(02/021) Military Operation to North and East Syria…

It is learned that 7 soldiers and 1 civilian personnel died and 4 soldiers got wounded due to cannon fire opened by Syrian Army to Turkish Armed Forces in İdlib area of Syria on February 3, 2020.

(02/022) Person Died at Police Raid in Hatay…

It is learned from the news coverage of February 3, 2020 that 70 years old Edibe Özçelik who fell ill during police raid to a house in Samandağ district of Hatay on January 17, 2020, died at hospital.

Edibe Özçelik’s son Servet Özçelik was at home during the raid and states the following: “I asked the police whether there was an ambulance outside or not, my mother has diabetes she has to be under control. They did not answer me although I asked numerous times. My mother came to the living room, she was crying. One of the police officers said ‘Shut this woman up’. I kept asking an ambulance and they said that there was no ambulance (…) My mother was about to faint, she lay on the sofa, when I asked her how she was she did not react, she could only speak with gestures (…) Then there was no reaction at all. I asked to get her out at least, they did not accept (…) After a while my mother wanted to go to hospital and she fell on my brother, she was talking unconsciously. The police officers who did not even let us out, understood that it was serious and stop preventing us (…) We take her to Güneypark Hospital and the doctor said my mother had a heart attack and she needs an angiography and referred her to Antakya Hospital where she had angiography and was taken into intensive care unit. And towards that evening they told us that my mother died.”

(02/023) Person Died During Military Service…

It is learned from the news coverage of February 3, 2020 that, 59 years old Bedrettin Akalın who was on partially exempted paid military service at Kütahya Air Force Training Command felt ill twice on January 14 and January 18, 2020 and died at hospital on January 22, 2020. It is stated in the news reports that Bedrettin Akalın applied to infirmary twice but was prescribed a medication and sent back to his unit, and was not referred to hospital on time.

(02/024) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of February 3, 2020 that a disciplinary proceeding was initiated against 25 people including 8 lawyers one of which is Selçuk Kozağaçlı, chair of Progressive Lawyers Association (ÇHD), for the one-week hunger strike they had in Silivri Prison to support Mustafa Koçak. Mustafa Koçak is on a death fast for 216 days in Izmir Şakran T Type Prison No 2, demanding a fair trial. As a result of disciplinary proceedings 25 prisoners are prevented from some activities for 2 months.  

It is learned from the news coverage of February 3, 2020 that, letters and newspapers which are paid from prisoners’ deposits are not given to prisoners in Eskişehir H Type Prison.

(02/025) Police Intervention to a Protest in Ankara…

The police intervened the press declaration organized by trade union confederations DISK and KESK, Union of Chambers of Turkish Engineers and Architects TMMOB, Ankara Medical Chamber and Ankara Chamber of Independent Accountants and Financial Advisors ASMMMO and participated by political parties, unions and professional organisations held in front of Red Crescent Headquarters in Çankaya district of Ankara on February 3, 2020 and detained 5 people. The press declaration was to protest transfer of the donation made by Başkent Gas Company for Red Crescent to Ensar Foundation. The police once again intervened the group marching to Sakarya Street and detained 14 people. Thus the police detained 19 people by interventions. It is reported that detained people are released on the same day.

Detained people are: Sezgin Çalışkan (TMMOB executive), Deniz Bulunmaz (Party Assembly member of Left Party), Mevlüt Çakmak (BES Ankara Branch chair), Mert Ünal (Ankara provincial executive of Left Party), Uğur Çepe.

(02/026) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1182 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on February 3, 2020 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on February 3, 2020, 2 people (Merve Demirel and Nazan Bozkurt) and at 18.00 2 people (Merve Demirel and Nazan Bozkurt) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on February 3, 2020. It is learned detained people were released on the same days they were detained.

(02/027) Police Intervention Against a Protest in Ankara…

The police intervened the protestors in front of Çankaya Public Health Directorate on February 3, 2020, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 2 people (Mahmut Konuk and Cemal Yıldırım). It is learned that 2 people were released the same day.

(02/028) Police Intervention Against a Protest in Istanbul…

The police intervened the sit-in protest at Bakırköy Square on February 3, 2020 of Nursel Tanrıverdi who rally for 150 weeks to regain her job from which she had been dismissed by state of emergency decree, and detained her by using physical violence.

(02/029) Police Intervention to a Protest in Ankara…

On February 3, 2020, the police intervened the press declaration in Güvenpark, Ankara to support Mustafa Koçak, who is on death fast for 216 days in Izmir Şakran T Type Prison No 2, demanding a fair trial, and detained 2 people (Sinan Yanbal and Sercan Çakır).

(02/030) Detained HDP Executive in Urfa…

Müslüm Arsan, Haliliye district co-chair of People’s Democratic Party (HDP) is detained during a general information check by the police on February 3, 2020, on the grounds of a warrant. It is leaned that Müslüm Arsan is taken to Urfa Police Directorate and detention period for him is extended 2 days.

(02/031) Detained Person in Istanbul for ‘Insulting the President’…

It is learned that, Nuri Başkapan who went to public notary in Sarıyer district of Istanbul on February 3, 2020, to instigate a warning to President declaring that he does not find the President impartial and thus he does not recognise him as President, is detained by the police who was called in by the notary. It is learned that Nuri Başkapan who was detained on the grounds of ‘insulting the President’ is released by prosecutor’s order on the same day.

(02/032) City Council Members Prevented from Entering Municipality Offices…

It is learned from the news coverage of February 3, 2020 that city council members in Kızıltepe, Nusaybin, Derik, Savur and Mazıdağı districts of Mardin and Cizre and İdil districts of Şırnak, who came to municipality buildings to attend monthly council meetings, were not allowed in by the police. In these 7 districts, elected co-mayors on March 31, 2019, were suspended by Ministry of Interior and were replaced by appointed trustees.

(02/033) Detentions and Arrests in Alleged Link to Coup Attempt…

On February 3, 2020, 17 people including military members on active duty are detained in operations covering 20 cities through an Istanbul based investigation; 23 people including professors and associate professors are detained in operations covering 7 cities through an Ankara based investigation to GATA Health Sciences University personnel; 39 people are detained in operations covering 5 cities through an Izmir based investigation; and 14 people are detained through and Ankara based investigation on Scientific and Technological Research Council of Turkey.
