(03/035) Curfew in Cizre…

The night-curfew in in Cizre district of Şırnak where the operations of Security Forces concluded reached its 5th day as of 7 March 2016.

The body of Cemile Erden (28) was identified by her family on 4 March 2016 in Şanlıurfa.

The bodies of 13 unidentified persons kept in the temporary Forensic Institute in Habur Border Gate were buried on 3 March 2016. 10 bodies were also buried on 5 March 2016 in Silopi.

(03/036) Curfew in Sur…

The curfew in Sur district of Diyarbakır reached its 88th day as of 7 March 2016.

2 YPS militants killed on 18 February 2016 were reportedly identified as Esra Taşçı and Faruk Kocaman.

43 persons who were reportedly stuckin Sur district were dispossessed from Sur as of 6 March 2016. Mehmet Salih Pasin, Mehmet Çoreşoğlu, Seniha Sürer, İhsan Karatay, Mesut Aygül, Mehmet Şah Pervane and İhsan Biter who were among those persons were arrested on the allegations of “attempting to withdraw constitutional order”.

(03/037) Curfew in İdil…

The curfew and operations in İdil district and Dirsekli village of Şırnak reached 20th day as of 7 March 2016. The curfew was imposed on 16 February 2016.

According to the news appeared in the press on 6 March 2016, the bodies found on 2 and 3 March 2016 were identified as Mazlum Kapalıgöz (17), Şeref Altundal (24), Orhan Abay (16) and Aziz Akan’a (30).

(03/038) Operations and Attacks in the Southeast…

2 soldiers died and 4 soldiers were wounded during the armed clashes on 4 March 2016 in İdil district of Şırnak where curfew was imposed and operations were on-going.

1 soldier was reportedly shot to death by a sniper on 6 March 2016 in İdil district of Şırnak.

1 soldier was reportedly killed during an armed clash that broke out on 6 March 2016 in Sur district of Diyarbakır.

(03/039) Hate Crime in İstanbul…

A transsexual woman with the first name Buse found stabbed to death on 5 March 2016 in her house in Bakırköy district of İstanbul. There were also traces of beatings on her body.

(03/040) Attacks against Curfew Protests…

The police intervened the protest staged on 6 March 2016 in Adana. Beytullah Savucu and Serdar Arslan were heavily wounded when the police opened fire to disperse the crowd.

(03/041) Torture in Detention and Suspicious Suicide Trial…

İstanbul Heavy Penal Court No 6 continued on 4 March 2016 the retrial of 2 police officers in the case launched on charges of forgery of official documents in connection with the interrogation of Onur Yaser Can.

Onur Yaser Can was detained in 2010 in İstanbul, he was subjected to ill-treatment and torture in the police station. He committed suicide by jumping off the balcony of his apartment after being released.

The court decided to wait for the expoert’s report on the case and adjourned the hearing to 10 June 2016.

On 15 May 2012, the court sentenced the police officers to 2 years and 6 months’ imprisonment. The court also ruled the officers to be dismissed from public duty. The Court of Cassation quashed the verdict.

(03/042) Trustee Appointed to Newspaper…

On 4 March 2016, İstanbul Peace Penal Judge No 6 appointed trustee Feza Gazetecilik A.Ş. on the grounds that the company was related to so-called Gülenist terror organisation “Parallel State Structure” (FETÖ/PDY).

The company owns the dailies Zaman and Today’s Zaman, Cihan News Agency, the magazine Aksiyon, book review magazine Zaman Kitap, and distribution company Cihan Medya Dağıtım.

A group of persons gathered in front of the premises of Zaman in İstanbul to protest in the decision. The police dispersed the crowd by using tear gas and some ot the protesters reportedly wounded during the intervention. Workers of the paper chained themselves to the doors of the premises to prevent the police and trustees to enter the building.

The protests continued on 5 and 6 March 2016. The police also dispersed the groups by using tear gas and water cannons.

(03/043) Persons on Trial in Hatay…

Hatay Penal Court of First Instance No 8 continued on 4 March 2016 to her the case against 6 persons. The case was launched for the action “stop the life” staged on 17 October 2016 in Hatay to protest in the Ankara Massacre on 10 October 2016.

