(08/039) Operations and Attacks in Southeast…

It is learned from news coverage of July 28, 2018 that 1 militant (Ali Durç) died in a bombardment of Turkish Armed Forces against Qandil area in Iraqi Kurdistan Regional Government on February 13, 2018.

It is learned from news coverage of August 2, 2018 that 4 militants died in a clash between security forces and HPG militants in rural areas of Şırnak on July 1, 2018.

It is learned from news coverage of August 3, 2018 that 2 militants died in a clash between security forces and HPG militants in rural areas of Şırnak on August 1, 2018.

It is learned from news coverage of August 4, 2018 that 3 militants died in a clash between security forces and HPG militants in rural areas of Şırnak on July 28, 2018.

It is reported that 1 police officer died and 9 police officers were wounded 1 of which is in serious condition, in a bombing attack to a vehicle carrying police officers in rural areas of Hakkari’s Yüksekova district on August 4, 2018.

(08/040) Alleged Kidnapping in Diyarbakır…

It is claimed on news coverage of August 3, 2018 that no news was received from Fedai Türeli, a member of People’s Democratic Party (HDP) Youth Assembly in Diyarbakır, after he was detained; and that upon lawyers’ application to the Police Directorate, they were responded as Fedai Türeli has not been detained at all.

It is stated in the news reports that, Fedai Türeli was detained along with a person named Murat, a student of Dicle University; by an undercover police car known as Ranger, in Yenişehir district of Diyarbakır on July 31, 2018. It is also stated that, Fedai Türeli and other person were taken to Şehitlik Police Station, the other person (Murat) was released the same day; Fedai Türeli, who was unaccounted for 3 days, was back in his home on August 3, 2018 after being released.

(08/041) Torture and Ill-Treatment in Prison…

It is learned from news coverage of August 3, 2018 that, Aslıhan Gençay, an ill prisoner in Tarsus Women’s Prison, was put in a solitary cell after she communicated to the public prosecutor’s office on violations of rights and the problems they faced.

It is learned from news coverage of August 3, 2018 that 17 prisoners from Tarsus Women’s Prison were transferred to Kayseri Women’s Prison under coercion and against their will. It is reported in the news coverage of August 4, 2018 that 2 women prisoners were also transferred from Tarsus Women’s Prison to Kayseri Women’s Prison. The names of 19 prisoners are: Nergiz Okan, Medine Aba, Maşallah Erbaş, Ayşe Bozkurt, Şefika Bilici, Leyla Aşkan, Sozdar Acar, Nazlı Soglin, Merve Akdoğan, Yaprak Taşçı, Songül Ekti, Nayime Encü, Fatma Oran, Dilara Oran, Rojbin Yukat, Havva Bayram, Kania Ağırman, Sinem Oğuz and Yazgül Şahin.

(08/042) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on August 4, 2018 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s sister and brother along with the families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş in order to visit, was rejected the same day on the grounds of limitations for prisoners in accordance with the Law on the Execution of Criminal and Security Measures Number 5275. With the last rejection, it was the 87th time that appeals for visiting Öcalan have been rejected since September 11, 2016

(08/043) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on August 3, 4, and 5, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on August 3, 2018, 3 people (Alev Şahin, Gülnaz Bozkurt and Mehmet Dersulu) and at 18.00 2 people (Acun Karadağ and Alev Şahin) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on August 4, 2018, 2 people (Alev Şahin and Mehmet Dersulu) and at 18.00 2 people (Mehmet Dersulu and Gülnaz Bozkurt) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on August 5, 2018, 2 people (Gülnaz Bozkurt and Armağan Özbaş) and at 18.00 2 people (Gülnaz Bozkurt and Sinan Yanbal) were detained.

Thus in total 13 people were detained due to press declaration intended to be held in Yüksel Street on August 3, 4 and 5, 2018. It is learned that detainees were released the same day.

(08/044) Police Intervention Against a Protest in Urfa…

The police intervened into farmers who protest power cuts and high electric bills in front of AKP’s provincial office, and detained at least 7 people by using physical violence, in Urfa on August 3, 2018.

