(11/133) Explosion in a Military Compound in Urfa…

It is learned that 17 people got wounded due to an explosion in 20. Brigade Military Base of Turkish Armed Forces in Urfa on November 13, 2019.

(11/134) Allegation of Abduction Attempt in Diyarbakır…

It is claimed in the news coverage of November 13, 2019 that, Mervan Dündar in Kayapınar district of Diyarbakır was attempted to be abducted by 3 people claiming themselves to be police officers, who force him to get into a car and who then left by the car upon the reaction of people around. It is learned that Mervan Dündar was taken to the station by the police in order to get his official statement where he was informed that the license plate of the car of these 3 people was fake.

(11/135) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of November 13, 2019 that prisoners in Kayseri Bünyan Women’s Closed Prison and Kayseri T Type Prison No 2 were not given subscribed periodicals, 2 prisoners were kept in single cells for 1 year on the grounds of “instruction of ministry”, prisoners were forced to be examined in handcuffs at hospitals, their right to participate in social activities was limited to 1 and half an hour once a week while their rights to communicate and sport were prevented.

It is learned from the news coverage of November 13, 2019 that İsmail Yılmaz, a prisoner in Elazığ High Security Prison No 2 was forced to strip search and physical violence of the wardens at the entrance of prison while he was being taken back from a trial at the courthouse on November 1, 2019.

(11/136) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1100 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on November 13, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on November 13, 2019, 2 people (Acun Karadağ and Nazan Bozkurt) and at 18.00 2 people (Nazan Bozkurt and Merve Demirel) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on November 13, 2019. It is learned detained people were released on the same days they were detained.

(11/137) Police Intervention to a Protest in Batman…

The police intervened the press declaration of People’s Democratic Party (HDP) Women Assembly members to protest women murders, on November 13, 2019 in Batman, and detained 11 people including HDP provincial deputy co-chair Gülcemal Erdinç. It is reported that detained people are released on the same day. The names of detained people known so far are: Gülcemal Erdinç, Derya Arslan, Sidar Onat, Güler Oran.

It is learned that “Women Meeting” of HDP in Sürgücü town of Savur district of Mardin on November 13, 2019 is prevented by gendarmerie on the grounds of governorate ban.

(11/139) Police Intervention to a Protest in Istanbul…

4 members of Revolutionary Youth Associations who were detained by the police for hanging a banner saying “AKP’s rule is killing! Employers’ media is hiding the truth!”, at a shopping mall in Beyoğlu district of Istanbul on November 11, 2019, are released on judicial control conditions and with ban on leaving the country on November 13, 2019.

(11/140) Person Arrested in Ankara…

Bengisu Demirel who has been detained by the police intervening the press declaration “I Want My Job Back” at Yüksel Street on July 12, 2019, and has been arrested by the court on July 24, 2019, is released from prison on November 13, 2019.

(11/141) Detained Journalist in Istanbul…

Journalist Ahmet Altan who was detained in Kadıköy district of Istanbul on November 12, 2019, is arrested by the court on November 13, 2019. Ahmet Altan has been released from prison on November 4, 2019, by Istanbul Heavy Penal Court No 26 sentencing him to 10 years and 6 months for ‘knowingly and willingly aiding an illegal organisation’. However, Istanbul Public Prosecutor’s Office appealed to the verdict and Istanbul Heavy Penal Court No 27 has issued a warrant as the higher court.

(11/142) Detained City Council Member…

Diyarbakır city council member and Lice district council member Şehriban Zuğurli is detained in house raid in Diyarbakır on November 13, 2019. The reason of detention is unknown.

(11/143) Detained Journalists in Giresun…

Journalist Canan Coşkun and documentarist Kazım Kızıl are detained in Giresun on November 13, 2019. It is learned that Canan Coşkun and Kazım Kızıl were in Giresun to follow the inquiry commission of Grand National Assembly which was established to investigate death of Rabia Naz Vatan (11) who was found wounded in front of her house in Eynesil district of Giresun on April 12, 2018 and then died in hospital.

(11/144) Berkin Elvan Case…

The case of Berkin Elvan’s death on Istanbul Heavy Penal Court No 17 is held on November 13, 2019. Berkin Elvan was wounded due to a gas canister fired by the police on June 16, 2013, during Gezi Park protests in Okmeydanı neighbourhood of Istanbul’s Beyoğlu district; and died in hospital on March 11, 2014.

The results of the expert report of Gendarmerie Commando Training Command in Foça district of Izmir are shared at the trial. Accordingly, it is detected that the defendant police officer Fatih Dalgalı is trained to use pepper spray weapon and “acts consciously”, it was not confirmed whether he took aim at Berkin Elvan and the truth about this is “known by only himself”.          

The court adjourned the trial to February 5, 2020.

(11/145) Person on Trial for ‘Insulting the President’ in Ankara…

The final trial of the case against Çağlayan Bozacı, on the charge of ‘insulting the President’ is held at Ankara Penal Court of First Instance No 5 on November 13, 2019. The case was opened on the grounds of Çağlayan Bozacı’s expressions at the trial held on July 31, 2019, during the case on October 10, Ankara Massacre case where Çağlayan Bozacı’s father Osman Turan Bozacı died. The court sentenced Çağlayan Bozacı to 11 months and 20 days.

(11/146) HDP MP on Trial…

The trial of the case against HDP Hakkari MP and Democratic Society Congress co-chair Leyla Güven, for her declarations on Turkish Armed Forces operation to Afrin, is held at Diyarbakır Heavy Penal Court No 9 on November 13, 2019. The court rejected to lift the ban on leaving the country and adjourned the trial to February 5, 2020.

On November 13, 2019 1 person is detained in Niğde.

The final trial of the case against Osman Yurdakul, former member of Supreme Court, is held at Penal Department No 9 of Supreme Court on November 13, 2019. The court sentenced the defendant to 12 years 4 months and 15 days for ‘being an illegal organisation member’.

(11/149) Trustee Appointed to Three Districts and One Town…

It is learned that İdil district co-mayor Songül Erden in Şırnak is suspended by Ministry of Interior on November 13, 2019 and İdil sub-governor Zafer Sağ is appointed as trustee.

It is learned that Yenişehir district co-mayor Belgin Diken in Diyarbakır is suspended by Ministry of Interior on November 13, 2019 and Yenişehir sub-governor Murat Beşikçi is appointed as trustee.

It is learned that Hazro district co-mayor Ahmet Çevik in Diyarbakır is suspended by Ministry of Interior on November 13, 2019 and Hazro sub-governor Ali Öner is appointed as trustee.

It is learned that Akpazar co-mayor Orhan Çelebi in Mazgirt district of Tunceli is suspended by Ministry of Interior on November 13, 2019 and Mazgirt sub-governor Menderes Topçuoğlu is appointed as trustee.

With this last appointments, the number of trustees appointed to municipalities that HDP won the local elections on March 31, 2019, raised up to 20 including 3 metropolitan cities.

(11/150) Ban of Events in Tunceli…

Tunceli Governorate made a declaration on November 13, 2019 and announced that, all open and indoor events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of November 13, 2019. This is the second time of banning all events in Tunceli since October 18, 2019.

(11/151) Special Security Zone in Elazığ…

Elazığ Governorate made a declaration on November 13, 2019 and announced 15 areas with given coordinates in Alacakaya, Arıcak, Karakoçan and Palu districts as special security zones as of November 15, 2019 until December 31, 2019.