The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations”. After the testimonies of the defendants, the court adjourned the hearing to 13 My 2016 for the completion of deficient documents.

(03/044) 8 March Women’s Demonstrations Attacked…

Governorates of İstanbul, Ankara, Şanlıurfa and Batman banned 8 March Women’s Day celebrations to be held on 6 March 2016.

Despite the ban decision, the women gathered for the celebrations and to protest in the ban decisions. The police dispersed the women by using tear gas and rubber bullets. 4 women n İstanbul and 11 women in Ankara were detained under beatings during the police interventions.

(03/045) Mayors, Municipality Workers and Political Party Executives on Trial in Iğdır…

Iğdır Heavy Penal Court continued on 4 March 2016 to hear the case against 18 persons including Iğdır Co-Mayor Şaziye Önder launched for “taking part in the declaration of self-governance”.

After the testimonies and defence, the court decided to release 17 defendants to be tried without remand and continuation of the arrest ofŞaziye Önder. The court adjourned the hearing to a later date.

(03/046) Detentions and Arrests…

3 persons including Co-Mayor for Diyadin district Hazal Aras who were among 4 persons detained during the operation in Diyadin district of Ağrı were arrested on 4 March 2016 on the allegations of “being member of an illegal organisation”.

Co-Mayor for Silopi district in Şırnak province Emine Esmer and her driver Cemal Yiğit who were detained on 4 March 2016 were arrested on the same day on the allegations of “aiding an illegal organisation”.

Co-Mayor for Hoşhaber town province Ali Çam, Deputy-Mayor Kasım Ağgün and municipality worker Oruç Aras (Akaras) who were among 14 persons detained during house raids conducted in Hoşhaber town of Iğdır were arrested on 6 March 2016 on the allegations of “aiding and providing financial support to an illegal organisation”.

The police conducted house raids on 4 March 2016 in Adıyaman and detained Democratic Regions Party (DBP) executives Haci Yorulmaz, Naci Korkmaz and Hasan Leblebici, KJA member Vildan Sol, and Hasret Alp, Suna Ateş, Emrah Akbaba and Şeğo Zeytin. The reason of the operations was not disclosed. DBP Assembly member Kenan Can who was detained in Kahramanmaraş was reportedly brought to Adıyaman.

The police conducted operations on 4 March 2016 in İzmir and detained 4 persons in connection with a “Patriotic Revolutionary Youth Movement (YDG-H) Investigation”.

During the operations on 4 March 2016, 3 persons in Tunceli and 5 persons in Hakkari were detained on the allegations of “aiding an illegal organisation”.

DBP Co-Chair for Güroymak district in Bitlis province Erin Kutdenur, DBP executive for the district Zabit Kayar, and DBP members Şevder Bingül, Bedrettin Damar and Abdulmenaf Akkurt were arrested on 5 March 2016 on the allegations of “being member of an illegal organisation”.

United Revolutionary Party (Birleşik Devrimci Parti) Chair for İstanbul province Selim Polat, Vedat Türk, Yasin Aydın, Ahmet Sebat, Halil Sönmez who were among 10 persons detained during the house raids conducted against the executives and members of United Revolutionary Party in İstanbul were arrested on 5 March 2016.

Yunus Emlak (27) who was detained in Cizre was arrested on 6 March 2016 on the allegations of “being member of an illegal organisation”.

Peoples’ Democratic Party (HDP) Co-Chair for Kahramanmaraş province Erhan Yapıcı was arrested on 4 March 2016 on the allegations of “being member of an illegal organisation”.

(03/047) Curfew in Sur…

The curfew in Sur district of Diyarbakır reached its 89th day as of 8 March 2016

The civil residential area in the district was allegedly bombed on 7 March 2016. According to the information provided by the stuck civilians, at least 3 buildings were damaged. 5 persons reportedly died and 50 persons were wounded.

