(08/186) Minister of Interior Süleyman Soylu’s Statement on Police Intervention Against Saturday Mothers’ 700th Week Rally…

On August 27, 2018, Süleyman Soylu, the Minister of Interior made a statement on prohibition and police intervention into 700th week rally of Saturday Mothers’ at Galatasaray Square on August 25, 2018 and stated the following: “Yes it is true that we did not permit. Because we wanted to end this abuse and deceit. (…) Hasan Ocak is just one of those people that cause the beginning of protests at Galatasaray Square. Did those people get lost while wandering around Eminönü Square? (…) This nation did not surrender to the influential of those people, and will not surrender to these unkempt either, everyone should know this”.

(08/187) Operations and Attacks Southeast…

It is learned from the news coverage of August 27, 2018 that, 2 militants died in a clash between security forces and HPG militants in rural areas of Hakkari on August 9, 2018; 3 HPG militants and 1 DKP-BÖG militant died in a clash in rural areas of Pülümür district of Tunceli on August 11, 2018.

(08/188) Ill Prisoner Died in Prison…

On August 27, 2018, Koçer Özdal, an ill prisoner died in intensive care unit in Ankara Numune Hospital, where he was transferred a while ago.

Koçer Özdal, who was arrested in 2014 in Muş, was being kept in solitary cell since 2016, when heavy life imprisonment sentence given to him was approved. It is learned that Koçer Özdal had high blood pressure problem within the period he was kept in prison and had to receive dialysis treatment for his kidney disease. In 2018, he was diagnosed with bladder cancer when he applied to a hospital for acute pain. When Koçer Özdal’s health condition got worse, he was first transferred to Samsun Research and Education Hospital on July 19, 2018; and then to Samsun May 19 University Hospital and to Ankara Gazi University Hospital respectively, however he could not be operated in none of the hospitals due to lack of medical ward for prisoners. Koçer Özdal was finally transferred to Ankara Numune Hospital.

It is learned that Koçer Özdal was handcuffed to bed at hands and feet during his treatment in Ankara Numune Hospital; and was not uncuffed despite of losing consciousness on August 24, 2018 and that he died in handcuffs at hands and feet.

According to the report of Human Rights Association (IHD) Prisons Committee, there are 1154 ill prisoners 402 of which are in serious condition, in prisons in Turkey as of March 2, 2018.

(08/189) Torture and Ill-Treatment in Prison…

It is stated in the news coverage of August 27, 2018 that Cengiz Sinan Halis Çelik, an ill prisoner with epilepsy, had a seizure on July 21, 2018 in Silivri L Type Prison No 5, and was subjected to torture and ill-treatment of gendarmerie in Silivri Prison Compound Emergency Room where he was taken to.

It is learned that Cengiz Sinan Halis Çelik was forced to be treated in handcuffs, and his both hands was handcuffed to the bed; and that he was not uncuffed although the doctors word to do so, gendarmerie officers waiting in his room played racist anthems on their phones and Çelik was subjected to their insults.

It is reported that, because of being forced to be treated in handcuffs and being subjected to ill-treatment, Cengiz Sinan Halis Çelik wanted to be discharged from the hospital without being completely treated. It is learned that the physician on charge asked Cengiz Sinan Halis Çelik to sign the official report of discharge, stating that he refused to be treated; and that Cengiz Sinan Halis Çelik’s demand for adding that he refused being treated in handcuffs was also rejected.

It is stated in the news reports that Cengiz Sinan Halis Çelik was subjected to insults of gendarmerie officers during transfers to hospital.

(08/190) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on August 27, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on August 27, 2018, 3 people (Mehmet Dersulu, Nazan Bozkurt and Gülnaz Bozkurt) and at 18.00 3 people (Derviş Lermi, Nazan Bozkurt and Gülnaz Bozkurt) were detained.

Thus in total 6 people were detained due to press declaration intended to be held in Yüksel Street on August 27, 2018. It is learned that detainees were released the same day.

(08/191) Police Intervention Against a Protest in Istanbul…

On August 20, 2018, the police intervened into the sit-in protest of public labourers to regain their jobs from which they had been dismissed by state of emergency decrees, at Bakırköy Square in Istanbul; and detained 2 people (Nursel Tanrıverdi, Selvi Polat) by physical violence. Nursel Tanrıverdi and Selvi Polat are arrested by the court on August 21, 2018. On August 6, 2018, Nursel Tanrıverdi and Selvi Polat has been detained and on August 8, 2018 they were released by the court on condition that they are banned from getting closer to Bakırköy Square less than 200 meters.

(08/192) Detentions and Arrests in Alleged Link to Coup Attempt…

On August 27, 2018, 2 former employees of National Intelligence Service who were dismissed by state of emergency decrees, are detained in Edirne in alleged attempt to illegally cross to Greece.
