(10/184) Military Operation to North and East Syria…

Within the military operation of Turkish Armed Forces to north and east Syria;

Şırnak Governorate made a declaration on October 16, 2019 and announced that 3 people got wounded due to a mortar shell alleged to be fired from Syrian side to Katran village of Cizre district.

Syrian Observatory for Human Rights (SOHR) made a declaration on October 16, 2019 and announced that 164 members of Syria Democratic Forces (SDF) and 21 members Syrian factions loyal to Turkey died during the military operation since October 9, 2019.

(10/185) Interventions and Detentions Related to Reactions Against Military Operation to North and East Syria…

The police used pepper spray and pressurized water to intervene the press declaration of People’s Democratic Party (HDP) to protest Turkish Armed Forces operation to North and east Syria, on October 16, 2019 in İdil district of Şırnak. It is reported that numerous people including HDP MP Nuran İmir and İdil co-mayor Songül Erden were wounded due to pepper spray.

The police closed Özgür Çocuk Park in Mersin to entrance and prevented the press declaration which was to be held there by HDP for the same cause on October 16, 2019.

The police blocked Yenişehir district office of HDP in Diyarbakır and prevented the press declaration of HDP for the same cause on October 16, 2019.

On October 16, 2019, 2 members of Revolutionary Forces of Youth (Dev-Güç) who occupied Republican People’s Party (CHP) Şişli district office and hanged banners “Say no to the military operation”, “We will not be a party to this operation” and “This operation is to rescue AKP” to protest Turkish Armed Forces operation to North and east Syria are detained by the police. The names of detained people are: Can Çıldır, Ali Düzgün.

5 of 14 people who were detained in house raids in Bursa on October 15, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested by the court on the charge of ‘making propaganda for an illegal organisation’ on October 16, 2019. The names of arrested people are: Reşat Babat, Mehmet Şirin Çelik, İsa Aslan, Hasan Şanlı and Helin Koşan. 9 people are released on judicial control conditions.

A 17-year-old child, C. A. Y., 1 of 10 people who were detained in house raids in Kayapınar, Bağlar, Yenişehir and Sur districts of Diyarbakır on October 16, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, is arrested by the court on the charge of ‘being an illegal organisation member’ on October 16, 2019. 2 people (Barış Savur and Mazlum Kardaş) are released on judicial control conditions. 4 people have been released on October 15, 2019. It is reported that 3 people (Cem Karadeniz, Hülya Ertaş, Muhsin Acar) are still under custody.

On October 16, 2019, former HDP provincial co-chair Ayhan Pakan is detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, in house raids in Erzincan.

On October 16, 2019, Socialist Party of the Oppressed (ESP) member Ayşe Özen is detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, in house raids in Izmir.

On October 16, 2019, 2 people are detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, in house raids in Çanakkale. The names of detained people are unknown.

On October 16, 2019, Kurdistan Communist Party (KKP) chair Sinan Çiftyürek is detained on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, in house raids in Diyarbakır.

It is learned from the news coverage of October 16, 2019 that, 9 of 17 people who were detained in Istanbul on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, are arrested. It is learned that 8 people are released provided that 5 of them are on judicial control conditions. The names of arrested people are unknown.

(10/186) Person Was Subjected to Police Violence…

It is learned from the news coverage of October 16, 2019 that, Çimen Ülker who was detained in a house raid in Diyarbakır on October 14, 2019, on the grounds of social media posts about Turkish Armed Forces operation to North and east Syria, and her mother Müşeher Ülker were subjected to police violence and threat. It is stated in the news reports that, Çimen Ülker was kicked by the police who hold a gun to Müşeher Ülker’s head, and threatened her by saying “I would strangle you and nobody will be aware of it”.

(10/187) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1071 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 16, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 16, 2019, 2 people (Acun Karadağ and Merve Demirel) and at 18.00 2 people (Acun Karadağ and Merve Demirel) were detained.

