(10/242) Military Operation to North and East Syria…

Within the military operation of Turkish Armed Forces to north and east Syria;

Ministry of National Defence made a declaration on October 22, 2019 and announced that 1 soldier (Mutlu Can Meşeci) who got wounded due to mortar attack on October 11, 2019, and 1 soldier (Umut Coşkun) who got wounded on October 16, 2019 died in hospital.

(10/243) Interventions and Detentions Related to Reactions Against Military Operation to North and East Syria…

3 children who were detained in house raids in Esenyurt district of Istanbul on October 18, 2019, on the grounds that “they would attend protests against Turkish Armed Forces operation to North and east Syria”, are released on October 21, 2019.

People’s Democratic Party (HDP) Mardin provincial executive Abidin Uyan, who was detained in house raids in Mardin on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria on October 10, 2019 is arrested by the court on the charge of ‘being an illegal organisation member’ on October 21, 2019. 18 people who were detained through the same investigation are released on judicial control conditions and with a ban on leaving the country. It is reported that 4 people are still under custody.

It is learned that 1 soldier died in a clash between security forces and HPG militants in rural areas of Derik district of Mardin on October 21, 2019.

It is learned that 5 soldiers and 3 village guards got wounded in an attack to a military patrol car in Kağızman district of Kars on October 21, 2019.

(10/245) Forced Disappearances in Ankara…

It is learned from the news coverage of October 21, 2019 that Mustafa Yılmaz, a public employee dismissed by state of emergency decrees, who were abducted in February 2019 in Ankara, was kept under custody in Ankara Police Directorate Anti-Terror Department. It is learned that Ankara Security Directorate has reported to his family that, Mustafa Yılmaz was found around Karapürçek police station in Altındağ district and was detained afterwards.

Yasin Ugan, Özgür Kaya, Salim Zeybek and Erkan Irmak, all public employees dismissed by state of emergency decrees, who were abducted in February 2019, were detained by Ankara Police Directorate Anti-Terror Department “after a routine general information control while they were walking their back-packs near the police headquarters”, and were arrested on August 10, 2019. There is still no news received from Gökhan Türkmen who was abducted in February 2019 and from Yusuf Bilge Tunç who is missing since August 6, 2019.

(10/246) Torture and Ill-Treatment in Prison…

Gültan Kışanak, former co-mayor of Diyarbakır, sent a letter to press on October 21, 2019 and stated that they were not given Yeni Yaşam newspaper in Kandıra F Type Prison. It is also stated in the letter that, prisoners were not given the books and magazines that are sent to them and they are allowed only to buy books through prison administration.

(10/247) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1077 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 21, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 21, 2019, 2 people (Nazan Bozkurt and Mehmet Dersulu) and at 18.00 2 people (Acun Karadağ and Merve Demirel) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on October 21, 2019. It is learned detained people were released on the same days they were detained.

(10/248) Police Intervention Against a Protest in Ankara…

The police intervened the protestors in front of Çankaya Public Health Directorate on October 21, 2019, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 2 people (Mahmut Konuk and Eser Budak). It is learned that 2 people were released the same day.

The police intervened the sit-in protest at Bakırköy Square on October 21, 2019 of Nursel Tanrıverdi who rally to regain her job from which she had been dismissed by state of emergency decree, and detained her by using physical violence.

(10/250) Detained Co-Mayors in Diyarbakır…

On October 21, 2019, Diyarbakır co-mayor Selçuk Mızraklı who was replaced with an appointed trustee on August 19, 2019; Kayapınar district co-mayor Keziban Yılmaz; Bismil district co-mayor Orhan Ayaz and Kocaköy district co-mayor Rojda Nazlıer are detained in house raids. It is learned that Kayapınar, Kocaköy and Bismil municipality buildings were blocked and were searched by the police. It is reported that a confidentiality order is ruled for the investigation.

(10/251) Detained People in Urfa…

30 of 54 people who were detained in house raids in Urfa on October 9, 2019 are arrested by the court on the charge of ‘being an illegal organisation member’ on October 21, 2019. 24 people are released. The names of arrested people known so far are: Education and Science Workers’ Union Urfa branch co-chair Leyla Mumin, Mahmut Korkmazer and Hanım Yavuzer.

(10/252) Detained People in Mardin…

It is learned that 12 people are detained in house raids in Çataltepe, Adak, Doğancı and Develi neighbourhoods of Derik district of Mardin on October 21, 2019. The names of detained people are: Yusuf Temel, Şeyhmus Temel, Abdurrahman Temel, İbrahim Temel, Mahmut Temel, Seyit Savcı, Bedirhan Savcı, Enver Demli, Nezir Demli, Tahir Adal, Mehmet Bilgen and Mehmet Sıddık Aksak.

(10/253) Detained People in Diyarbakır…

It is learned that deputy Beycan Taşkıran and provincial chair Ramazan Kaya of Socialist Party of the Oppressed (ESP) and Ahmet Eren are detained in Eğil district of Diyarbakır on October 21, 2019. It is learned that the reason of detention is Atılım newspaper and posters in their car. Detained 3 people are released on the same day.

(10/254) Detained People in Ankara…

On October 21, 2019, Zeynep Koçak and Hakan Koçak, parents of Mustafa Koçak who is on death fast in Izmir Şakran T Type Prison No 2 for a fair trial; and Başak Kavruker are detained in front of Grand National Assembly where they were to have a meeting with parliamentary members on the issue. It is learned that 3 people were released with a penalty fine.

(10/255) Mehmet Ayvalıtaş Case…

The case against Mehmet Görkem Demirbaş and Cengiz Aktaş, for death of Mehmet Ayvalıtaş during Gezi Park protests, is held on Istanbul Anadolu Heavy Penal Court No 8 on October 21, 2019. Mehmet Ayvalıtaş has died due to being hit by a car during a march on TEM highway in Ümraniye district of Istanbul on June 3, 2013. The court acquitted Mehmet Görkem Demirbaş and Cengiz Aktaş.

(10/256) Detentions and Arrests in Alleged Link to Coup Attempt…

On October 21, 2019, former prosecutor Mehmet Murat Dalkuş is detained in Istanbul.

It is learned that 19 of 20 people who were detained on October 18, 2019 in Istanbul are arrested on October 21, 2019 and 1 person is released on judicial control conditions.

(10/257) Ban of Events in Urfa…

Urfa Governorate made a declaration on October 21, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 30 days as of October 20, 2019.  This is the second time of banning all events for 30 days in Urfa since August 19, 2019.

(10/258) Curfew in Derik…

Mardin Governorate made a declaration on October 21, 2019 and announced curfew in 4 neighbourhoods (Çataltepe, Adak, Doğancı and Develi) of Derik district as of 23.00 on October 20, 2019 and lifted the curfew with another declaration on the same day, as of 19.00 on October 21, 2019.
