It is learned from the news coverage of December 28, 2019 that, 2 HPG militants died in an air operation of Turkish Armed Forces to Zap area in Iraqi Kurdistan Regional Government on November 26, 2019.

(12/313) Person Hit by Armoured Police Vehicle in Diyarbakır…

It is learned that a person named Cihan Can was hit by an armoured police vehicle on Turgut Özal street in Diyarbakır on December 28, 2019, and died at the scene of accident.

(12/314) Assault to a Journalist in Istanbul…

It is learned that Murat İde, Yeniçağ newspaper writer and press advisor of IYI Party, was assaulted by a group in Sarıyer district of Istanbul on December 28, 2019. It is reported that 4 people are detained on December 29, 2019 in relation to the assault. 

(12/315) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of December 27, 2019 that 15 prisoners in Kayseri Bünyan T Type Prison are transferred to other prisons under coercion. Names of transferred prisoners are unknown.

It is learned from the news coverage of December 29, 2019 that Ülkü Karaaslan, co-mayor of Varto district of Muş, is transferred from Muş E Type Prison to Osmaniye T Type Prison No 1 under coercion. Ülkü Karaaslan was detained on December 17, 2019 and was arrested on the charge of ‘being an illegal organisation member’ on December 19, 2019.

It is learned from the news coverage of December 29, 2019 that Adnan Topçu, co-mayor of Bulanık district of Muş, is transferred from Muş E Type Prison to Maraş Türkoğlu L Type Prison under coercion. Adnan Topçu was detained on December 17, 2019 and was arrested on the charge of ‘being an illegal organisation member’ on December 19, 2019.

(12/316) Rejection to Meeting Request with Abdullah Öcalan…

It is learned that the appeal made on December 28, 2019 to chief public prosecutor’s office in Bursa by PKK leader Abdullah Öcalan’s sister and brother and tutelary along with the families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş in order to visit, was rejected the same day on the grounds of limitations for prisoners in accordance with the Law on the Execution of Criminal and Security Measures Number 5275.

(12/317) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1146 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on December 27, 28, and 29, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on December 27, 2019, 2 people (Acun Karadağ and Merve Demirel) and at 18.00 2 people (Alev Şahin and Merve Demirel) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on December 28, 2019, 2 people (Acun Karadağ and Alev Şahin) and at 18.00 2 people (Nursel Tanrıverdi, Nuriye Gülmen and Nazan Bozkurt) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on December 29, 2019, 2 people (Mehmet Dersulu and Acun Karadağ) and at 18.00 2 people (Mehmet Dersulu and Nazan Bozkurt) were detained.

Thus in total 13 people were detained due to press declaration intended to be held in Yüksel Street on December 27, 28, and 29, 2019. It is learned detained people were released on the same days they were detained.

(12/318) Prevention of Saturday Mothers’ Protest in Istanbul…

Police obstructed all the streets around Galatasaray Square in Istanbul to prevent Saturday Mothers who rally every Saturday for 23 years in the same place to gather for the 770th time on December 28, 2019. Upon police prevention, the group including representatives of political parties, human rights defenders and artists along with families of disappeared people held a press declaration on the street of Human Rights Association (IHD) Istanbul office.

(12/319) Prevention of Human Rights Defenders’ Event in Istanbul…

“F sit-in”, which is organized for the 405th time by Human Rights Association (IHD) Istanbul Branch Prison Watch Committee, to demand release of ill prisoners, on December 28, 2019, is prevented by the police. The police obstructed all the streets around Galatasaray Square. Human rights defenders made the press declaration in front of IHD Istanbul office.

The police intervened the press declaration about Canal Istanbul project, organized by Socialist Youth Associations Federation (SGDF) and Socialist Party of the Oppressed (ESP) members in front of Kadıköy district office of Justice and Development Party (AKP) on December 29, 2019, and detained 3 people (SGDF co-chair Deniz Bahçeci, Mert Karatağ and Gamze Toprak) by using physical force. It is learned that Etkin News Agency reporter Pınar Gayıp was also detained by the police but then was released upon reaction of people surrounding.

