(10/271) Child Dead During Police Armored Vehicle Crash in Siirt…

On October 21, 2017, a child named Felek Batur (7) died when a patrolling police armored vehicle hit him in Siirt’s Çal neighborhood.

It is learned from news coverage of October 22, 2017 that Siirt Governor Ali Fuat Atik visited the family and informed them that an investigation began and the police officer driving the vehicle was detained. It is claimed that the Governor offered to pay compensations to family in exchange of no official charges.

(10/272) Person Dead During Armored Vehicle Crash in Bitlis…

It is learned that a woman named Gülten Yaraşlı (55) was hit by an police armored vehicle in Bitlis-Tatvan road on October 19, 2017. Heavily injured woman was taken to Hizan State Hospital and later transferred to Tatvan State Hospital. Gülten Yaraşlı who allegedly fell from the stretcher 3 times during transfer, lost her life.

News coverage from October 21, 2017 reported that Gülten Yaraşlı’s family issued criminal complaints regarding the incident and afterwards. It is claimed that 2 medical personnel and one police officer were suspended due to complaint.

(10/273) Armed Assault Towards Teacher in Diyarbakır…

On October 20, 2017 teacher İzzat Güven (33) was heavily injured during an armed assault perpetrated by an unidentified individual in Diyarbakır’s Silvan district. Güven was a vice principal in Counseling Center of District Directorate of National Education.

(10/274) Assault Towards Former Village Guard in Batman…

On October 21, 2017, retired village ranger Ramazan Durmaz’s dead body was found in Şat hamlet of Kozluk district’s Armutlu village. It is reported that the body was sent to Batman State Hospital for autopsy.

(10/275) Operations and Attacks in Southeast…

It is learned that on October 22, 2017 1 soldier died and 2 soldiers were injured during clashes between HPG militants and armed forces in rural areas of Van’s Başkale district.

It is learned that a specialist corporal named B.D. was heavily injured due to an armed assault by an unidentified person in Diyarbakır’s Yenişehir district. It is learned that Corporal was sent to Dicle University Hospital.

(10/276) Trials of Nuriye Gülmen and Semih Özakça…

The trial of discharged academician Nuriye Gülmen, educator Semih Özakça and one other defendant who is not arrested Acun Karadağ, continued at Ankara Heavy Penal Court No 19 on October 20, 2017. The trial took place in the court room within Sincan Prison Campus.

Semih Özakça was present in the courtroom. Nuriye Gülmen who was in Ankara Numune Hospital,  was not brought to the hearing.

A person named Berke Ercan testified through SEGBİS as witness.

Following the defenses, the court ruled for the release of Semih Özakça with judiciary control condition and adjourned the hearing to November 17, 2017. It is reported that Semih Özakça would wear an electronic ankle bracelet due to his judiciary control condition.

(10/277) Detentions in front of Nuriye Gülmen’s Hospital…

It is learned that on 21 October, 2017 police intervened to crowd waiting in front of the hospital where Nuriye Gülmen is kept. 10 people were detained. Names of the detainees were: Deniz Aydın, Deniz Eriş, Ömer Akyel, Alper Gamsız, Arda Turan, Özge Çırpan, Mahsun Ekinci, Gökhan Uysal, Rukiye Serçe, Onur Kazan.

(10/278) Torture and Other Ill-Treatmen in Prison…

It is learned from news coverage of October 21, 2017 a painting by journalist and painter Zehra Doğan was destroyed by the prison administration. Doğan made the painting using newspaper sheets.

It is claimed in news coverage of October 22, 2017 that a trans gender prisoner named Esra in Maltepe Type L prison was beaten by wardens for wearing a skirt and women shoes.

It is learned through news coverage of October 22, 2017 that prison cells in Manisa Type T Prison have been overloaded and thus 25 prisoners stay in a single cell including 3 prisoners sleeping in the kitchen and 8 prisoners sleeping on the floor. It is also learned that books sent to prisoners were not delivered, phone rights were limited to once in two weeks although it needs to be once a week, open visits were limited to once in two months which also needs to be once a month.

It is learned that prisoners around Turkey who are arrested and convicted of PKK cases, will start a hunger strike on October 21, 2017 for 3 days, to protest visitation ban on PKK leader Abdullah Öcalan.

