4 April 2017 Daily Human Rights Report

(04/024) Constitutional Referendum…

According to the news in press, the vehicle of HDP was stooped on 3 April 2017 in Batman by two armed men. The glasses of the vehicle were broken and the driver was hurt by the handle of the gun.

6 members of Revolutionary High School Students (DEV-LIS) were detained on 2 April 2017 in Adana while distributing “No” leaflets. They were brought to court on 3 April and were released.

Union of Health Workers (SES) put a signboard titled “Our 14 demands on 14 March and No for our Future and for our Job” on the bulletin board of the Union at Cigli Region Education Hospital.  The signboard was removed by the instruction of the head doctor and the manager of the hospital.

The rally of HDP in Manisa was banned by the governorate for security reasons.

The signboards of HDP were removed from the billboards because of the picture of Co-Chair of HDP Figen Yuksekdag on the signboards.

The Kurdish song “Bejin Na” which was used in the referendum campaign by HDP was banned in Siirt. The song was banned first in Sırnak and later was banned in Van and Diyarbakir.

In Mugla University, campaigning for “No” is reportedly restricted while campaigning for “Yes” was not.

33 signboards which were put on 33 billboards in Cihanbeyli district of Konya by HDP were ripped.

The “No” banner which was hang in Mengen district of Bolu by CHP was destroyed. Another banner was destroyed on 26 March 2017.

(04/025) Hunger Strike in Prison…

According to the news appeared in press, the prison administration of Tarsus C Type Woman Prison does not give B12 vitamin, salt and sugar to the prisoners who are on hunger strike.

According to the news appeared in press, the prisoners in Sakran T Type Prison who are on hunger strike are not got examined regularly. Instead of B12 vitamin, B complex is given to the prisoners who are on hunger strike.

According to the news appeared in press, in Sakran T Type Prison, the prison guards and the gendarme attacked on 3 April 2017 the prisoners during family visit and took them out of visit place forcibly. When the families protested this, they were also taken out the visit place forcibly.

A bomb blasted while a police car was passing by on 3 April 2017 in Mersin. 2 police officials were reportedly injured.

(04/028) SGDF Members Arrested…

2 members of Federation of Socialist Youth Associations (SGDF), Musa Yüce and Bahar Sarıgül, who were detained and later released by the court, were detained again and were arrested on 3 April 2017 upon the appeal of the prosecutor.

(04/029) Detentions and Arrests…

On 30 March 2017, police raided a house in Ercis district of Van. Two persons were killed and 5 persons were detained. 80 years of Ali Hezer and physically disabled Cafer Hezer were arrested for ‘being a member of illegal organization’ and ‘helping and harboring an illegal organization.’

16 persons, including Peoples’ Democratic Party (HDP) and Democration Regions Party (DBP) provincial and district executives, were detained on 3 April 2017 in Bursa during house raids. The names of the detainees are: Rahim Dede, Metin Kılıç, Onur Meriç ve Mustafa Demirel, Metin Gökçe, Müjde Arslan, Hüseyin Camkıran, Zeki Korhan, Ceylan Gökçe, Ayhan Bahadır, Menderes Yıldırım, Zeynep Yıldırım, Şerife Erbay, Ömer Ergül, Mehmet Buğdaycı, Murat Pınar.

10 persons were detained on 3 April 2017 in Ceyhan district of Adana during house raids.

19 persons were detained on 3 April 2017 in Bingol and its villages during house raids. The names of the detainees which could be reached are as follows: Ali Morkoyun, Vedat Morkoyun, Sedat Morkoyun, Sincar Morkoyun, Erkan Morkoyun, Emrah Morkoyun, Hüseyin Morkoyun, Hüsnü Morkoyun, İbrahim Morkoyun, Kadir Yüksel, Ömer Koç, Mazlum Serinyel, Mustafa Turan, Ulaş Serinkaya, Ali Seven, Karasu Ergin, Engin Deniz, Vatan Yurtsever and Ecevit Yurtsever.

