(10/161) Civilian Death in Şemdinli…

It is claimed that Çetin Başer, who died on October 10, 2017 after police officers opened fire at his car on Şemdinli’s Yüksekova road, had three bullet wounds on his body. Three bullets reportedly entered his back and got out from him stomach. It is learned that the bullet wounds were identified by his relatives who washed his body for funeral. It is reported that Kerim Zerender was shot from his waist and the bullet left from his left arm.

(10/162) Person Found Dead in Lice …

It is learned that on October 13, 2017 a dead body that belonged to a 25-year-old person was found near Dibek Village in Diyarbakır’s Lice district. The body was sent to Diyarbakır State Hospital Morgue.

(10/163) Deaths in Muğla…

Deaths of 5 HPG militants were reported during a clash between HPG militants and armed forces in Muğla’s Köyceğiz district on October 5, 2017. Musa Arslan and Rojhat Seçkin’s bodies were given to their families on October 11, 2019. The families revealed to press that no death examination report nor autopsy reports were given along with the bodies.

Musa Arslan’s uncle Abdulselam Arslan spoke to press on October 12, 2017 and stated that he didn’t see any bullet marks on his nephew’s body. Arslan revealed that he saw bruises around the ears, hip and testicles on the body and said ‘I suspect death due to torture. Since there aren’t any bullet marks, a chemical could also be used to kill’.

(10/164) Civil Person Injured During Bomb Attack in Siirt…

It is learned that one worker was injured on October 12, 2017 in İğneli village near Siirt’s Pervari district when a bomb exloded during the passing of a construction vehicle.

(10/165) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…

Civil servants discharged from their jobs with Statuary Decree’s planned for press meetings in front of the Human Rights Monument in Ankara Yüksel Street on October 12, 2017. Demonstrations of the group has been going on for several weeks. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.

It is reported that during the 13.30 meeting, police officers sprayed tear gas from talking distance to both İlker Işık and Mehmet Dersulu’s faces and physically abused them while detaining.

During the intervention towards the meeting at 18.00, 3 people including Veli Saçılık were physically abused and detained.

In total, 5 detentions occurred on October 12, 2017 in Yüksel Street demonstrations.

(10/166) Rejection of Meeting Request with Öcalan…

It is learned that on October 12, 2017 PKK Leader Abdullah Öcalan’s attorneys İbrahim Bilmez, Ebru Günay and Faik Özgür Erol requested from Bursa Public Prosecutor’s Office to meet with him. The request was denied on the same day based on limitations regarding the convicted prisoners due to Law on the Execution of Criminal and Security Measures Number 5275. With this latest decline meeting requests with Öcalan have been denied for the 694th time.

It is learned that on October 13, 2017 PKK Leader Abdullah Öcalan’s brother and sister along with families of Hamili Yıldırım, Ömer Hayri Konar and Veysel Aktaş who are both prisoners in Imrali, requested from Bursa Public Prosecutor’s Office to meet with them. The request was denied on the same day based on limitations regarding the convicted prisoners due to Law on the Execution of Criminal and Security Measures Number 5275.

(10/167) Detentions in Muğla…

7 people whose photos emerged while their hands were handcuffed from their backs, naked and on the ground in Muğla on October 4, 2017, were arrested on October 11, 12, 2017 due to ‘membership of an illegal organization’. Names of arrested detainees: İsmail Bozdağ, Mustafa Yiğiner, Adnan Yiğiner, Ekrem Altay, Velat Asan, Veysi Şengil and Mehmet Can Yiğiner.

It is learned that Ekrem Altay and Velat Aslan use their right to remain silent due to torture and ill-treatment they were subjected during detention. Attorney Günfer Karadeniz also declared that her clients were tortured during detention.

HDP MP’s Mithat Sancar and Osman Baydemir submitted parliamentary investigation questions regarding the torture and other ill-treatment during detention.

(10/168) Detention and Arrests…

It is learned that TUHAD FED Ankara officer Havva Özcan, detained on October 9, 2017 during an operation in Ankara, was arrested by the court on October 12, 2017. It is reported that 8 people detained through the same investigation were released. 2 of 8 people were released with judiciary control conditions.

It is learned that 32 people including HDP Digor district executive Abdurrahman Pilgir were detained during house raids in Central and Digor districts of Kars on October 12, 2017.

Former Deputy Mayor of Batman Hürriyet Kaytar was detained on October 12, 2017 and arrested within the same day by court.