(10/280) Police Intervention Towards Press Briefing in İstanbul…

On October 22, 2017 police officers intervened a planned press briefing by Democratic Institutions Platform in İstanbul’s Kadıköy district. The briefing aimed to shed a light on visitation bans on PKK Leader Abdullah Öcalan. It is learned that 16 people were detained including HDP district executives Cengiz Çiçek and Esengül Demir. It is learned that detainees were released on October 23, 2017 after health examinations. Names of the detained: Cengiz Çiçek, Esengül Demir, Resul Akkaya, Hülya Aydoğdu, Arif Yılmaz, Şenol Özbek, Sait Kırmızıtoprak, Necdet Özçelik, Taylan Ürün, Yunus Aslan, Belen Mert.

(10/281) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…

Civil servants discharged from their jobs with Statuary Decree’s planned for a press briefings in front of the Human Rights Monument in Ankara Yüksel Street on October 20,21 and 22, 2017. The resistance of the group has been going on for a certain period. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.

It is learned that 9 people during the intervention towards 13.30 meeting and 11 people during the intervention towards 18.00 meeting were beaten and detained on October 20, 2017.

It is learned that 7 people during the intervention towards 13.30 meeting and 8 people during the intervention towards 18.00 meeting were beaten and detained on October 21, 2017.

It is learned that 5 people including a journalist covering the event, were detained and beaten during the intervention towards 13.30 meeting. 7 people (Veli Saçılık, İlker Işık, Nazan Bozkurt, Simge Aksan, Mustafa Keçeli, Derviş Lermi and journalist Oktay İnce), including a journalist covering the event, were detained and beaten during the intervention towards 18.00 meeting on October 22, 2017.

In total, 47 people were detained on October 20, 21, 22, 2017 through police interventions. It is reported that detainees were released within the same day.

(10/282) Journalist Detained in Diyarbakır…

It is learned that 3 people including journalist Vedat Çetin detained in Diyarbakır on October 19, 2017 through an investigation towards Democratic Society Congress (DTK) were released with judiciary control conditions on October 20, 2017.

(10/283) Journalists Detained in Ankara …

It is learned that 3 (Selma Güleryüz, Diren Yurtsever and Sibel Yükler) of 5 reporters detained on October 20, 2017 were released on October 21, 2017 following their testimonies. Reporters were working for Mezopotamya and Jinnews news agencies. Remaining 2 (Duygu Erol and Habibe Eren) were released by court on October 23, 2017. It is reported that the court released Duygu Erol with a judiciary control condition.

(10/284) ORSAM President Detained in Ankara…

It is learned that Center for Middle Eastern Strategic Studies (ORSAM) President Assoc. Pr. Dr. Şaban Kardaş was detained on October 20, 2017. It is learned that Kardaş was detained through the same investigation as Osman Kavala.

(10/285) Police Intervention Towards Press Briefing in Hopa…

It is reported that a group gathered to protest the detention of ESP district executive Nurcan Vayiç were detained on October 19, 2017 in Artvin’s Hopa district. It is learned that one person from 4 detained, was arrested due to ‘making propaganda of an illegal organization’ through his social media posts. 13 people were released following their testimonies.

(10/286) Detention and Arrests…

It is learned that 11 people including HDP Nazilli District Co-Chair Sinan Çakmakçı and HDP Kuşadası District Co-Chair Mustafa Can, were detained through house raids on October 20, 2017. Names of the detainees are:  Sinan Çakmak, Mustafa Can, Raif Kanat, Hasan Aruz, Hakan Aydın, Murat Karatay, Bayram Devrim, Sedat Bilen, Mehmet Şakir Yetişen, Cengiz İvdil, Hamza Karataş.

It is learned that 9 people were detained in Gökçek Tabak village of Diyarbakır’s Silvan district on October 21, 2017. Detained people were sent to Bağdare village police station. Names of detainees: HDP Silvan District Executive Nesrettin Narin, Vedat Narin, Ferit Kadah, Latif Kadah, Nesih Pehlivan, Mehmet Pehlivan, Mehmet Emin Yıldırım, two people named Burhan and Mehmet with unidentified last names.

