(03/199) Intervention and Torture to Prisoner on Hunger Strike…

People’s Law Office made a declaration on March 17, 2020 and reported that, Mustafa Koçak who is on hunger strike in Izmir Şakran T Type Prison No 2 and was forcefully taken to and was medically treated in Aliağa Prisons Campus Hospital Internal Diseases Department on March 12, 2020, on the 254th day of his strike, and who was then discharged from hospital on March 16, 2020 and was taken to Izmir Kırıklar F Type Prison, was subjected to torture and ill-treatment during intervention at hospital.

Lawyer Ezgi Çakır met his client in Kırıklar F Type Prison and stated the following about torture and ill-treatment that Mustafa Koçak was subjected to while being taken from his ward and at hospital: “Mustafa Koçak was fastened to a chair and dragged to Şakran Prison Hospital. We know that he was taken on Thursday (March 12, 2020) afternoon at around 4.30 p.m. We were prevented from seeing him on the grounds of corona virus threat and his weak immune system (…) Then we learned that he was brought to Kırıklar F Type Prison No 1. I had the chance to see him today (March 17, 2020). He told me that, 3 physicians including the chief physician and internal diseases specialist of the prison hospital, medically intervened him under torture for 5 days; that he was conscious and declared that he rejects medical intervention. He showed me his arms which are covered with bruises from shoulder to wrists. He said that he pulled out IV drip bags with his teeth and thus his head was also clamped; there were 8 handcuffs on his arms and 8 handcuffs on his legs and he was prevented from shouting with something put in his mouth; his head and body was fastened by ropes; and he was said ‘We will cripple and leave you’. He stated that numerous undercover police officers, National Intelligence Organisation officers, physicians, prison prosecutor, and director of T-2 prison were there to witness and sometimes participate in all of these. (…) He also stated that he was not allowed to go to bathroom for 5 days which causes pissing himself and that he was not cleaned at all. He told that he was abused, and was subjected to insults and swears; and that sometimes he tried to pull out the IV drip for 10 hours and his legs were also cannulated for IV drips which then caused vessel punctures”.

It is learned that Kırıklar F Type Prison No 1 administration do not accept clothes sent to Mustafa Koçak, on the grounds that they were not carried by PTT Cargo which however does not carry anything due to Covid-19 pandemic.

It is also learned that 2 lawyers from Izmir Bar Association Prevention of Torture Group were prevented from seeing Mustafa Koçak on the grounds of Corona virus threat.

(03/200) Police Intervention to a Protest in Izmir…

The police intervened the press declaration in Izmir on March 17, 2020, to protest torture and ill-treatment to Mustafa Koçak who was forcefully medically treated during his fair-trial demanding hunger strike in prison, and detained 8 people by using physical violence. Detained people are: Sercan Çakır, Cemile Temizkalp, Cengiz Atmaca, Hüseyin Sezgin, Volkan Algül, Yaşar Aslan, Sinan Yanbal and Hasan Koçak. It is learned that 8 people were released on the same day.

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1225 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on March 17, 2020 at 13.30, and forced people away from the monument by using physical violence.

(03/202) Prevention to Labour Party Members Distributing Leaflets in Aydın…

It is learned that Labour Party (EMEP) members who were distributing leaflets in front of a factory in Aydın on March 17, 2020 were prevented by security personnel upon factory manager’s order.

(03/203) Detained City Council Member in Urfa…

İbrahim Ayyıldız, city council member from People’s Democratic Party (HDP) in Siverek district in Urfa who was detained on March 12, 2020 is released on judicial control conditions on March 17, 2020.

(03/204) Detained Lawyers, Political Party Executives and Members and Other People through an Urfa Based Investigation…

4 of 31 people including lawyers, HDP executives and members and 12 correction officers of Siverek T Type Prison who were detained in operations in Urfa, Van, Şırnak, Batman and Diyarbakır through an Urfa based investigation on March 12, 2020, are arrested by the court on March 17, 2020. 27 people are released on judicial control conditions. Arrested people are: lawyer Sevda Çelik Özbingöl, author Halil Çay, İlyas Çayır and 1 correction officer. Released people are: Metin Özbadem (HDP Party Assembly member), Cemo Tüysüz, Emin Baran, Gürgün Kadırhan, Hidayet Enmek, Hüseyin Izol, Özkan Avcı, Zeynep Işık, Şeyhmuz İnal, Aydın Badıllı, Kemal Ak, Mehmet Gazali Yazar, Mızgin Çay Yavuz, Salih Erbekler, Şevger Sonkurt, Zeynep Kıyar and 11 correction officers.

(03/205) Detained Former Co-Mayors and HDP Members in Adıyaman…

6 of 9 people who were detained in Çelikhan district of Adıyaman on March 9, 2020 and following days, are arrested by the court on March 17, 2020. Arrested people are: Mehmet Çalğan and Cevahir Büyükşahin (former Democratic Regions Party co-mayors of Bulam town of Çelikhan district), HDP members Erdal Çalğan, Erdal Ün, Veysel Demirci and Nurettin Çalğan. 3 people (İsmail Topbaş, Hasan Büyükşahin and Adıgüzel Demirci) are released.

(03/206) Detained People for Social Media Posts…

Directorate of Security announced on March 18, 2020 that, 24 people are detained on the grounds of ‘inciting fear, panic and worry among public and purposing to target responsible authorities and individuals with their social media posts about Covid-19 pandemic’.

(03/207) Proceedings Against Parliamentary Members…

It is learned from the news coverage of March 17, 2020 that, 9 proceedings demanding lift of impunity of 8 parliamentary members from People’s Democratic Party (HDP) and Justice and Development Party (AKP) are submitted to Grand National Assembly.

Parliamentary members subjected to proceedings are:

  • HDP group deputy chair and Siirt MP Meral Danış Beştaş (1 proceeding)
  • HDP Diyarbakır MP Musa Farisoğulları (1 proceeding)
  • HDP Diyarbakır MP Dersim Dağ (1 proceeding)
  • HDP Diyarbakır MP Remziye Tosun (1 proceeding)
  • HDP Van MP Murat Sarısaç (2 proceedings)
  • HDP Ağrı MP Berdan Öztürk (1 proceeding)
  • HDP Ağrı MP Dilan Dirayet Taşdemir (1 proceeding)
  • AKP Bolu MP Arzu Aydın (1 proceeding)