On 7 March 2016, 57 persons were brought out from Sur district. M.Ç. (17), Remziye Tosun, Democratic Regions Party (DBP) Co-Chair for Bağlar district Reyhan Kavak, Ümit Özkan, Deniz Ataş, Bedri Oğuz, Cengiz Abiş, Emine Abiş, Mehmet Can Alpaydinci were arrested on the allegations of “being member of an illegal organisation”, “attempting to overthrow constitutional order” and “attempting to disrupt the unity and territorial integrity of the state”. The number of the persons who were arrested after leaving Sur reached 21.

(03/048) Curfew in İdil…

The curfew and operations in İdil district and Dirsekli village of Şırnak reached 21st day as of 8 March 2016. The curfew was imposed on 16 February 2016.

The bodies of alleged YPS militants who were killed during the armed clashes on 7 March 2016 in Turgut Özal quarter were reportedly brought to İdil State Hospital.

3 persons were reportedly died during an armed clash that broke out on 7 March 2016 between Dirsekli and Kuyulu villages.

(03/049) Operations and Attacks in the Southeast…

1 soldier who was wounded during the operations on 7 March 2016 in Sur district of Diyarbakır died on the same day in the hospital.

Governorates of Bingöl announced on 7 March 2016 that 18 regions in 8 districts of the province were decided to be temporary security zones for 6 months until 1 September 2016. Entrance of civilians to the security zones was also banned.

(03/050) Case of Disappearances in Kulp…

On 7 March 2015, Ankara Heavy Penal Court No 7 continued to hear the case against retired Major General Yavuz Ertürk launched in connection with the disappearances of 11 villagers after having been detained in October 1993 in villages of in Muş and Diyarbakır provinces.

The witnesses and Commander Hasan Kundakçı testified at the hearing. The court rejected the demand for the arrest of the defendant and adjourned the hearing to 20 June 2016.

The case was transferred to Ankara upon demand of the defendant retired Major General Yavuz Ertürk’s lawyer for security reason. Yavuz Ertürk had been the Commander of Bolu 2nd Commando Brigade on the day of the incident and the Brigade had conducted operations between 8 and 25 October 1993 against the Kepir, Gurnik, Mezire, Pireş and Şuşan hamlets of Kulp district in Muş and Licik hamlet of Muş.

(03/051) Pressures in Prisons…

According to the news appeared in the press on 7 March 2016, 41 prisoners incarcerated in Diyarbakır D-type Prison were transferred to various prisons after the escape of 6 prisoners from the prison.

50 prisoners incarcerated in Şırnak T-type Prison were reportedly transferred on 6 March 2016 to prisons in Rize, Trabzon and Bayburt.

(03/052) Lawyer on Trial…

Çağlayan (İstanbul) Heavy Penal Court No 20 continued on 7 March 2016 to hear the case against Sinan Zincir, Libertarian Lawyers Association (ÖHD) Co-Chair for İstanbul branch. The indictment wants the defendant to be sentenced for “insulting the Turkish Army” according to the Article 301 TPC.

After the final demands of the lawyers, the court sentenced Sinan Zincir to a fine of TL 8, 840.

(03/054) Detentions and Arrests…

Aziz Tatlısoy who was detained after visiting wife on 7 March 2016 in Diyarbakır E-type Prison was arrested on the same day on the allegations of “being member of an illegal organisation”.

The police conducted house raids on 7 March 2016 in Sivas and detained 25 persons including students and Peoples’ Democratic Party (HDP) executives.

8 persons were detained on 7 March 2016 in Silvan district of Diyarbakır. The reason of the arrests was not disclosed.

Yılmaz Uçar who was detained in Yüksekova district of Hakkari was arrested on 7 March 2016 on the allegations of “being member of an illegal organisation”. HDP Co-Chair for Taşlıçay district in Ağrı province İbrahim Yaşar, Mehmet Ali Budak and Fesih Aydın were also arrested on 7 March 2016 on the allegations of “being member of an illegal organisation”.

Zilan Aldatmaz, Co-Mayor of Saray district in Van, was detained on 7 March 2016 while going from Özalp district to Van.

(03/055) Curfew in Cizre…

The night-curfew in in Cizre district of Şırnak reached its 7th day as of 9 March 2016.

11 persons who were killed in a basement of a building and taken to Şanlıurfa were buried on 8 March 2015 without being identified.

Crises Desk in Cizre district announced that 176 bodies were found in 3 basements in the district. 122 of the bodies were buried. The number was announced previously as 178.

