Human Rights Foundation of Turkey (HRFT) submitted its alternative report to the United Nations Committee Against Torture on 8 June 2024. The report which is alternative to the Turkey’s 5th Periodic Report has been prepared with the contributions of human rights defenders from the Antalya Bar Association Human Rights Center, Association of Forensic Medicine Specialists (ATUD), Association of Lawyers for Freedom (ÖHD), Civil Society in the Penal Execution System (CISST), Diyarbakır Bar Association, Foundation for Society and Legal Studies (TOHAV), Human Rights Association (İHD), Legal Aid Office Against Sexual Harassment and Rape in Custody, Progressive Lawyers Association (ÇHD) and Truth Justice Memory Center (Hafıza Merkezi).
The report follows the format of “List of issues prior to submission of the fifth periodic report of Turkey (LOIPR)” and the 5th Periodic Report of Turkey. In doing so, the report focuses on the implementation of the provisions of the United Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (UNCAT).
The report, which addresses 38 different issues under the relevant articles of the Convention Against Torture and identifies systematic problems that hinder compliance with the obligations under the Convention, makes 109 recommendations for addressing these problems.
The Concluding Observations of the UN Committee Against Torture on the Fifth Periodic Report of Turkey, which was distributed on 14 August 2024, are also included in this version of the report prepared for publication.