The father of M.A.A. (10, m) was detained on 3 April 2017 in Urfa. M.A.A. was detained for the picture of Abdullah Ocalan on his t-shirt and was later released.

(04/030) Detentions and Arrests in Connection with the Coup d’État Attempt…

32 persons were detained on 3 April 2017 in an Istanbul centered police operation during house raids for using ByLock.

5 persons, including the Manager of Gazipasa-Alanya Airport, were detained on 3 April 2017 in Antalya.

(04/031) Gezi Trial…

Penal Department No 9 of Supreme Court of Appeal reversed the verdict of Istanbul Penal Court of First Instance No 50. Istanbul Penal Court of First Instance No 50 had acquitted 23 defendants.

Police intervened on 12 June 2013 the persons who were gathered with the call of Taksim Solidarity. 42 persons were detained. An indictment was prepared for 23 persons. The first indictment was not accepted by the Istanbul Penal Court of First Instance No 50 due to lack of cause of action. The indictment was returned to the prosecutor on 2 August 2013. Second indictment was accepted and 23 persons were acquitted without any hearing and without their statements.

(04/032) Impunity in Sahin Oner Investigation…

According to the news appeared in press on 3 April 2017, in the investigation about the death of Sahin Oner, opened by Diyarbakır Public Prosecutor Office, a decision of non-prosecution for police official R.U. was given. Investigation about the police official S.K. is going on.

Sahin Omer was killed during 15 February protest in 2013 in Diyarbakir, when a police armored vehicle hit him.

(04/033) Journalist on Trial…

Elazig Heavy Penal Court No 2 continued on 3 April 2017 hearing the case against Mehmet Gules, a reporter of DİHA which was closed down by a Decree with the Force of Law. Gules participated the hearing. After the defenses, the court did not release him to be tried without remand. The hearing was adjourned to 3 May 2017.

            Sırnak Heavy Penal Court No 2 continued on 3 April 2017 hearing the case against Ziya Ataman, a reporter of DİHA which was closed down by a Decree with the Force of Law. The indictment wants the defendant to be sentenced for ‘making propaganda of an illegal organization.’ Ataman participated the hearing via SEGBIS from Van M Type Prison. After the defenses, the court did not release him to be tried without remand. The hearing was adjourned to 5 July 2017.

Mersin Heavy Penal Court No 2 continued on 3 April 2017 hearing the case against daily Evrensel reporters Cemil Ugur and Halil Ibrahim Polat who were detained in Mersin while covering news. The indictment wants the defendants to be sentenced for ‘being a member of an illegal organization.’ After the defenses court adjourned the hearing to 12 June 2017.

(04/036) Persons on Trial in Mersin…

Mersin Heavy Penal Court No continued on 3 April 2017 hearing the case against 11 persons. The prosecutor presented his final opinion and wanted 6 defendants to be sentenced to 5 years imprisonments for ‘making propaganda of an illegal organization.’ The court adjourned the hearing to 12 June 2017.

The curfews in Sur and Cizre were protested on 8 March 2017 in Mersin by the call of Labor and Democracy Platform.

(04/037) Judges Laid off…

Head of Court Ibrahim Lorasdagi, and judges Baris Comert and Necla Yesilyurt Gulbicim were laid off by Supreme Council of Judges and Prosecutors (HSYK). They were the judges who had released 21 defendants to be tried without remand on 31 March 2017 in a case named as ‘FETO Press Organization.’

Governorate of Van banned all meetings, demonstrations, public statements, press statements, sit in actions, opening of stands and distribution of leaflets, and hanging of banners and tenting between 4 April 2017 and 4 May 2017.

Governorate of Hakkari banned all meetings, demonstrations, public statements, press statements, sit in actions, opening of stands and distribution of leaflets, and hanging of banners and tenting between 2 April 2017 and 20 April 2017.

(04/040) Banned Internet Portals…

Information and Communication Technologies Authority of Turkey (BTK) banned the access to sendika.org, dhaber.net and demokrasi4.com (web site of the daily Ozgurlukcu Demokrasi) on 3 April 2017.
