(10/103) Military Operation to North and East Syria…

Following the mandate for military action to Iraq and Syria which is approved by Grand National Assembly of Turkey on October 8, 2019, Turkish Armed Forces launched the military operation. Turkish Armed Forces announced that the air operation started as of 16.00 on October 9, 2019 and followed by ground operation.

It is learned from the news coverage of October 10, 2019 that 9 people including 1 child died due to rockets and shells fired from Syrian border to Nusaybin district of Mardin.

(10/104) Interventions and Detentions Related to Reactions Against Military Operation to North and East Syria…

General Directorate of Security made a declaration on October 9, 2019 and announced that social media posts related to military operation to north and east Syria are being investigated and legal proceedings are initiated against 78 people.

It is learned from the news coverage of October 10, 2019 that, 4 THKP-C/MLSPB militants died in an air operation of Turkish Armed Forces to Duhok city of Iraqi Kurdistan Regional Government on September 16, 2019.

(10/106) Abduction Attempt in Ankara…

It is learned from the news coverage of October 10, 2019 that Socialist Party of the Oppressed (ESP) member Betül Yıldırım was attempted to be abducted by 4 people with police vests in a black Transporter vehicle in Ankara. Betül Yıldırım stated the following: “When I asked them who they are, they started to hit me and put a black bag over my head and handcuffed me. They verbally harassed me, asking ‘Do you have a boyfriend? Can we call you?’. They said they want to repeat this kind of ‘meetings’ and I should see them to let them know my thoughts.”

(10/107) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 1065 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on October 9, 2019 at 13.30, and at 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on October 9, 2019, 2 people (Engin Karataş and Nazan Bozkurt) and at 18.00 3 people (Engin Karataş, Nazan Bozkurt and Acun Karadağ) were detained. It is learned that Melek Çetinkaya, mother of a military student who were sentenced to life imprisonment in relation to July 15 coup attempt cases, was also detained.

Thus in total 6 people were detained due to press declaration intended to be held in Yüksel Street on October 9, 2019. It is learned detained people were released on the same days they were detained.

(10/108) Detained People in Urfa…

On October 9, 2019, at least 31 people including city council members and executives of political parties and unions are detained in house raids in central, Siverek, Birecik, Halfeti, Suruç, Ceylanpınar and Viranşehir districts of Urfa. The names of detained people are: Eğitim-Sen union Urfa branch co-chair Leyla Mumin, SES union executive Hikmet Evin, Ferit Tamğa, Songül Arpa, Serhat Oğur, Asil Türk, Necmettin Orak, Talip Bozkaya, Zübeyde Duvar, Tuğba Başkale, Muzaffer Çakmak, Ömer Bozdal, Özgürcan Altıngül, Sevgi Bültür, Bışar Tuysüz, Onur Atlı, Birecik district council member Halil Sarıkaya, Mahmut Korkmazer, HDP Halfeti district co-chair Abdurrahman Çiftçi, Halfeti district council member Naime Bayram, HDP member Ahmet Yenilmez, Mustafa Gündüzalp, Viranşehir district council member Kemal Kudin, Burhan Gören, Fatma Silgir, Fatma Aslan, Şeyhmus Dağtekin, Mehmet Kültür.

(10/109) Detained People in Diyarbakır…

4 members of HDP (Mehmet Zeki Bağcık, Nihal Yanık, Semiha Demir and Halis Altın) who were detained during the campaign against trustee appointments in Diyarbakır on October 9, 2019, are released after statement procedures on the same day.

(10/110) Former HDP MP on Trial…

The case against HDP’s former Mardin MP Gülser Yıldırım, for her speeches between 2012 and 2016, is held on Mardin Heavy Penal Court No 3 on October 10, 2019. Gülser Yıldırım did not attend the trial on health excuses. The court adjourned the trial to January 22, 2020.

(10/111) Human Rights Defenders on Trial…

The case on Istanbul Heavy Penal Court No 35 against 11 human rights defenders is held on October 10, 2018.

The indictment demands 15 years of jail sentence for 11 human rights defenders on the charges of ‘being an illegal organisation member’ and ‘not being a member of but committing crime on behalf of the illegal organisation’. Lawyer Taner Kılıç, Amnesty International Turkey Chair, who has been arrested for another case on June 2017 was also put in the defendants of this case.

After defence hearings the court adjourned the trial to November 27, 2019.

10 human rights defenders were detained during a meeting in Istanbul Büyükada on July 5, 2017. Human rights defenders for whom detention period was extended to 14 days, were referred to the court on July 12, 2017. The court arrested Amnesty International Turkey Director İdil Eser, Özlem Dalkıran from Citizens Assembly, Günal Kurlun and Veli Acu from Human Rights Agenda Association, Ali Garawi (citizen of Switzerland) and Peter Steudtner (citizen of Germany) and released İlknur Üstün from Women’s Coalition, Nalan Ekrem from Citizens Assembly, Nejat Taştan from Association for Monitoring Equal Rights and Şeyhmus Özbekli from Rights Initiative on juridical control conditions. 

On July 21, upon the prosecutor’s office’s objection to the release, a detention warrant was issued for four of the human rights defenders. İlknur Üstün and Nalan Ekrem were arrested on July 23, 2017, and Nejat Taştan and Şeyhmus Özbekli were released on juridical control conditions.

On the first trial of the case which was held on October 25, 2017 eight human rights defenders were released on control conditions. Taner Kılıç was released on August 15, 2018, by an interim decision of the court in regular case review.

(10/112) Special Security Zone in Hakkari…

Hakkari Governorate made a declaration on October 10, 2019 and announced 14 areas with given coordinates near Syrian border as special security zones as of October 8, 2019, due to military operation to north and east Syria.