Thus in total 4 people were detained due to press declaration intended to be held in Yüksel Street on October 16, 2019. It is learned detained people were released on the same days they were detained.

(10/188) Police Intervention Against a Protest in Ankara…

The police intervened the visit of families of military school students who were arrested through July 15 coup attempt, to CHP chair Kemal Kılıçdaroğlu on October 16, 2019, in front of Grand National Assembly in Ankara, and detained at least 4 people. The names of detained people known so far are: Melek Çetinkaya, Hamide Göçer, Emriye Yılmaz, Fatma Okka.

It is learned that, the press declaration of Izmir Labour and Democracy Forces about Turkish Armed Forces operation to North and east Syria, which was to be held in front of Izmir Bar Association, is prevented by the police on the grounds of governorate’s interdict.

(10/190) Detained Revolutionary Party Members in Istanbul…

It is learned that Revolutionary Party deputy chair Murat Pircan and central executive board member Gamze Taşçı are detained in Istanbul.

(10/191) Detained Person in Ankara…

It is learned that Helin Mutlu, an employee of Eğitim-Sen union in Ankara is detained on October 16, 2019. The reason of detention is unknown.

(10/192) Detained People in Mersin…

It is learned that 3 of 12 university students who were detained in Mersin on October 4, 2019 are arrested by the court on the charge of ‘being an illegal organisation member’ on October 16, 2019. 9 people are released on judicial control conditions.

(10/193) The Case Against People Evacuated from Nusaybin…

The case against 70 people who were detained and then arrested on May 26, 2016, after being evacuated from the buildings they were stuck in during the curfew on Nusaybin district, is held on October 16, 2019 on Mardin Heavy Penal Court No 4. The court has decided to separate the case for each defendant and to start proceedings all over again with new case files on April 5, 2019. The court sentenced 1 person to heavy life imprisonment and 20 years; 1 person to heavy life imprisonment and 18 years and 1 person to 21 years and 7 months.

(10/194) Executives of HDP on Trial in Adana…

The trial of the case against 12 members and executives of People’s Democratic Party, 8 of which are arrested including HDP’s Adana provincial co-chair Gülseren Tural, is held on Adana Heavy Penal Court No 12 on October 16, 2019. After defence hearings the court lifted judicial control conditions for 8 people and adjourned the trial to January 14, 2020.

(10/195) Journalist on Trial in Diyarbakır…

The final trial of the case against journalist Beritan Canözer, on the grounds of ‘being an illegal organisation member’, is held at Diyarbakır Heavy Penal Court No 9 on October 16, 2019. The court acquitted Beritan Canözer.

(10/196) Investigation Against Co-Mayor…

It is learned from the news coverage of October 16, 2019 that, Diyarbakır Public Prosecutor’s Office initiated an investigation against Ahmet Türk, co-mayor of Mardin who was suspended and replaced by an appointed trustee on August 19, 2019. It is learned that the investigation on the charge of ‘making propaganda for an illegal organisation’, is based on a speech of Ahmet Türk at Newroz celebration in Diyarbakır in 2018.

It is learned that the press declaration of Unity for Democracy Platform (DİP), for trustee appointments to Van, Diyarbakır and Mardin, to be held at Şişli Cemil Candaş Cultural Center on October 16, 2019, is banned by Şişli Sub-governorate.

(10/198) Ban of Event in Adana…

It is learned that the Democracy Meeting of HDP which was planned to be held on October 18, 2019 in Adana, is banned by Adana Governorate, on the grounds of possible protests against Turkish Armed Forces’ operation to north and east Syria.

(10/199) Ban of Events in Şırnak…

Şırnak Governorate made a declaration on October 16, 2019 and announced that, on the grounds of possible protests related to Turkish Armed Forces military operation to north and east Syria, all open-door events such as demonstrations, press declarations, meetings, sit-ins, opening stands and tents, festivals, concerts, delivering leaflets and so on are banned for 15 days as of October 16, 2019.
