01 – 03 May 2018 Daily Human Rights Report

(05/001) Torture and Ill-Treatment in Prison…

It is learned from news coverage of May 2, 2018 that 4 prisoners (Mustafa Tezel, Adar Temel, Özenç Özyürek and Maksut Toprak) in Silivri L Type Prison No 2 were subjected to physical violence of the wardens on April 12, 2018 because they rejected to walk file near the walls while going back to their wards after family visit.

(05/002) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on May 1, 2018 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s lawyers in order to visit their client was rejected the same day on the grounds of limitations for prisoners in accordance with the law on the execution of sentences and security measures (law no 5275). With the last rejection, it was the 751st time that appeals for visiting Öcalan have been rejected so far. Abdullah Öcalan has met his lawyers on July 27, 2011 for the last time.

(05/003) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on May 1 and 2, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on May 1, 2018, 5 people (Nazan Bozkurt, Gülnaz Bozkurt, Simge Aksan, Mehmet Dersulu and İlker Işık) and at 18.00 6 people (Nazan Bozkurt, Gülnaz Bozkurt, Acun Karadağ and 3 more people who reacted against the intervention) were detained. The police intervened the press declaration at 18.00 with pressurized water. It is also learned that the police dragged Gülnaz Bozkurt to the custody car by pulling her hair and pushed Perihan Pulat down. It is reported that Perihan Pulat has marks on her face and body due to heavy physical violence and was taken to the hospital.

Thus in total 20 people were detained due to press declaration intended to be held in Yüksel Street on May 1 and 2, 2018. It is learned that detainees were released the same day.

(05/004) Preventions and Interventions Against May 1 Meetings…

The police intervened against People’s Liberation Party (HKP) members who wants to march from Beşiktaş district of Istanbul to the Taksim Square for May 1 International Workers’ Day and detained 60 people.

During interventions around Istanbul Taksim Square and Şişli, 18 people in total are detained.

In Istanbul’s Maltepe district, at the entrance point of May 1 meeting, the police asked for female ID card to LGBTİ+ students and as a result of dispute 6 people (4 Student Collectives members and 2 Halkevi members) are detained. It is learned that the detainees are released on May 2, 2018.

Thus, in total 84 people are detained during May 1 interventions in Istanbul.

It is reported that 2 people were detained in Ankara, after May 1 meeting, for the flags they hold.

(05/005) Detained Socialist Youth Associations’ Federation Co-Chair…

On May 2, 2018, Socialist Youth Associations’ Federation (SGDF) Co-chair Ceren Çoban is detained on the grounds of a detention warrant.

(05/006) Detained Freedom and Solidarity Party Members and Executives…

Freedom and Solidarity Party central executive board member Onur Kılıç and members Cihangir Köroğlu and Necati Özdemir, who were detained on April 26, 2018, are released (Cihangir Köroğlu on juridical control conditions) by the court on May 2, 2018.

(005/007) Detained HDP Executive…

HDP Osmaniye executive Bedri Aslan is detained in a house raid on May 1, 2018.

(005/008) HDP PM’s on Trial…

Gaziantep Regional Court Penal Chamber No 4 approved the decision of Diyarbakır Heavy Penal Court No 5 about HDP Şırnak PM Abdullah Zeydan, which requires 8 years 1 month and 15 days of sentence. The sentence given on July 14, 2018 was reversed by Gaziantep Regional Court on the grounds that the right of defence was limited. Diyarbakır Heavy Penal Court No 5 reheard the case on January 11, 2018 and verdict the same penalty for Abdullah Zeydan. Abdullah Zeydan was detained on November 4, 2018 and was arrested the same day.

(005/009) Cases on Reactions to Afrin Operation…

The case against former HDP Malatya co-chair Abuzer Yavaş, Human Rights Association Malatya co-chair Mehmet Tuncel, and HDP executive Ali Dağdelen on Malatya Heavy Penal Court No 1, for their social media posts on Turkish Armed Force’s military operation to Afrin, is held on May 2, 2018. After defence hearings the court released Abuser Yavaş on juridical control conditions and adjourned the trial to July 16, 2018. 3 of 4 people (Abuzer Yavaş, Mehmet Tuncel, Birgül Doğan) detained in Malatya on January 24, 2018 were arrested and Ali Dağdelen was released on juridical control conditions by the court on January 26, 2018. On the first trial of the case Mehmet Tuncel and Birgül Doğan were released as well.

(05/010) Detentions and Arrests in Alleged Link to Coup Attempt…

On May 1, 2018, 1 staff colonel in Eskişehir, 5 people in Antalya and 2 people in Aydın are detained.

4 of 7 people who were detained through a Muğla based operation are arrested by the court on May 1, 2018. 3 people are released on juridical control conditions. As a part of the same investigation, 8 people were taken to the court on April 30, 2018 and 2 of them were arrested and 6 of them were released on juridical control conditions. It is learned that 26 people are still under custody.

On May 2, 2018, in operations covering 5 cities through a Bursa based investigation 27 former police officers dismissed by the state of emergency decree, 10 former employees of undersecretariat for the treasury (9 of them are dismissed by the state of emergency decree) in Ankara, in operations covering 15 cities through a Batman based investigation 25 people are detained.

14 of 18 people detained through a Malatya based investigation are arrested by the court on May 2, 2018. 4 people are released on juridical control conditions.

 

(05/011) Elections on June 24, 2018….

It is learned that the Supreme Committee of Elections waived the President Recep Tayyip Erdoğan from pre-limitations for June 24 elections. Pre-electoral limitations include ban on usage staff cars and official vehicles and aircraft for travels of prime minister, ministers, PM’s and PM candidates during electoral propaganda visits and ban on welcoming ceremonies.

It is learned from news coverage of May 2, 2018 that a person named Ramazan Muğdat, who was detained in Nusaybin district of Mardin, is released on juridical control conditions by the court. Ramazan Muğdat was detained for chanting illegal slogans during the visit of HDP co-chair Sezai Temelli.

(05/012) Ban on Events in Hakkari…

Hakkari Governorate made a declaration on May 2, 2018 and announced that all events such as meetings, demonstrations, outdoor and indoor public meetings are dependent on permissions for 30 days as of April 31, 2018 and sit-in protests, hunger strikes, tents and boots are banned for 30 days as of April 31, 2018.
