(12/284) Asylum Seekers Died in Bitlis and Van…

It is learned that 7 asylum seekers died in a sinking boat in Van Lake near Adilcevaz district of Bitlis on December 25, 2019. Bitlis Governorate made a declaration and announced that 64 more people were on the boat and they were taken to hospitals in Adilcevaz, Ahlat and Tatvan districts.

It is learned from the news coverage of December 25, 2019 that a Nigerian asylum seeker is found dead around Yiğit Mountain in Iran border of Başkale district of Van and dead body of him is sent to Van Forensic Medicine Institution.

(12/285) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of December 25, 2019 that, in Tarsus T Type Closed Prison No 1, ill prisoners are not referred to hospitals, not enough food is given to prisoners, and their social, cultural and sports rights are prevented, their belongings sent by their families are not given and prisoners are subjected to insults of wardens during roll-calls.

(12/286) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1142 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on December 25, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on December 25, 2019, 2 people (Mehmet Dersulu and Nazan Bozkurt) and at 18.00 2 people (Mehmet Dersulu and Nazan Bozkurt) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on December 25, 2019. It is learned detained people were released on the same days they were detained.

(12/287) Police Intervention to a Protest in Ankara…

The police intervened women having “Las Tesis” protest dancing against violence against women, at Cebeci Campus of Ankara University on December 25, 2019 and detained 5 people. Detained people are: Esmanur Çağlak, Leylanur Mavili, Nisan Çıra, Nihal Yılmazarslan, Aylin Şahin.

(12/288) Detained People in Siirt…

It is learned that Karamık hamlet of Doğan village in Pervari district of Siirt is raided by soldiers on December 24, 2019 and 19 people including 3 children are detained on the grounds of ‘making propaganda for an illegal organisation’ and ‘recruiting for an illegal organisation’. It is reported that 70-years old Ahmet Tunç, who was detained, was released on the same day. Names of detained people learned so far are: 3 children (A. B., L. B., D. T.) and Hazal Külter, Kasım Külter, Sadık Tekne, Zeynep Tekne, Mustafa Kapar, Emine Kapar, Salih Tunç, Sadık Kaplan, Serhat Kapar, Kadriye Kapar.

(12/289) The Case Against Diyarbakır Co-Mayor…

The first trial against Diyarbakır co-mayor Selçuk Mızraklı, on the charge of ‘being an illegal organisation member’ is held at Diyarbakır Heavy Penal Court No 9 on December 25, 2019. Selçuk Mızraklı was suspended by Ministry of Interior and a trustee was appointed as mayor to Diyarbakır on August 19, 2019. Sel.uk Mızraklı joined the trial via sound and vision system from Kayseri Bünyan Closed Prison. Hicran Berna Ayverdi a heard as a witness. Hicran Berna Ayverdi has gave an official statement saying “Selçuk Mızraklı treated an illegal organisation member at hospital” while she was kept in Kayseri Closed Prison on March 20, 2019; and was released from prison on September 5, 2019. The court decided to continue detention of Selçuk Mızraklı and adjourned the trial to February 10, 2020.

Selçuk Mızraklı was detained on October 21, 2019 and was arrested on October 22, 2019.

(12/290) Journalist on Trial in Diyarbakır…

The trial of the case against journalist Ayşegül Doğan, for her interviews with Democratic Society Congress (DTK) executives and the events she attended, is held on Diyarbakır Heavy Penal Court No 9 on December 25, 2019. The court decided to ask Presidency Directorate General of Press and Information whether Ayşegül Doğan has accreditation and adjourned the trial to March 18, 2020.

(12/291) Journalist on Trial in Diyarbakır…

The trial of the case against Evrensel newspaper columnist Yusuf Karataş, for his activities within Democratic Society Congress (DTK) is held on Diyarbakır Heavy Penal Court No 9 on December 25, 2019. The court rejected to lift the ban on leaving the country and adjourned the trial to March 11, 2020.

(12/292) Detentions and Arrests in Alleged Link to Coup Attempt…

On December 25, 2019, 3 people are detained through an Ankara based investigation and 10 people from Scientific and Technological Research Council of Turkey, and 8 people in Ankara are detained.

On December 25, 2019, 14 people are detained in operations covering 11 cities through an Ankara based investigation on leakage of Administrative Jurisdiction Exam questions in 2013.

On December 25, 2019, 11 military members on active duty are detained through an Ankara based investigation on Gendarmerie General Command personnel.

On December 25, 2019, 16 military members are detained through an Ankara based investigation on Turkish Air Forces.

(12/293) Constitutional Court Decision on Violation of Ban of Ill-Treatment…

It is learned from the news coverage of December 25, 2019 that Constitutional Court concluded on individual appeal of Serhat Ölğen. Serhat Ölğen was injured by a gas bomb shell and was subjected to physical violence of the police. The court decided that ban of ill-treatment is violated and to send the case to Diyarbakır Public Prosecutor’s Office for investigation. On September 13, 2015, Serhat Ölğen was injured at the head during police intervention to a protest in Bağlar district of Diyarbakır and was found by the police, and was subjected to physical violence of the police and was taken into the armoured vehicle. Serhat Ölğen was then arrested, but was acquitted by the court at the first trial. Serhat Ölğen’s official complaint against police officers was rejected by Diyarbakır Public Prosecutor’s Office.

(12/294) Constitutional Court Decision on Violation of Ban of Ill-Treatment and Freedom of Expression…

It is learned from the news coverage of December 25, 2019 that Constitutional Court concluded on individual appeal of journalist Ender Ergün. Ender Ergün was injured by Sabri Çelebi, who attacked Gezi Park protestors with a machete on July 6, 2013. The court ruled a compensation of 32.500 Turkish Liras and send the case to Istanbul Public Prosecutor’s Office for investigation.

(12/295) Constitutional Court Decision on Freedom of Demonstration…

It is learned from the news coverage of December 25, 2019 that Constitutional Court concluded on individual appeal of Sefa Başak. Sefa Başak was sentenced to 13 years 1 month and 15 days on the charge of ‘making propaganda for an illegal organisation’ and ‘being an illegal organisation member’. The court stated that “in order to sentence a person on the charge of being an illegal organisation member, the judicial authority should prove links of the person with the illegal organisation” and ruled that freedom of demonstration was violated by the jail sentence. The court decided to send the case to Erzurum Heavy Penal Court No 2 for re-trial. Sefa Başak was detained on May 18, 2011 and was arrested on May 26, 2011.

(12/296) Ban of Events in Van…

Van Governorate made a declaration on December 25, 2019, and announced that, all open and indoor events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of December 25, 2019. All events are banned in Van for 1143 days since November 21, 2016.