Since the body parts of 2 persons were allegedly found in 2 separate basements, the number was declared as 178.

(03/056) Curfew in İdil…

The operations in İdil district and Diresekli village were allegedly concluded on 8 March 2016 on the 21st day of the curfew. The operations were started on 16 February 2016.

The bodies of 13 persons were taken on 7 March from Turgut Özal quarter to hospital. 8 of the persons were identified as Gurbet Bilir (18), Mehmet Akif Çakıcı (30), Türkiye Konak (35), Halil Arıtürk (40), Kader Çakar (18), Hüseyin Dayan (17), İdris Eltimur (23) and Hüseyin Baran (19).

17 bodies are reportedly kept in Mardin State Hospital for identification.

(03/057) Operations and Attacks in the Southeast…

2 polis officer and 12 YPS members were killed, 6 police officers were wounded during the armed clashes on 8 March 2016 in Turgut Özal quarter of İdil district in Şırnak.

2 soldiers were reportedly wounded during an armed clash on 7 March 2016 in İdil district of Şırnak.

1 solider was reportedly killed during an armed clash that broke out on 7 March 2016in the rural area of Doğubayazıt district in Ağrı.

(03/058) Rocket Launched from Syria to Kilis…

Sıdıka Mavzer (54) and Mert Özkan (4) were killed, and 2 persons were wounded on 8 March 2016 in Kilis when a rockets launched from Syria by IS/ISIS to 4 quarters in city centre of the province.

(03/059) Pressures in Prisons…

According to the news appeared in the press on 8 March 2016, O.K. (14) incarcerated in Erzurum E-type Prison was subjected to torture. His mother announced that there were traces of beatings on his arms and shoulders. She also made an official complaint.

The mother alleged that her/his child was beaten by the guards every night and continued: “My son was transferred from Doğubayazıt to Erzurum. The guards are beating him and his Kurdish cell-mate every single night”.

(03/060) Editor-in-Chief on Trial for Corruption News…

Çağlayan (İstanbul) Penal Court of First Instance No 2 concluded on 8 March 2016 to hear the case against Barış İnce, editor-in-chief of the daily Birgün, launched in connection with the news released on the paper concerning bribery and corruption allegations dating 3 March 2014.

The case was launched upon official complaint by former Prime Minister, his son Bilal Erdoğan, Salih Koç and Arzu Akalan. The court sentenced Barış İnce to 1 year and 9 months’ imprisonment for “insulting public officers”.

(03/061) Protest Prevented…

The police intervened 5 persons who wanted to stage a protest in front of the Prime Minister’s office in İzmir during his meeting with the Greek Prime Minister Aleksis Chipras on 8 March 2015. The protesters were detained under beatings.

(03/062) Co-Mayor Dismissed from Duty…

Co-Mayors of Silopi district in Şırnak province Emine Esmer and Seyfettin Aydemir, and Municipality Assembly member Mehmet Ekren were reportedly dismissed from duty on 2 March 2016 by the Ministry of Interior Affairs relying on the Article 127 of the Constitution.

Minister of Interior Affairs Efkan Ala announced that 21 mayors were dismissed from duty and 8 of those mayors were remanded. He also added that the Co-Mayors of Yüksekova, Suruç and İpekyolu were on the run.

(03/063) Mayors, Municipality Workers and Political Party Executives on Trial in Mardin…

Mardin Heavy Penal Court No 3 concluded on 8 March 2016 to hear the case against 9 persons including Co-Mayor of Nusaybin district in Mardin province Sara Kaya launched in connection with the self-governance declaration on 31 August 2015.

Co-Mayor of Nusaybin district in Mardin province Sara Kaya and Democratic Regions Party (DBP) Co-Chair for Nusaybin district Ziynet Algan who were released after being detained in connection with the self-governance declarations were arrested on 31 August 2015 upon objection of Public Prosecutor.

