentence but ruled for the continuity of his arrest. Berberoğlu was charged with ‘leaking classified information and espionage’ and arrested on June 14, 2017. It is reported that Berberoğlu will be put on trial again.
(10/120) Trials in Connection with the Coup d’État Attempt…
The final trial of former grade 4 police chief Alpay Tok took place on October 9, 2017. The case was opened by Hatay Heavy Penal Court No 2 due to alleged ‘ByLock usage’. The court sentenced Tok to 7 years 6 months for ‘membership of an illegal organization’.
The final trial of 22 defendants including 2 arrested took place on October 9, 2017. The case was opened by Kırşehir Heavy Penal Court. The defendants were sentenced to penalties ranging from 8 years 9 months to 1 year 6 months. The court adjourned two penalties of 1 year 6 months for 2 defendants.

Governorate of Aydın declared that the press briefing planned on October 10, 2017 at the National Aydın Bank will not be permitted due to state of emergency. The briefing was going to be about the negative effects of geothermic plants in Aydın.

Governorate of Hakkari declared on October 10, 2017 that between October 11, 2017 and October 25, 2017 31 locations in Central, Çukurca, Şemdinli and Yüksekova districts of Hakkari will be special security zones.
(10/123) Operations and Attacks in Southeast…
News coverage from October 10, 2017 reported that thousands of trees were cut down in rural areas of Sümer for security reasons. Sümer is within Derik district of Mardin. It is also reported that trees in private lands were cut down too and land owners will issue criminal complaints about the situation.