On October 13, 2017 34 people including 14 women and one child, were detained during house raids in Ankara, İstanbul, Antep, Urfa and Şırnak through an Adana based investigation. It is learned that detainees will be sent to Adana Police Headquarters.

(10/169) Police Operation Towards DHKP’C …

It is learned that 11 people detained through an Istanbul based ‘DHKPC Investigation’ were arrested on October 12, 2017. 2 people were released with judiciary control condition. Names of arrested detainees: Emine Cansever, Onur Bilgiç, Ezgi Dilan Balcı, Cihan Keşkek, Ali İhsan Kaya, Öznur Çetin, Okan Özer, Meltem Özer, Şevket Avcı, İsmail Cengiz Mumcu, Naim Feyzullah Eminoğlu.

11 people were arrested through this investigation on October 11, 2017.

(10/170) Police Intervention Towards October 10 Commemoration in Ankara…

It is learned that 67 students, detained in Istanbul University during the commemoration of October 10 Ankara massacre, were released on October 12, 2017 with judiciary control condition. October 10, 2017 was the 2nd anniversary of the massacre. Students detained were handcuffed from their backs and were made to wait in a police bus for couple of hours. News coverage from October 12, 2017 reported that a LGBTI+ student who refused to be searched by a male police officer was verbally abused and harassed.

(10/171) Detentions and Arrests in Connection with the Coup d’État Attempt…

It is learned that on October 12, 2017 14 people through a Kayseri based investigation, 5 regular soldier through an Edirne based investigations, 10 people in Bilecik and 62 people including regular soldiers through an Osmaniye based investigation were detained.

It is learned that through a Mardin based investigation on October 12, 2017 detention requests were issued for 25 military personnel and operations for capturing these people began.

It is learned that 6 of 98 people including regular soldiers detained on September 29, 2017 and following days, through an izmir based investigation, were arrested by the court due to ’membership of an illegal organization’. Previously 67 people were arrested and 8 people were released with judiciary control conditions through the same operation. It is learned that 8 people remain in detention.

(10/172) Lice Case…

The trial regarding the deaths of 14 civilians, one soldier and Gendarmerie District Commander Bahtiyar Aydın in Diyarbakır’s Lice district on October 22, 1993, continued on October 12, 2017. The case was opened by İzmir Heavy Penal Court No 1. Following the defenses of complainant attorneys, the court adjourned the trial to January 30, 2018.

(10/173) Kulp Case…

The trial of defendants including Bolu Mountain Commando Commander Yavuz Ertürk, regarding the 11 lost citizens in Diyarbakır’s Kulp district continued on October 12, 2017. The case was opened by Ankara Heavy Penal Court No 7. The court overruled the arrest request for Yavuz Ertürk and adjourned the trial date to February 8, 2018.

(10/174) Trials of HDP MP’s…

The final trial of HDP Ağrı MP Leyla zana regarding her appearance in 9 different gatherings took place on October 12, 2017. The case was opened by Diyarbakır Heavy Penal Court No 3. Zana did not attend the trial. Following the defenses, the court declared that the proceeding will be postponed as all alleged actions happened before December 31, 2011. Law number 6352 enables a postponement of the penalty.

(10/175) Journalists on Trial in İstanbul …

The trial of 46 journalists continued on October 13, 2017. The case was opened by İstanbul Heavy Penal Court No 3. Following the requests of defendants and prosecution the court ruled for a warrant of arrest for İsmet Kayhan. The court overruled the request for defendant’s passports to be returned citing that during state of emergency passports would not be given to their holders. The court adjourned the trial to January 19, 2017.

(10/176) Trial of Eren Keskin …

Final trial of Co-editor in chief of Özgür Gündem and human rigts activist Eren Keskin and Former Hazro Mayor Güler Özavcı took plave on October 12, 2017. The case was opened by İstanbul Penal Court of First Instance No 2. Özgür Gündem was closed with a Statuary Decree and a trustee was appointed in Özavcı’s position in Hazro Municipality. Following the defenses the court sentenced both defendants to 6 months due to ‘insulting Republic of Turkey and its institutions’. The court deferred the announcement of the verdict concerning Güler Özavcı and changed the 6 months imprisonment concerning Eren Keskin into a fine of 3,000 TLs.