After final defence as to the accusations, the sentenced Sara Kaya, Peoples Democratic party (HDP) Co-Chair for Nusaybin district Sabiha Gündüz, Democratic Regions Party (DBP) Co-Chair for Nusaybin district Zeynep Algan, MEYA-DER (solidarity association for people who lost their relatives in Mesopotamia) branch Chair Salih Cebe ve DBP executive for the district Erhan Dinç were sentenced to 6 years and 3 months’ imprisonment for “inciting people hatred and enmity” and “committing crime in the name of an illegal organisation without being a member of the organisation”

The court acquitted the defendants Faysal Dağ, Ramazan Artan and Nazlı Duman. Muhsin Aksan who read the declaration was sentenced to 8 years and 9 months’ imprisonment for “inciting people hatred and enmity” and “being member of the organisation”.

(03/064) Self-Governance Declaration Trial in Diyarbakır…

Diyarbakır Heavy Penal Court No 5 started on 8 March 2016 to hear the case against 6 persons including remanded Co-Mayors of Sur district Seyit Narin and Fatma Şık Barut. The case was launched in connection with the self-governance declaration on 14 August 2015. 4 defendants are remanded in this case.

The indictment wants the defendants to be sentenced to aggravated life imprisonment for “attempting to disrupt the unity and territorial integrity of the state”. After the identification and testimonies of the defendants, the court decided to release the defendants Fatma Şık Barut, Seyit Narin, Democratic Regions Party (DBP) Co-Chair for Sur district Ali Rıza Çiçekli and Women’s Academy worker Güneş Ölmez to be tried without remand and adjourned the hearing to 26 May 2016.

(03/065) Raid in İstanbul…

On 9 March 2016, the police raided the premises of Youth Federation (Gençlik Federasyonu) in İstanbul in connection with a “DHKP-C (Revolutionary People’s Liberation Party – Front) Investigation”. 6 persons including 3 children were detained during the operation.

(03/066) Detentions and Arrests…

The police conducted house raids on 8 March 2016 in Adana and Mersin. 20 persons including Peoples’ Democratic Congress (HDK) Co-Spokesperson for Mersin province Hasan Cide and prisoners’ relatives association TUHAD-FED Adana representative Mehmet Akar were detained during the operations.

The police conducted operations in Malatya and Afyon. 12 İnönü University students in Malatya and 20 Kocatepe University students in Afyon were detained.

Sami Elitaş, worker with the daily Azadiya Welat, was detained on 8 March 2016 in Manisa on the allegations of “providing financial support for an illegal organisation”.

The police conducted operations on 8 March 2016 against the members of Peoples’ Democratic Party (HDP) in Dilovası and Darıca disticts of Kocaeli. 12 persons were detained during the operations.

The polcie conducted house raids on 9 March 2016 in İzmir and detained 22 HDP members and executives including HDP Co-Chair for İzmir province Cavit Uğur.

(03/067) Curfew in İdil…

After the completion of the operations in İdil district of Şırnak, the curfew reached its 23rd day as of 10 March 2016. The bodies of 2 children who were killed previously were identified on 9 March 2016.

The children were identified as Sevilay Yıldız (15) and Fatma Eraslan’a (13). The children were missing since the beginning of the operations in the district.

The bodies of 5 persons who were reportedly killed during an armed clash on 8 March 2016 in Turgut Özal quarter were brought to İdil State Hospital.

(03/068) Curfew in Sur…

The curfew in Sur district of Diyarbakır reached its 90th day as of 9 March 2016 and the operations were announced to be concluded. Ministry of Interior Affairs added that the curfew will be continued in the district.

(03/069) Curfew in Cizre…

The night-curfew in in Cizre district of Şırnak reached its 8 day as of 10 March 2016.

Crises Desk in Cizre made a public announcement on 9 March 2016 and declared that there were 176 bodies in the hospitals. 28 bodies in Şanlıurfa, 76 bodies in Silopi, 13 bodies in Şırnak, 20 bodies in Gaziantep, 17 bodies in Mardin, 16 bodies in Cizre and 6 bodies in Malatya were announced to be in the hospitals. 4 bodies in Şanlıurfa, 37 bodies in Silopi and 5 bodies in Malatya were not identified. 84 bodies were identified and buried.  46 unidentified bodies were also buried according to the announcement.

