The study examined cases in which the European Court of Human Rights (ECHR) ruled on violations of Article 3 concerning Turkey between 2017 and 2019. In decisions rendered for breaches of Article 3, the compliance of medical evaluations and reports with the standards of the Istanbul Protocol in clarifying the specific circumstances of the case is significant in determining the ECHR’s assessment. Within the scope of the study, the extent to which the evidence and reports contributed to or caused deficiencies in the ECHR’s examination of the cases subject to the decisions was assessed.
