(08/001) Operations and Attacks in Southeast…

It is learned from news coverage of July 31, 2018 that 2 militants died in a clash between security forces and HPG militants in rural areas of Doğubayazıt district of Ağrı on July 26, 2018:

Hakkari Governorate made a declaration on July 31, 2018 and announced that Nurcan Karakaya, due to explosion of an unknown material settled in the road in Büyükçiftlik town of Yüksekova district, during passage of a civil vehicle, the driver of the vehicle Nurcan Karakaya (25), spouse of a military personnel died. It is learned that 11-months-old M. B. K. was seriously wounded and died in Yüksekova Public Hospital where he was taken.

(08/002) People Wounded Due to Collision with an Anti-Riot Water Cannon in Mardin…

It is learned from news coverage of July 31, 2018 that, 5 people were wounded due to collision of a civil vehicle and an anti-riot water cannon in Kızıltepe district of Mardin on July 30, 2018. The names of wounded people are unknown however it is reported that 2 people are in serious condition.

(08/003) Torture and Ill-Treatment in Prison…

It is learned from news coverage of July 31, 2018 that Meral Dönmez, a prisoner from Aliağa Şakran Women’s Prison, was transferred under coercion to Tarsus Closed Women’s Prison on July 30, 2018.

Diyarbakır Bar Association Prisons Committee, made a press declaration on July 31, 2018 and announced violations of rights in Osmaniye T Type Prisons No 1 and 2. It is stated in the press declaration that the committee visited Osmaniye T Type Prisons No 1 and 2 on July 28, 2018 and the interviews of the committee were watched via cameras and by 2 wardens. It is reported that the committee revealed through these interviews that, Abdulkadir Aybars, a prisoner, was being kept in solitary cell for more than 3 months, was being threatened by non-political prisoners, was subjected to physical violence by wardens after he reported to the prison administration, and he has bruises and marks of physical violence on his body. It is also reported that, another prisoner Mehmet Faruk Engin, told the committee that ill prisoners were not transferred to hospitals, and they were coerced to be in handcuffs during infirmary examinations. It is stated in the press declaration that, prisoners were prevented from social activity rights; newspapers, magazines and books were not given to them; their letters were not sent and delivered; and they were subjected to arbitrary disciplinary proceedings.

(08/004) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on July 31, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on July 31, 2018, 2 people (Mehmet Dersulu and Mahmut Konuk) and at 18.00 3 people (Mehmet Dersulu, Mahir Kılıç and İlker Işık) were detained.

Thus in total 5 people were detained due to press declaration intended to be held in Yüksel Street on July 31, 2018. It is learned that detainees were released the same day.

(08/005) Police Intervention Against a Protest in Istanbul…

It is learned that 3 public labourers (Acun Karadağ, Nursel Tanrıverdi, Selvi Polat) who were detained through the police intervention against the press declaration to regain their jobs from which they had been dismissed by state of emergency decrees, at Bakırköy Square in Istanbul, on July 30, 2018; are released by the prosecutor’s office on juridical control conditions on July 31, 2018. It is learned that Acun Karadağ was forced to go through an x-ray machine although she has a pace maker, and was subjected to physical violence of the police because she rejected to do so.

(08/006) Person Detained for Social Media Posts in Istanbul…

It is learned from news coverage of July 31, 2018 that in Beşiktaş district of Istanbul, 1 person named Bahadır Köseoğlu, was detained for social media posts about Adnan Oktar’s being detained; and then was arrested by the court on the charge of ‘being a member of a criminal organisation and making propaganda for a criminal organisation’.

(08/007) Person on Trial for Social Media Posts in Adana…

The final trial of the case against 1 person named Faysal Şendul, on Adana Heavy Penal Court No 2 is held on July 31, 2018. The court sentenced Faysal Şendul to 4 years and 8 months for ‘making propaganda for an illegal organisation’, and decided to continue detention.

(08/008) People Allegedly Forced to be Informers and Being Threatened in Urfa…

It is learned from news coverage of July 31, 2018 that, a person named M. Ç., made an official complaint to the public prosecutor’s office claiming that Mehmet Sait Atilla, brother of Ceylanpınar mayor Menderes Atilla, has hired a hitman to kill him. It is claimed in the news reports that Mehmet Sait Atilla sent M. Ç. and his family to People’s Democratic Party (HDP) to be informers. M. Ç. stated as following: “He sent us there to bring them down. We pretended as if we were, as the whole tirbe, becoming members of HDP. Atilla family took our photographs there and used these for blackmailing. Atilla blackmailed us as saying ‘either you obey us and support us or we will send these photographs to state institutions and terminate your family’. It is stated in the news report that M. Ç. made a complaint to Ceylanpınar Public Prosecutor’s Office based on confessions of the person alleged to be the hitman hired by Mehmet Sait Atilla.