(03/070) Person Killed by the Police in Hakkari…

Securty Forces continued operations in Yüksekova district of Hakkari against the barricades and ditches. İlhan Engin (27) was shot to death by the Security Forces on 9 March 2016 when a cargo company vehicle was opened fire. Despite the operations, curfew was not imposed in Yüksekova.

(03/071) Operations and Attacks in the Southeast…

Governorates of Elazığ and Tunceli announced on 9 March 2016 that 24 regions in 5 districts of the provinces were decided to be temporary security zones for 6 months until 1 September 2016. Entrance of civilians to the security zones was also banned.

Governorates of Mardin also announced on 9 March 2016 that 21 regions in 5 districts of the provinces were decided to be temporary security zones for 10 months until 31 December 2016. Entrance of civilians to the security zones was also banned.

(03/072) Death in Prison…

İlyas Durdu (40) who was arrested on 2 March 2016 in Darıca district of Kocaeli for possessing drugs allegedly committed suicide on 4 March 2016 in Kocaeli T-type Prison. İlyas Durdu reportedly hanged himself with his belt in the toilets.

(03/073) Pressures in Prisons…

According to the news appeared in the press on 9 March 2016, Co-Mayor of Derik district of Mardin province Sabahat Çetinkaya who was arrested on 26 February 2016 was transferred to Sincan (Ankara) Women’s Prison. Co-Mayor of Derik district of Mardin province Abdulkerim Erdem and Vice-Mayor Murat Özüçalışır were also transferred to Kırıkkale F-type Prison.

(03/074) Journalist Convicted…

According to the news appeared in the press on 9 March 2016, İstanbul Heavy Penal Court No 19 concluded to hear the case against arrested defendant Sami Tunca, editor-in-chief of the journal Yeni Evrede Mücadele Birliği.

The case was launched in connection with the demonstrations Sami Tunca took part during the Gezi Park protests. The court sentenced the defendant to 49 years and 3 months’ imprisonment and TL 2,000 punitive fine for taking part in 16 separate demonstrations and “being member of an illegal organisation”.

(03/075) Former MP on Trial…

According to the news appeared in the press on 9 March 2016, a court case was launched against former Peoples’ Democratic Party (HDP) MP Seher Akçınar Bayar for the expressions she used during a meeting organised in Erzurum after the 7 June general elections. The indictment wants the defendant to be sentenced for “making propaganda of an illegal organisation”.

The case was launched for the expression “This is the victory of Abdullah Öcalan and martyrs of Kurdistan (Kazandığımız zafer sayın Abdullah Öcalan’ın ve Kürdistan şehitlerimizin zaferidir)”. Erzurum Heavy Penal Court No 2 will start to hear the case.

(03/076) Web Site Banned…

On 8 March 2016, Telecommunication Communication Directorate (TİB) banned access to the new domain “dicle-haber.pw” of the Dicle News Agency (DİHA). The number of the banned domains of DİHA reached 30.

(03/077) Journalists on Trial…

Çağlayan (İstanbul) Penal Court of First Instance No 2 continued on 9 March 2016 to hear the case against Ceyda Karan and Hikmet Çetinkaya, journalists with daily Cumhuriyet, for publishing cartoons of Charlie Hebdo on their columns on 14 January 2015. The indictment wants the journalists to be sentenced according to the Article 216 TPC for “degrading religious values of people”.

The defendants did not appear at the hearing. The complainants testified at the hearing. The court adjourned the hearing to a later date to take the testimonies of the defendants.

(03/078) Detentions and Arrests…

The police conducted operations on 9 March 2016 in Van and detained 9 members of Peoples’ Democratic Party (HDP) and Democratic regions Party (DBP) on the allegations of “making propaganda of an illegal organisation”. ) persons were also detained in Şırnak for the same allegations.

9 persons in Adana and 10 persons in Adıyaman were arrested on the allegations of “being member of an illegal organisation”.

Serdar Arslan who was shot in Adana during the protests against the curfews was arrested on 9 March 2016 on the allegations of “being member of an illegal organisation”. He was still under treatment.

Sami Elitaş, worker with the daily Azadiya Welat, who was detained in Manisa was arrested on 9 March 2016 on the allegations of “being member of an illegal organisation”.