(10/287) Detentions and Arrests in Connection with the Coup d’État Attempt…

On October 20, 2017, detention warrants were issued for 102 people through an Istanbul based investigation on Kaynak Holding. It is learned that 59 people were detained through operations in 24 cities.

It is learned that 18 former police officers discharged with Statuary Decree’s on October 20, 2017 were detained. 5 people in Kayseri were detained due to ‘making propaganda of an illegal organization’ through their social media posts. 5 people including discharged judges and teachers who were illegally trying to cross Greece border were detained in Edirne on October 20, 2017.

It is learned that through ‘FETÖ/PDY’ investigation, detention warrants were issued for 38 people working in private school or courses closed with Statuary Decree’s on October 20, 2017. It is learned that operations began in 7 cities to capture these people.

It is learned that Bülent Kınay and Fatih Mehmet Uslu, two former judges discharged with Statuary Decrees, were detained on October 21, 2017 due to illegally trying to cross Greek border.

It is learned that 7 people were detained during operations in 6 cities through an Iğdır based investigation. It is learned that 7 people were detained because their deposits in Bank Asya were significantly increased with Fettullah Gülen’s instruction.

It is learned that 39 of 51 detained former police officers discharged with Statuary Decrees were arrested on October 21, 2017. Detained officers included former chief police officers and department heads. They were detained on October 14, 2017. 12 officers were released with judiciary control conditions.

It is learned that 2 of 6 people detained through investigations in 6 cities and KKTC, were arrested on October 21, 2017. 4 people were released with judiciary control condition.

It is learned that 36 of 54 people detained on October 13, 2017 through an İstanbul based investigation, were arrested on October 21, 2017. 12 people were released with judiciary control conditions. 6 people previously detained through the same investigation were released with prosecution order.

It is learned that 5 of 7 people detained in İstanbul for alleged ‘ByLock usage’ were arrested on October 21, 2017. 2 people were released with judiciary control condition.

It is learned that 18 of 24 people detained through an İzmir based investigation during operations in 19 cities, were arrested on October 21, 2017. They were detained on October 4, 2017. 6 people were released with judiciary control conditions. It is reported that 8 people detained wished to benefit from effective repentance law.

It is learned that 6 of 17 people detained through a Muğla based investigation during operations in 5 cities, were arrested on October 21, 2017. They were detained on October 17, 2017. 11 people were released with judiciary control conditions.

It is learned that 36 of 68 people detained through a Konya based investigation during operations in 7 cities, were arrested on October 21, 2017. They were detained on October 10, 2017. 32 people were released with judiciary control conditions. It is reported that 32 people detained wished to benefit from effective repentance law.

(10/288) Trials of Co-Mayors…

The trial of 6 defendants including Van’s Muradiye District co-Mayor Mehmet Ali Tunç continued on October 20, 2017. The case was opened by Van Heavy Penal Court No 2. Witness Zeki Yıldız revealed in court that the testimony he gave against the mayor was signed by him because he was tortured by police officers to do so. Following the defenses the court ruled for the release of one defendant and adjourned the hearing date to January 12, 2018.

Muradiye Municipality co-Mayor Mehmet Ali Tunç was detained on January 13, 2017 and arrested on January 26, 2017. A trustee was appointed to his place by the government on January 17, 2017.

(10/289) Trial of Gündem Newspaper…

Trials of Tuğrul Eryılmaz, Zeki Kayar and Levent Döndü continued on October 20, 2017. Tuğrul Eryılmaz took over the chief editor position as a substitute in solidary with Özgür Gündem newspaper which was closed by a Statuary Decree. Zeki Kayar and Levent Döndü were publishing at the newspaper. The case was opened by Istanbul Heavy Penal Court No 22. Levent Döndü did not attend the trial. Zeki Kayar made his defense through SEGBİS. Zeki Kayar wanted to testify in Kurdish and asked for his friend from prison as a translator. It is learned that judge responded to this request by saying: ‘you have been comfortably expressing yourself in Turkish so far. Why would you make your defense in Kurdish? The government granted this right, but only for the ones who can’t explain themselves in Turkish.’

Following the defenses the court sentenced Zeki Kayar and Levent Ds sentenced to 1 year 3 months based on the same accusation. The court also sentenced Eryılmaz to 10 months for ‘publishing and distributing for an illegal organization’ and transformed this penalty to 6.000 TL.