(08/009) People Detained in Van…

It is learned that more than 30 people are detained in house raids in Erciş district of Van on July 31, 2018. It is reported that detained people were taken to Erciş district police headquarters and gendarmerie headquarters however the reason for detention is unknown. The names of detainees known so far are: Nadire Yılmaz (journalist İdris Yılmaz’s mother), Enver Cengiz, Semiran Erbağ, Ercan Yaki, Ferhat Serhatlı, Yusuf Acar, Sulhattin Önal, Kadir Ergün, Seyithan Çelebi, Kader Cabir, Fatma Cabir.

(08/010) DBP Executive Detained in Mersin…

It is learned that Doğan Atay, provincial executive of Democratic Regions Party (DBP) is detained in house raid in Mezitli district of Mersin on July 31, 2018. It is reported that Doğan Atay was taken to Mersin Police Headquarters however the reason for detention is unknown.

(08/011) Children on Trial in Diyarbakır…

It is learned from news coverage of July 31, 2018 that, the case against 2 children (A. H. [17], and İ. T. [17]), on Diyarbakır Juvenile Heavy Penal Court, on the charge of ‘making propaganda for an illegal organisation’ for chanting “Bijî Serok Apo” with victory signs in an amusement park in Diyarbakır, is held on June 26, 2018.

It is reported that the court acquitted 2 children and based the justification of the decision on, a legal precedent of the Penal Department No 16 of the Supreme Court in 2015 where it is stated as following: “Freedom of expression should be implemented not only for information and ideas which are welcomed, considered to be harmless or insignificant, to which people could be indifferent; but as a requirement of pluralism, tolerance and open-mindedness which forms the democratic society, it should cover aggressive, shocking, disturbing and divisive ideas as well.”

2 children have been detained for victory signs and chanting slogans on June 15, 2018, have been taken to Children’s Department in Diyarbakır Police Headquarters and have been released the same day.

(08/012) Prosecution on HDP MP for ‘Insulting the President’…

It is learned from news coverage of July 31, 2018 that, Istanbul Anatolian Public Prosecutor’s Office initiated an investigation on HDP Istanbul MP Erkan Baş, on the grounds of social media posts.

(08/013) State of Emergency Commission Decision…

It is learned from the news coverage of July 31, 2018 that, State of Emergency Procedures Investigation Commission which was established by the state of emergency decree no 685, issued on January 23, 2017, rejected an appeal made by a dismissed public employee, Faruk Tatlı, on the grounds that he “acts in line with the ideas of PKK”. It is reported in the news that State of Emergency Procedures Investigation Commission stated in the decision that, Faruk Tatlı has been sentenced by Urfa Heavy Penal Court No 2 on May 23, 2018 on the charge of ‘making propaganda for an illegal organisation’ and the case and the case was on appeal; and that in personnel information file sent by the governorate to the commission it was stated as following: “It has been detected that he acts in line with the ideas of PKK, actively attends the events organised by PKK, and attends funerals and commemorations of died members of PKK”.

(08/014) Number of People Detained and of Investigated Social Media Accounts…

The Ministry of Interior made a declaration on July 30, 2018 and announced that between July 23 to July 30, 2018, 4328 social media accounts have been investigated and legal procedures have been initiated for 256 of them. The declaration published on website of the ministry mentioned these accounts as “making propaganda for illegal organisations, praising illegal organisations, declaring to be related to illegal organisations, publicly inciting hatred and hostility, insulting statesmen, intending against indivisibility of the state and public security, containing hate speech…”.

It is also reported that 3726 people have been detained within a week (July 23-July 30) in operations all over the country through several investigations.

(08/015) Detentions and Arrests in Alleged Link to Coup Attempt…

On July 31, 2018, it is learned that 2 people who were detained based on a warrant issue, during a road check in Turgutlu district of Manisa are arrested by the court.

On July 31, 2018, 3 people in alleged attempt to illegally flee to Greece and 2 people alleged to be human traffickers are detained in Edirne. It is learned that 2 people are arrested by the court on the charge of human trafficking and 3 people were sent to cities related to investigations against them.

(08/016) Trials in Alleged Link to Coup Attempt…

The final trial of the case against former police officer Hüseyin Başak, dismissed by the state of emergency decree, on Kastamonu Heavy Penal Court is held on July 31, 2018. The court sentenced Hüseyin Başak to 6 years and 3 months for ‘being an illegal organisation member’.

(08/017) Access Blocked to Websites…

Istanbul Penal Court of Peace No 10, decided to block access to 122 websites, as per Article 8 of Law No. 5651 on Regulating Broadcasting in the Internet and Fighting Against Crimes Committed through Internet Broadcasting, on the grounds of being related to Adnan Oktar who has been detained on July 11, 2018.
