Human Rights Association declared on March 31, 2020 that, 1564 ill individuals including 590 people in serious condition, are in prisons of Turkey.

It is learned from the news coverage of March 31, 2020 that Sitî Gören, a 70-years old ill prisoner with platinum pins in both arms was taken to prison infirmary by being dragged at arms after her health condition got deteriorated.
(04/003) Police Intervention Against “I Want My Job Back” Protest in Ankara…
The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1239 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 31, 2020 at 13.30, and forced people away from the monument by using physical violence.

The police prevented the press declaration in front of Çankaya Public Health Directorate on March 31, 2020, of Mahmut Konuk who rally to regain his job from which he had been dismissed by state of emergency decrees, and his supporter Mehmet Dersulu. It is learned that nobody was detained.
(04/005) Police Intervention Against a Protest in Ankara…
The police intervened the press declaration in front of Ankara İbni Sina Hospital on March 31, 2020, organized by Revolutionary Health Workers’ Union (Dev Sağlık-İş) and Health and Social Service Employees’ Union (SES), to draw attention to precautions for Covid-19, and used physical violence to detain 5 union members including SES Ankara branch chair Kubilay Yalçınkaya and Dev Sağlık-İş executive Mihriban Yıldırım. Detained people are released after statement procedures at the police on the same day.
(04/006) Prevention of Donation Campaigns by Municipalities…
Ministry of Interior issued a circular for governorates of 81 cities, about donation campaigns of municipalities, associations, foundations etc., and stated the following: “It is observed that institutions, foundations and associations, particularly municipalities are collecting charity by announcing donation accounts, without any permission although it is clearly stated in articles of the Law on Collecting Charity No 2680 (…) For those who conduct this activity contrary to law despite of warnings, will be subjected to proceedings in accordance with Article 6 of the mentioned law which states that ‘Charity collections without permissions will be banned immediately by security forces and those who are responsible will be subjected to prosecution’”.
It is learned that accounts of Istanbul and Ankara municipalities for donation campaigns were blocked upon the circular.
Süleyman Soylu, Minister of Interior, participated in a TV programme on March 31, 2020 and stated the following on donation campaigns of Istanbul and Ankara municipalities: “If you announce bank accounts without permission of the state and the governor and say ‘I accept donations’, this means that you desire to establish a new state, a new government”.

Journalist Hakan Gülseven is detained in Istanbul on March 31, 2020, for his social media post on the donation campaign initiated by President. Hakan Gülseven is released on the same day.

Writer Nurcan Baysal is called to give official statement through the investigation against her for her writings, and she gave her statement at Diyarbakır Security Directorate on March 31, 2020.

It is learned that an investigation is initiated against journalist Ahmet Kanbal on the charge of ‘inciting hatred and hostility among people’, for his news reports on Covid-19 pandemic. It is learned that Ahmet Kanbal is called to give official statement to Mardin Security Directorate.

It is learned that an investigation is initiated against journalist Oktay Candemir for his news reports on Covid-19 pandemic, and that he is called to give official statement to Van Security Directorate. It is reported that Oktay Candemir did not go to give statement, because of Covid-19 pandemic.

Ata Egemen, a student of Dokuz Eylül University in Izmir, is detained on March 30, 2020, for his social media post on the donation campaign initiated by President. Ata Egemen is released after statement procedures at the prosecutor’s office on March 31, 2020.

1 person (Serkan Kara) of 3 people detained in Pertek district of Tunceli is arrested by the court on the charge of ‘being an illegal organisation member’ on March 31, 2020. 2 people (Ercan Öztürk and Serkan Kurban) are released.
(04/013) Mazıdağı Co-Mayor is Released from Prison…
Nalan Özaydın, Peoples’ Democratic Party (HDP) co-mayor of Mazıdağı district of Mardin, who was kept in Tarsus T Type Closed Prison and who was referred to Mardin after she fell ill in prison, was diagnosed for Covid-19 and put in quarantine. Mardin Penal Court of Peace released Nalan Özaydın upon her lawyers’ appeal on March 31, 2020.
Nalan Özaydın was detained on November 15, 2019 and was arrested by the court on November 26, 2019. A trustee was appointed to Mazıdağı Municipality on November 16, 2019.

On March 31, 2020, the police prevented HDP members in Osmaniye from hanging banners on Covid-19; on the grounds of governorate’s precautions for the pandemic.
(04/015) Local Authority Member Replaced by a Trustee in Mardin…
Local authority member Yunus Dayan had been appointed in place of local authority head of Eskihisar neighbourhood of Nusaybin district of Mardin who was suspended on March 4, 2020. Yunus Dayan is also suspended by Ministry of Interior on March 31, 2020 and Nusaybin district mufti Üsame Anlağan is appointed as trustee.

Ankara Chamber of Medicine declared a report on March 31, 2020 and announced that confirmed cases of Covid-19 in Ankara is 600; and 30 health workers are affected by the pandemic.
Adana Chamber of Medicine declared a report on March 31, 2020 and announced that number of confirmed Covid-19 cases in Adana is 550, and 16 health workers are affected by the pandemic.
Diyarbakır Chamber of Medicine declared a report on March 31, 2020 and announced that number of confirmed Covid-19 cases in Diyarbakır is 150, that 5 people died due to disease.
Urfa Chamber of Medicine declared a report on March 31, 2020 and announced that number of confirmed Covid-19 cases in Urfa is 70.
Ministry of Health declared that 46 people died due to Covid-19 pandemic and 2,704 new Covid-19 cases were diagnosed on March 31, 2020.
The death toll from Covid-19 in Turkey increased to 214 and total number of confirmed cases is 13,531 as of March 31, 2020.