(08/045) Arrested Lawyer in Istanbul…

Lawyer Can Tombul from Law Office of the Oppressed, who were detained in Istanbul on July 31, 2018, is arrested by the court on the charge of ‘being an illegal organisation member’ on August 3, 2018.

(08/046) Detained Singer for ‘Making Propaganda for an Illegal Organisation’ in Adana…

On August 5, 2018, Mecit Özlü, a singer who sings a Kurdish song in a wedding celebration in Adana, is detained by the police who raided the celebration, on the charge of ‘making propaganda for an illegal organisation’. Mecit Özlü is released the same day after statement procedures at the police.

(08/047) October 10 – Ankara Massacre Case…

The case against 36 people including 19 arrestees and 17 fugitives, about October 10 Massacre in Ankara, on Ankara Heavy Penal Court No 4 is held on August 3, 2018. The number of defendants have decreased to 35 after Mehmet Kadir Cebael, a fugitive defendant dies.

The court rejected the demand of complainant lawyers, to continue trials on the grounds of imperfect knowledge on defendants and new evidence on the case; and announced the verdict.

The court sentenced 9 defendants (Abdülmuttalip Demir, Talha Güneş, Metin Akaltın, Yakub Şahin, Hakan Şahin, Halil İbrahim Alçay, Resul Demir, Hacı Ali Durmaz and Hüseyin Tunç) to heavy life sentence for 101 times, 1 for ‘violating the constitutional order’ and 100 times for ‘wilful murder of 100 people’; and to 10 thousand 557 years for ‘attempting murder’ of 391 people who were wounded.

The court sentenced 5 defendants to 10 years and 40.000 Turkish Liras fine for ‘unauthorized keeping of hazardous material as a part of illegal organisation activity’.

The court sentenced 5 defendants (Burak Ormanoğlu, Suphi Alpfidan, Mehmedin Baraç, Nihat Ürkmez and Yakup Karaoğlu) to 12 years, 4 defendants (Esin Altıntuğ [Durgun], Hatice Akaltın, Yakup Yıldırım and Abdulhamit Boz] to 7 years and 6 months for ‘being an illegal organisation member’.

The court separated the case of fugitive defendants and dismissed the case of 1 defendant who died.

(08/048) Detentions and Arrests in Alleged Link to Coup Attempt…

On August 3, 2018, 6 people including military members on active duty, in operations covering 7 cities through an Erzincan based investigation; 8 people including 1 military member on active duty in operations covering 7 cities through a Balıkesir based investigation are detained.

On August 4, 2018, 12 military members on active duty in operations covering 18 cities through a Van based investigation; 12 people in Bursa; 3 former police officers dismissed by the state of emergency decrees, on the charge of illegally attempting to flee abroad in Edirne; and 1 person in Nevşehir are detained.

(08/049) Curfew in Lice…

Diyarbakır Governorate made a declaration on August 3, 2018 and announced curfew until further notice in 2 villages and 4 hamlets of Lice district, as of 23.55, August 2, 2018 Diyarbakır Governorate made another declaration on August 3, 2018 and announced that the curfew will be lifted as of 17.00, August 6, 2018. The villages and hamlets under curfew are: Duruköy and Darlan villages; Dahlık, Alikahya, Hacımusabey and Kutlamış hamlets.

(08/050) Curfew in Hani…

Diyarbakır Governorate made a declaration on August 3, 2018 and announced curfew until further notice in 2 villages and 1 hamlet of Hani district, as of 23.55, August 2, 2018 Diyarbakır Governorate made another declaration on August 3, 2018 and announced that the curfew will be lifted as of 17.00, August 3, 2018. The villages and hamlets under curfew are: Serenköy and Uzunköy villages; and Gürbulak hamlet.

(08/051) Event Prevented in Batman…

It is learned from news coverage of August 4, 2018 that Batman Governorate prevented the sit-in protest of Human Rights Association (IHD) and families of missing persons, based on Article 11/c of the Law for Provincial Administration No 5442. It is reported that the reason for forbidding the event was “protecting rights and freedom of others and ensuring public welfare”.