The police prevented the “Las Tesis” dancing protest against violence against women in Antalya on December 29, 2019.

(12/322) Police Intervention to a Celebration in Istanbul…

The police intervened Gaxan festival to celebrate new year in Sultangazi district of Istanbul on December 29, 2019 and detained 6 people. It is reported that the police fired gun up into the air during intervention. 2 of detained people, Ferit Alişir and Onur Narin, are released on the same day. 4 people (Dersim Associations Federation chair Ali Haydar Ben, Gazi Dersim Association chair Haydar Altun, Zelal Konak and Sinan Candan) are released on December 30, 2019 on judicial control conditions.

Journalist Zülal Kalkandelen is detained at Istanbul Sabiha Gökçen Airport on December 29, 2019. It is learned that Zülal Kalkandelen is released on the same day after statement procedures.

It is learned that 3 shop owners (Ercan Tay, Ersin Tay and Devran Altekin) at Kültür Street in İpekyolu district of Van are detained on the grounds of lack of business license; and that they were faced down on the ground and handcuffed behind their backs. It is reported that 3 people were released on December 29, 2019.

It is learned that Hasibe Mengirkaon, Mardin co-chair of Democratic Regions Party (DBP) who was detained on December 28, 2019 is arrested on the charge of ‘being an illegal organisation member’ on December 28, 2019.

(12/326) Journalists on Trial in Istanbul…

The final trial of the case against Sözcü newspaper’s grant holder Burak Akbay, writers Emin Çölaşan and Necati Doğru, Izmir reporter Gökmen Ulu, executive editor Metin Yılmaz, finance executive Yonca Yücekaleli and Mustafa Çetin and Yücel Arı, on the charges of ‘leading an illegal organisation’, ‘being a member of an illegal organisation’, ‘knowingly and willingly aiding an illegal organisation’ is held on Istanbul Heavy Penal Court No 37 on December 27, 2019. The court sentenced Emin Çölaşan and Necati Doğru to 3 years and 6 months, Mustafa Çetin and Metin Yılmaz to 3 years and 4 months, Yücel Arı, Gökmen Ulu and Yonca Yücekaleli to 1 year and 3 months. The court separated the case against Burak Akbay.

On December 28, 2019, 5 people are detained in Edirne in alleged attempt to illegally cross to Greece.

The final trial of the case against 26 people on Istanbul Heavy Penal Court No 23 is held on December 27, 2019. The court sentenced 9 people to 7 years and 6 months, 14 people to 6 years and 3 months, 1 person to 1 year 10 months and 15 days for ‘being an illegal organisation member’. The court separated the cases against 2 fugitive defendants.

(12/329) Suspended Co-Mayor and City Council Members…

Ministry of Interior suspended co-mayor of Karayazı district of Erzurum and 15 members of city councils in Karayazı, Tekman and Karaçoban districts on December 27, 2019. The names of suspended members are: Karayazı district co-mayor Burhanettin Şahin, Karayazı city council members Erdal Bayram, Yakup Aras, Yüksel Kişi, Abdurrahim Göksu, Mahmut Çimendağ, Alaattin Kırtıl and Emel Turan; Tekman city council members Cemalettin Şengül, İsmet Karabulut and Ali Sait Bingül; Karaçoban district co-mayor Remziye Sönmez and city council members Kazım Erhan, Murat Yaprak and Ekrem Çintimur.

Hakkari Governorate made a declaration on December 29, 2019 and announced that, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of December 30, 2019.  All events are banned in Hakkari for 284 days since April 4, 2019.

(12/331) Special Security Zone in Hakkari…

Hakkari Governorate made a declaration on December 27, 2019, and announced 5 areas with given coordinates in central, Çukurca, Şemdinli, Yüksekova and Derecik districts as special security zones as of December 28, 2019 until January 11, 2020.