(10/290) Trial of ÇHD Antalya Branch President…

Siz defendants including ÇHD Antalya President Attorney Deniz Yıldırım, HDP Antalya co-chairs İhsan Nergiz and Songül Şarklı were released on October 20, 2017. 6 defendants were arrested on August 11, 2017. Names of the released defendants are: Deniz Yıldırım, İhsan Nergiz, Songül Şarklı, Rafiye Akkaya, Emrah Çetin and Sevgi Arslan.

(10/291) Trials of HDP Executives …

The trial of former HDP Çukurca district co-chair Cumhur Erdemir continued on October 20, 2017. The case was opened by Hakkari Heavy Penal Court No 1 based on the accusation of ‘membership of an illegal organization’. Following the defenses the court ruled for the continouty of Erdemir’s arrest and adjourned the hearing to November 16, 2017.

(10/292) Arrests in Connection with the Coup d’État Attempt…

The final hearing for the trial of 18 defendants who are accused of occupying İstanbul Metropolitan Municipality’s logistics center during July 15 coup attempt, took place on October 20, 2017. The case was opened by Heavy Penal Court No 23. The court sentenced 7 defendants to heavy life sentences for ‘attempting to use force to overthrow order guaranteed by the constitution of Republic of Turkey’. 2 defendants were sentenced to life sentences for the same crime. The court also sentenced 18 defendants to 200 years for ‘using force and violence to deliberately strip one from his freedom’.

The trial of 58 soldiers including 18 arrested continued on October 20, 2017. The case was opened by İstanbul Heavy Penal Court No 24 based on the allegation of occupying special forces central building during July 15 coup attempt. Prosecution asked for heavy life sentences for all defendants due to ‘attempting to overthrow constitutional order’.

The final trial of 3 former police officers including 2 arrested took place on October 20, 2017. The case was opened by Gümüşhane Heavy Penal Court. Court sentenced all defendants to 12 years 6 months for ‘aiding violation of the constitution’.

Governorate of Diyarbakır declared on October 21, 2017 that the curfew put on 7 villages and 11 hamlets of Lice district on October 17 has been lifted as of October 21, 5.00 am. Vilages and hamlets with curfew were: Budak, Dallıca, Tepe, Türeli, Kabakaya, Kutlu, Oyuklu villages; Hevselbey, Kolbağı, Alataş, Kalkanlı, Bakanlar, Hacıcemil, Esenli, Çaylarbaşı, Göçer, Kerpiçören, Çanak hamlets.

Governorate of Diyarbakır declared on October 21, 2017 that the curfew put on 1 village and 1 hamlet of Hazro district on October 17 has been lifted as of October 21, 5.00 am. Villages and hamlets with curfew were: Mutluca village and Şahgeldi hamlet.

Governorate of Diyarbakır declared on October 21, 2017 that the curfew put on 3 villages and 4 hamlets of Silvan district on October 17 has been lifted as of October 21, 5.00 am. Vilages and hamlets with curfew were: Çaldere, Dolaplıdere ve Dağçılar villages; Üçdirek, Ergeçiti, Kayabağı and Erkenciler hamlets.

Governorate of Diyarbakır declared on October 21, 2017 that the curfew put on 5 villages and 6 hamlets of Kulp district on October 17 has been lifted as of October 21, 5.00 am. Villages and hamlets with curfew were: Çukurca, Demirli, Düzce, Bayıkköy and Taşköprü villages; Zümrütlü, Keçiveren, Yukarıpolat, Aşağıpolat, Mevik ve Taşköprü hamlets.

Governorate of Hakkari declared on October 22, 2017 that a curfew will be implemented in 6 villages of Hakkari’s Şemdinli district between October 22, 2017 05.00 am and October 23, 2017 05.00 am. Villages with curfew are: Çatalca, Güvenli, Soğuksu, Durak, Akbal and Erdemli.

(10/298) Event Banned…

It is learned that 90 workers fired from Paşabahçe Kırklaerli glass factory began a march towards the headquarters of Şişecam in Tuzla with a ‘job, food, justice’ claim. Governorate of Tekirdağ declared the walk illegal and banned the march. It is learned that following the ban on the march workers decided to wait in Büyükkarıştıran region of Lüleburgaz.
