It is learned from the news coverage of April 27, 2020 that 3 militants died in a clash between security forces and HPG militants in Haftanin area of Iraqi Kurdistan Regional Government on April 25, 2020.

(04/182) Person Shot by the Police for Disobeying Stop Warning in Adana…

On April 27, 2020, Ali El Hemdan, a 19 years old Syrian person is killed by police shot on the grounds of disobeying stop warning, in Seyhan district of Adana.

It is stated in the news reports that, Ali El Hemdan was afraid of being fined since he was under 20, and thus he ran away into a side street when he noticed the police control point nearby; and that the police shot directly towards Ali El Hemdan.

It is stated in Peoples’ Democratic Party (HDP) Kocaeli MP Ömer Faruk Gergerlioğlu’s declaration covered by news reports on April 27, 2020 that 3 prisoners killed themselves in prisons. Halit Refik Ketmen (47) died in Kilis L Type Prison on April 25, 2020; Hakan Karakaş (36) died in Hatay T Type Prison on April 25, 2020; and Ersen Yıldız died in Samsun Bafra T Type Prison.

It is learned from the news coverage of April 27, 2020 that in Izmir Aliağa Şakran Prison 24 prisoners are kept in wards for 16 people, despite of Covid-19 pandemic.

It is learned from the news coverage of April 27, 2020 that, despite of Covid-19 pandemic, cleaning supplies are sold at high prices to prisoners at commissary of Kayseri Bünyan Women’s Prison; some wardens enter wards without wearing face masks and the food given to prisoners is not sufficient and hygienic.

It is claimed in the news coverage of April 27, 2020 that, some prisoners in Kayseri Bünyan Women’s Prison who have symptoms of Covid-19 are not tested and that prisoners are asked to pay for Covid-19 tests.

(04/186) Person Was Subjected to Police Violence in Mardin…

It is learned from the news coverage of April 27, 2020 that, a person named S. Y. was subjected physical violence of the police for violating curfew, in Derik district of Mardin on April 25, 2020. It could be seen in security footage that the police slaps S. Y. and chokes him and pushes him back, instead of giving penalty fine.

Derik Sub-Governorate made a declaration on the same day and stated that the police officer was suspended.

(04/187) Person Was Subjected to Police Violence in Trabzon…

It is learned from the news coverage of April 27, 2020 that, in Trabzon on April 25, 2020, a quarrel took place between Galip Aydın, who was on his way to buy Ramadan pita, and the police for he does not have his ID, and that Galip Aydın was got on the ground on his face, handcuffed behind his back and was then taken to police station.

After video recordings of the violence were shared on social media, Trabzon Governorate declared that an investigation was initiated against 3 police officers. It could be seen from video recordings that police officers do not wear face masks and do not follow hygiene rules while handcuffing Galip Aydın.

Galip Aydın states the following: “I am just one person; how can I resist to number of police officers? I have bruises in every part of my body. I was in the building complex area, they did it to me in front of my wife and children, in front of my house. The delivery car of the bakery comes at certain times and brings pita, I usually go downstairs to get some. While I was waiting for bakery car again, I came up against police officers doing this to me.”

It is learned that Galip Aydın was released after statement procedures and made an official complaint against the police officers, with a medical report evidencing the violence.

(04/188) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declarations of public labourers who had been dismissed by a state of emergency decree and have been struggling 1266 days to regain their jobs, in front of Human Rights Monument in Yüksel Street on April 27, 2020 at 13.30 and at 18.00, and forced people away from the monument by using physical violence.

The police intervened Mahmut Konuk having a protest in front of Çankaya Public Health Directorate on April 27, 2020, to regain his job from which he had been dismissed by state of emergency decrees, and forced him away from the building by using physical violence.

(04/190) Police Intervention to a Protest in Düzce…

On April 27, 2020, the police intervened the press declaration of Alev Şahin in order to regain her job from which she was dismissed by a state of emergency decree, in front of Düzce Governorate and detained her. Alev Şahin was released on the same day, after being fined for violating Law of Misdemeanour and Public Health Law.