(10/177) Trials of Journalists…

The trial for Azadiya Welat newspaper employees Şirin Çoban and İlker İlkan began on October 12, 2017. The case was opened by Mersin Heavy Penal Court No 8 based on ‘membership of an illegal organization’ and ‘making propaganda of an illegal organization’ accusations. Azadiya Welat was closed with a Statuary Decree. Çoban and İlker attended the trial through SEGBİS from prison. Following the defenses the court ruled for the release of both defendants with judiciary control condition.

Çoban and İlkan were arrested on September 9, 2016 in Mersin.

(10/178) Trial of Journalists…

The final trial of former Editor in Chief of Daily Özgürlükçü Demokrasi Ersin Çaksu and Editor Harun Epli took place on October 12, 2017. The case was opened by İstanbul Penal Court of First Instance No 2. Following the defenses, court sentenced both defendants to 5 months due to ‘insulting Republic of Turkey and its military institutions’.

(10/179) Teacher on Trial in Kayseri for ‘Making Propaganda of an Illegal Organization’…

The final trial of a teacher named Fatma Saydam took place on October 12, 2017. The case was opened by Kayseri Heavy Penal Court No 4. Following the hearing of witnesses the court sentenced Saydam to 10 months due to ‘making propaganda of an illegal organization’. The court deferred the announcement of the verdict. Fatma Saydam’s political conversations with her colleagues were presented as a reason for the accusation.

(10/180) Darbe Girişimiyle İlişkilendirilerek Yargılanan Kişiler…

The final trial of former Mayor of Erzurum’s Aşkale district Enver Başaran took place on October 12, 2017. The case was opened by Erzurum Heavy Penal Court No 2. Following the last defenses, the court sentenced Başaran to 6 years 3 months due to ‘membership of an illegal organization’.

The final trial of Tunceli District Gendarmerie Command Intelligence Manager Hidayet Soyuğurlu took place on October 12, 2017. The case was opened by Tuncelı Heavy Penal Court No 1. Following the last defenses, the court sentenced Soyuğurlu to 6 years 10 months 5 days due to ‘membership of an illegal organization’.

The final trial of Doctor Emre Ayhan who was discharged with a Statuary Decree, took place on October 12, 2017. The case was opened by Samsun Heavy Penal Court No 2. The court sentenced Ayhan 7 years 5 months 3 days due to ‘membership of an illegal organization’.

The trial of Diyarbakır 16th Mechanised Brigade Commander Savaş Beyribey continued on October 12, 2017. The case was opened by Diyarbakır Heavy Penal Court No 4. The prosecutor declared its opinion as to the accusations. The prosecutor requested heavy life sentence and 15 years of prison sentence for Beyribey due to ‘deliberately attempting to overthrow the Republic of Turkey and preventing it from functioning’, ‘attempting to overthrow the Parliament’, ‘attempting to overthrow the constitutional order’. The court adjourned the trial date to a further date.

The trial of 164 defendants including 156 Turkish Military Academy students and 8 commissioned officers, continued on October 12, 2017. The case was opened by Ankara Heavy Penal Court No 17. The prosecutor declared its opinion as to the accusations and requested life sentences for all defendants. The court adjourned the trial dates to January 15 2018 – February 9, 2018.

Governorate of Bitlis delcared on October 11, 2017 that as of 00:000 a round the clock curfew will be implemented on 4 villages of Güroymak district until further notice. The curfew will be applied between 17.00-06.00 and the villages with curfews are: Çallı, Saklı, Işıklı, Cevizyatağı.

Governorate of Bitlis declared on October 11, 2017 that as of 00:000 a round the clock curfew will be implemented on 4 villages of Mutki district until further notice. The curfew will be applied between 17.00-06.00 and the villages with curfews are: Kapaklı, Küllüce, Koyunlu.

Governorate of Bitlis declared on October 11, 2017 that as of 00:000 a round the clock curfew will be implemented on 7 neighborhoods, 20 villages and 1 hamlet of Central Bitlis, until further notice. The curfew will be applied between 17.00-06.00 and the villages, neighborhoods and hamlets with curfews are: Yukarıdikme, Aşağıdikme, Kutlu, Akgün, Bayırlı, Aşağıçobansuyu, Güçlü neighborhoods; Çeltikli, Aşağıkoçak, Aşağıyolak, Yukarıyolak, Beşkaynak, Yarönü, Dursun, Uçankuş, Dikme, Kınalı, Çobansuyu, Harmanyeri, Esenburun, Cevizdalı, Konalga, Güllüce, Kayalıbağ, Kaşıklı, Sarıyurt, Karaca villages; Yukarıçeman hamlet.
