(11/026) Person Killed by the Police in in Hakkari…

Special Forces conducted operation on 4 November 2015 in Medrese, Biçer and Bağlar quarters of Hakkari. Zeynel Kaya was shot at head and killed when security forces opened fire during the operations.

(11/027) Persons Killed and Wounded by the Police in Diyarbakır…

Engin Gezici (24) was shot and wounded by the police during the operations on 4 November 2015 in Silvan district of Diyarbakır where curfew was implemented for the 6th time in the last few months. İsmet Gezici (55) was also wounded when he was opened fire for attempting to approach his nephew. They both died in the hospital.

Mukaddes Arbağ (33) was heavily wounded during a house raid on 5 November 2015.

(11/028) Operations and Attacks in the Southeast…

2 soldiers and 4 militants died during an armed clash that broke out on 3 November 2015 in Dağlıca region of Yüksekova district in Hakkari. According to the official announcement by the General Staff, 27 militants were killed during the operations started after the clash.

A soldier and a militant were killed during an armed clash that broke out on 5 November 2015 in the rural area of Dicle district in Diyarbakır. A non-commissioned officer was reportedly wounded during the clash.

A police officer was killed and a police officer was wounded during an armed clash on 5 November 2015 in Silvan district of Diyarbakır where curfew was implemented for the 6th time in the last 2 months.

Governorate of Siirt announced on 5 November 2015 that 4 regions in Eruh and Pervari districts of the province were decided to be temporary security zones until 20 November 2015. Entrance of civilians to the security zones was also banned.

Governorate of Diyarbakır declared curfew on 4 November 2015 in Lice and Hani districts of the province.

Governorate of Elazığ also declared curfew on 4 November 2015 in Arıcak district of the province.

(11/029) Impunity in JİTEM Case…

Eskişehir Heavy Penal Court No 2 concluded on 5 November 2015 to hear the JİTEM case against 8 persons launched in connection with the 21 killings by unidentified assailants from 1993 to 1995 when Retired Colonel Cemal Temizöz was gendarmerie commander in Cizre district of Şırnak. Retired Colonel Cemal Temizöz who was on trial in this case was released to be tried without remand on 27 March 2014 for fulfilment of 5 years’ detention period.

In his opinion as to the accusations, the Public Prosecutor wanted at the previous hearing the defendants to be acquitted on the grounds of “lack of evidence”. The court followed the demand of the Public Prosecutor and acquitted the defendants retired Colonel Cemal Temizöz, former Cizre Mayor Kamil Atağ, Burhanettin Kıyak, Fırat Altın, Hıdır Altuğ, Adem Yakin, Kukel Atağ, and Temer Atağ.

(11/030) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

4 students were detained on 4 November 2015 in Buca Campus of 9th September University on the allegations of “insulting the State President”. The students were reportedly detained after a quarrel between members of Justice and Development Party (AKP) youth wing and opposing students. AKP members were distributing leaflets in front of Education Faculty in the campus.

Mustafa Ş. and Ferhat T. who were detained in Suruç district of Şanlıurfa for the messages they shared on the internet were arrested on 5 November 2015 on the allegations of “insulting the State President”.

(11/031) Mayor on Trial…

According to the news appeared in the press on 5 November 2015, a court case was launched against the Ağrı Co-Mayor Sırrı Sakık on the allegations of “making propaganda of an illegal organisation” with the twits he shared against the sexist expressions of Ağrı Governor Musa Işın.

Ağrı Heavy Penal Court will start to heat the case on 10 December 2015.

(11/032) Protesters Convicted in Mersin…

According to the news appeared in the press on 6 November 2015, Mersin Penal Court of First Onstance No 16 concluded to hear the case against 14 persons launched for protesting the Prime Minister Ahmet Davutoğlu in Mersin where he came for AKP’s provincial congress.

The court acquitted 12 defendants. But Doğuş Bozacı and Sinan Hüdür were sentenced to 6 months and 20 days’ imprisonment for “insulting a public officer”.

(11/033) Demonstrators on Trial in Manisa…

Manisa Penal Court of First Instance No 1 started on 4 November 2015 to hear the case against 17 persons launched for rerouting during the Women’s Day demonstration on 8 March 2015 in Manisa.

The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations”. After the identification and testimonies of the defendants, the court adjourned the hearing to a later date for the continuation of testimonies.

(11/034) Persons on Trial in Erzurum…

Hınıs (Erzurum) Heavy Penal Court started to hear the case against 8 remanded persons launched on charges of “being member of an illegal organisation”.

After the identification of the defendants, the court decided to release the defendants Abdullah Yıldır, Mehmet Değer, Ayhan Kaldır, Ömer Gül, Yılmaz Çağlar, Ömer Çağlar, Tuncay Karagül and Barış Sarı considering the period of pre-trial detention. The court adjourned the hearing to later date.

(11/035) Operations throughout Turkey…

The police conducted operations on 4 November 2015 against the members of Peoples’ Democratic Party (HDP) in Gaziosmanpaşa and Sultangazi districts of İstanbul and detained 20 persons.

7 persons were detained during the operations conducted against the members and supporters of HDP in Adana on the allegations of “acting in the name of an illegal organisation without being a member of the organisation”.

13 pewrsons were detained in Nusaybin district of Mardin and Digor district of Kars on the allegations of “aiding an illegal organisation”.

Gendarmerie soldiers conducted house raids in Tekman and Karayazı districts of Erzurum and reportedly detained 4 persons.

9 persons including Mazıdağı Co-Mayor Ali Özkan who were among 11 persons detained during operations conducted on 3 November 2015 against the members and executives of Peoples’ Democratic Party (HDP) and Democratic Regions Party (DBP) in Mazıdağı district of Mardin were arrested on 5 November 2015 on the allegations of “being member of an illegal organisation”.

The police conducted house raids on 5 November 2015 in Ceylanpınar district of Şanlıurfa in connection with a “Patriotic Revolutionary Youth Movement (YDG-H) Investigation” and detained 20 persons.

Lice Municipality Board member Mehmethan Gülen who was released after being detained during a human shield attempt in Lice district of Diyarbakır was arrested on 5 November 2015 on objection of Public Prosecutor on the allegations of “being member of an illegal organisation”.

Yaşar Çelik who was detained during a house raid in Şanlıurfa was arrested on 5 November 2015 on the allegations of “making propaganda of an illegal organisation”.

S.Y. (17) who was among 3 persons detained during house raids in Karayazı district of Erzurum was arrested on 5 November 2015 on the allegations of “being member of an illegal organisation”.
