(08/001) Operations and Attacks in Southeast…

It is learned from the news coverage of July 31, 2019 that 2 HPG militants died due to air operation of Turkish Armed Forces to Duhok in Iraqi Kurdistan Regional Government on July 25, 2019.

(08/002) Allegation of Torture in Kocaeli…

It is learned from the news coverage of July 30, 2019 that, People’s Democratic Party (HDP) Kocaeli MP Ömer Faruk Gergerlioğlu submitted a parliamentary question about İ. K., who was detained on August 4, 2018 and was subjected to torture and ill-treatment under custody at Kocaeli Police Directorate, demanding a response from Vice President Fuat Oktay. It is stated in the parliamentary question that İ. K. was subjected to physical and psychological violence at Kocaeli Police Directorate Department of Anti-Smuggling and Organized Crime, was taken to medical examination with police officers, was kept in handcuffs in the custody room, was subjected to threat and insults, and sexual torture, and was forced to give his statement without his lawyer.

(08/003) Forced Disappearances in Ankara…

On July 31, 2019, Human Rights Association, Human Rights Foundation of Turkey, Ankara Medical Chamber and Rights Initiative, made a press declaration about Yasin Ugan, Özgür Kaya, Salim Zeybek and Erkan Irmak, all public employees dismissed by state of emergency decrees, who were abducted in February 2019. It was learned that Ankara Security Directorate has reported to their families that, these 4 people with their back-packs were found around near the police headquarters previous evening and were detained after routine general information controls and were kept in Anti-Terror Department. It is stated in the press declaration that, these 4 people were allowed to see 1 of their family members for 5 minutes only, however the prosecutor’s office did not allow them to see their lawyers. It is also reported that the prosecutor’s office rejected the demand for independent medical examination for 4 detainees.

Yasin Ugan and Özgür Kaya were abducted on February 13, 2019, Erkan Irmak was abducted on February 16, 2019, and Salim Zeybek was abducted on February 25, 2019 by unknown people with black vehicles known as “Transporter” in Ankara.

(08/004) Torture and Ill-Treatment in Prison…

It is learned from the news coverage of July 31, 2019 that, prisoners in Tarsus T Type Closed Prison were forced to stand in during roll-calls and those who reject to do so were subjected to physical violence of the wardens.

(08/005) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 994 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on July 30, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on July 30, 2019, 2 people (Acun Karadağ and İlker Işık) and at 18.00 2 people (Nazan Bozkurt and İlker Işık) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on July 30, 2019. It is learned that detainees were released on the same day.

(08/006) Detained People in Diyarbakır…

It is learned from the news coverage of July 31, 2019 that, 4 people (Mehmet Ruhi Bakır, Şemsettin Sunyar, Halil Değer and Ekrem Değer) are detained during a military operation in Çınar district of Diyarbakır, and that 4 detainees were taken to District Gendarmerie Command. The reason of detention and the names of detainees could not be learned due to confidentiality order of Çınar Public Prosecutor’s Office.

(08/007) Trials in Alleged Link to Coup Attempt…

The final trial of the case against Yasin Özdil on Ankara Heavy Penal Court No 25 is held on July 31, 2019. The court sentenced the defendant to 12 years for ‘being an illegal organisation member’.

The final trial of the case against 77 people including 22 fugitives and 23 arrestees is held on Düzce Heavy Penal Court No 2 on July 31, 2019. The court sentenced 48 people to jail penalties from 2 years 2 months 15 days to 12 years and 6 months for ‘being an illegal organisation member’. The court separated the cases of 25 people and acquitted 4 people.
