1 – 3 October 2022 Daily Human Rights Report

(10/001) Operations and Attacks…

The Ministry of National Defence announced that 1 soldier (Yusuf Ataş) died in an attack during the Claw-Lock military operation in the Iraqi Kurdistan Regional Government on October 1, 2022.

It is learned from the news coverage of October 1, 2022 that, 2 militants died in a clash between the Turkish Armed Forces units and HPG militants in Metina area of the Iraqi Kurdistan Regional Government on June 15, 2022.

The Ministry of Interior declared that 1 police officer (Mustafa Çalışgan) died in an attack in Tel Rifat area of Syria on October 2, 2022.

It is learned from the news coverage of October 3, 2022 that, 4 militants died in a clash between security forces and HPG militants in the rural areas of Bitlis on September 1, 2022.

(10/002) Journalist Subjected to Torture and Ill-Treatment of Police in Van…

It is learned that Mezopotamya News Agency reporter Hakan Yalçın was subjected to physical violence of the police as he was reporting on a press declaration in Van on October 2, 2022 and was forced away from the place by the police using physical violence.

(10/003) Journalists Subjected to Torture and Ill-Treatment of Police in Istanbul…

The police, intervening in the press declaration for ill prisoners held at Aksaray square in Istanbul on October 1, 2022; prevented journalists Hayri Tunç, Meral Danyıldız, Zeynep Kuray and Rukiye Güzel by using physical violence.

(10/004) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of September 30, 2022 that political prisoners in Maraş Elbistan E Type Prison were handcuffed behind their backs in their wards by people who described themselves as “counter-guerrilla” and were subjected to other ill-treatment.

It is learned from the news coverage of October 2, 2022 that a prisoner was subjected to torture and other ill-treatment in front of visitors in Erzurum E Type Prison, and other prisoners protesting this were also subjected to torture and other ill-treatment.

(10/005) Meeting Request with Abdullah Öcalan Not Responded…

It is learned that the appeal made on September 30, 2022 to chief public prosecutor’s office in Bursa by families and tutelary of PKK leader Abdullah Öcalan, and Ömer Hayri Konar, Hamili Yıldırım and Veysi Aktaş in Imralı Prison, in order to visit them was not responded.

(10/006) Police Intervention to a Protest in Istanbul…

The police intervened in the justice watch of TAYAD members for Sibel Balaç, who is on hunger strike in prison, held in front of Çağlayan Courthouse in Istanbul on September 30, 2022 and detained 2 people (Uğurcan Gün, Burak Başer) by using physical violence. 2 people are released on the same day.

(10/007) Police Intervention to a Protest in Istanbul…

The police intervened in the justice watch for ill prisoners, held at Aksaray Square in Istanbul on October 1, 2022 and detained 9 people by using physical violence. Detained people are released on the same day. It is learned that the journalists were subjected to police violence too and were prevented from recording.

(10/008) Police Intervention to a Protest in Ankara…

The police intervened in the press declaration of Ankara Women’s Platform to protest the death of Mahsa Amini by torture and ill-treatment of the police in Iran, held in Çankaya district of Ankara on October 2, 2022 and detained 9 people. 5 of the detained people are released after statement procedures on the same day.

(10/009) Detained People in Şırnak for Participating in Protest…

On October 2, 2022, Peace Mothers Hatice Beytur and Sıdıka Erden are detained in Cizre district of Şırnak, on the grounds of participating in the protest against Dicle Electricity Distribution Company. 2 people are released after statement procedures on the same day.

(10/010) Detained People in Batman…

9 people who were detained in house raids in Batman on September 29, 2022 through the “Kobanê investigation” are released by the court on judicial control conditions on September 30, 2022. Detained people were: Şerif Takak, Mehmet Şirin Öngün, Bayram Alkan, Ümit Bingöl, Hamza Kızılçınar, Suat Tunçay, Şirin Değer, Mübarek Açar and Mazlum Sayım.

(10/011) Police Raid to Cultural Center and Detained People in Istanbul…

5 people (Fırat Kaya, Bergün Varan, Cemil Kurt, Boran Hurustan, Cenk Turan) who were detained by the police raiding Idil Cultural Center in Beyoğlu district of Istanbul on September 29, 2022, are arrested by the court on October 2, 2022.

10/012) Detained People in Mersin…

2 of 9 people (Abdullah Kızılkaya and Abdülhadi Bozan) who were detained in Mersin on September 30, 2022 are arrested by the court on October 2, 2022. 7 people are released on judicial control conditions.

(10/013) Detained People in Mersin…

5 of 6 people who were detained in Mersin on September 28, 2022 are arrested by the court on October 2, 2022. It is learned that 1 person was decided to be deported.

(10/014) Co-Mayor on Trial in Mardin…

The trial of the case against Mülkiye Esmez, HDP co-mayor of Sur district of Diyarbakır, is held at Mardin Heavy Penal Court No. 11 on September 30, 2022. The court accepted the lawyers’ request for an extension of the prosecution and adjourned the trial to December 22, 2022.

Mülkiye Esmez was detained on November 16, 2019 and was arrested by the court on November 26, 2019. She was released from prison on June 25, 2021. The Ministry of Interior appointed a trustee to Derik district on November 16, 2019.

(10/015) Lawyer on Trial in Diyarbakır…

The trial of the case against lawyer Newroz Uysal, through the “Democratic Society Congress investigation” is held at Diyarbakır Heavy Penal Court No. 10 on September 30, 2022. After defence hearings the court adjourned the trial to December 21, 2022.

(07/016) Metin Lokumcu Case…

The trial of the case against 13 police officers including provincial security director of Artvin and district security director of Hopa, for death of Metin Lokumcu is held at Trabzon Heavy Penal Court No. 2 on September 30, 2022, as Trabzon Penal Court of First Instance No. 2 has decided on non-jurisdiction on the case. Metin Lokumcu has lost his life due to excessive use of chemical gas by the police intervening to a press declaration in Hopa district of Artvin on May 31, 2021. After the statements of the complainant’s lawyers and witness hearings, the court rejected the discovery and expert requests for this stage of the trial and adjourned the trial to January 26, 2023.

(10/017) Police Officers on Trial in Istanbul…

The trial of the case against 3 police officers (K. A., N. D. and Y. Ş.) on the grounds of committing violence to journalist Beyza Kural while she was reporting on an incident, is held at Istanbul Penal Court of First Instance No. 35 on September 30, 2022. The indictment demands sentence for the defendant police officers on the charge of ‘violation of freedom of work and labour’. The Constitutional Court decided on Beyza Kural’s individual appeal on February 18, 2021 and ruled that ban of treatment against human dignity, and freedom of expression and freedom of press were violated. The court has also ruled that an investigation should be carried on in order to end the results and 15,000 Turkish Liras should be paid to Beyza Kural as immaterial compensation. The court decided to bring to witnesses forcibly to the next trail which is adjourned to November 4, 2022.

(10/018) Italian Citizen Journalist Prevented from Entering Turkey…

Italian citizen journalist Giuseppe Acconcia, who was invited as a speaker to the International Human Rıghts Academy of the Aegean Workshop, was prevented from entering Turkey on September 30, 2022 on the grounds of being banned from entering Turkey.