Urfa Medical Chamber chair Ömer Melik and general secretary Osman Yüksekyayla are detained at Urfa Security Directorate where they went to give official statement on April 27, 2020. The reason of detention is official social media posts of Urfa Medical Chamber. 2 people were released on judicial control conditions by the court on the same day.

Ministry of Interior declared on April 27, 2020 that within last 42 days 6362 social media accounts have been investigated for social media posts about Covid-19 pandemic, 402 people related to these accounts are detained.

(04/193) Investigation Against Ankara Bar Association…

It is learned that Ankara Public Prosecutor’s Office initiated an investigation against Ankara Bar Association, on the charge of ‘degrading the religious values of a section of the public’, for their declaration against Director of Religious Affair’s statements targeting LGBTIQ+ people.

President Erdoğan said “an assault targeting Director of Religious Affairs is an assault against the state” in relation to Ankara Bar Association’s declaration.

Justice and Development Party (AKP) spokesperson Ömer Çelik stated the following on social media: “The fascist statement made by the Ankara Bar Association is total rudeness. It is noteworthy to see one of the rudest and most insulting versions of fascism in a bar association’s declaration. (…) This fascist mind-set raising from Ankara Bar Association is in an arrogant aggressiveness to prevent Professor Ali Erbaş (director of religious affairs) from his most fundamental right.”

It is also learned that Directorate of Religious Affairs made an official complaint against Ankara Bar Association.

It is learned from the news coverage of April 27, 2020 that, 30 proceedings demanding lift of impunity of 21 parliamentary members from People’s Democratic Party (HDP) are submitted to Grand National Assembly.

Parliamentary members subjected to proceedings are:

It is learned from the news coverage of April 27, 2020 that, Van Public Prosecutor’s Office initiated three investigations on the charges of ‘provoking fear and panic among public’ and ‘inciting hatred and hostility among public’, against journalist Oktay Candemir, for his news reports and social media posts. It is learned that Oktay Candemir gave his official statements to Van Directorate of Security.

It is learned from the news coverage of April 27, 2020 that, Bakırköy Public Prosecutor’s Office Cyber Crimes Department initiated an investigation against journalist Zülal Koçer, for sharing video recordings of police violence to Feminist March on March 8, 2020 in Istanbul.

It is learned from the news coverage of April 27, 2020 that, Mersin Public Prosecutor’s Office initiated an investigation against Mersin Community House members on the charge of ‘inciting hatred and hostility among public and insulting’, for the protest about Covid-19 pandemic held in front of Provincial Health Directorate on April 17, 2020.

(04/198) Efe Tektekin Case…

The trial of the case against police officer İ. A., for death of Efe Tektekin (5), due to being hit by an armoured police vehicle in Bağlar district of Diyarbakır on September 11, 2019, is held at Diyarbakır Penal Court of First Instance No 9 on April 27, 2020.

The indictment demands sentence for İ. A. on the charge of reckless killing.

The court adjourned the trial to September 15, 2020, due to Covid-19 pandemic.

(04/199) Covid-19 Pandemic…

Ministry of Health declared that 95 people died due to Covid-19 pandemic and 2,131 new Covid-19 cases were diagnosed on April 27, 2020.

The death toll from Covid-19 in Turkey increased to 2,900 and total number of confirmed cases is 112,261 as of April 27, 2020.

It is learned from the report of Confederation of Progressive Trade Unions (DISK) released on April 27, 2020 that, 535 workers tested positive for Covid-19 as of April 24, 2020.

It is learned from data shared by Izmir Chamber of Medicine on April 27, 2020 that 447 health workers including 142 doctors, 2 dentists, 137 nurses and delivery nurses, 81 health officers, 16 medical secretaries, 23 technicians, 30 public officers, 6 pharmacists, 2 psychologists, 5 security staff and 1 driver, and 2 engineers in Izmir tested positive for Covid-19.

It is declared by a presidential circular on April 27, 2020 that a 72-hour curfew as a part of precautions for Covid-19 pandemic will be imposed as of 00.00 on May 1, 2020 in 31 cities including 30 metropolitan cities, excepting individuals and institutions stated in the circular.
