24 October 2017 Daily Human Rights Report

(10/299) Operations and Attacks in Southeast…

It learned that 1 soldier died in Hakkari’s Çukurca district on October 23, 2017 during a bomb attack towards a military vehicle passing by.

It learned that 2 police officers were injured in Mardin’s Artuklu district on October 23, 2017 during a bomb attack towards an armored police vehicle passing by.

It is learned from news coverage of October 23, 2017 that 1 militant died during clashes between HPG militants and armed forces in rural areas of Bitlis’s Mutki district on October 10, 2017.

(10/300) Hunger Strike in Prison…

It is learned that Mustafa Koçak, who was detained on October 1, 2017, was tortured and subjected to ill-treatment in the police station, was arrested on October 4, 2017 and sent to Silivri No 9 Prison was separated from the cell where he stayed with multiple prisoners and put into a solitary cell. It is reported that Mustafa Koçak started a hunger strike on October 19, 2017 to protest right violations he has been experiencing.

(10/301) Police Intervention Towards ‘‘I Want My Job Back’’ demonstrations in Ankara…

Civil servants discharged from their jobs with Statuary Decree’s planned for press briefings in front of the Human Rights Monument in Ankara, Yüksel Street on October 23, 2017. The resistance of the group has been going on for several weeks. Two meetings planned at 13.00 and 18.00 respectively were both prevented by the police forces who clocked entrance to the street by barriers.

It is learned that 4 people (Derviş Lemi, Gülnaz Bozkurt, İlker Işık and Mehmet Dersulu) were detained and beaten during the intervention towards 13.30 meeting. 9 people (Oktay İnce, Veli Saçılık, Acun Karadağ, Nazan Bozkurt and unidentified 5 people), including Veli Saçılık and a journalist covering the press briefing, were detained and beaten during the intervention towards 18.00 meeting.

Total of 13 people were detained on October 23, 2017. It is reported that all detainees were released within the same day.

(10/302) Detentions and Arrests…

It is learned that 5 of 11 people including HDP Nazilli District Co-Chair Sinan Çakmakçı and HDP Kuşadası District Co-Chair Mustafa Can detained on October 20, 2017, were arrested by court on October 23, 2017 due to ‘making propaganda of an illegal organization. 6 people were released with judiciary control condition. Names of the arrested people are: Sinan Çakmakçı, Hasan Azun, Bayram Devrim, Sedat Bilen and Hamza Karataş. Names of the released with judiciary control condition: Sinan Çakmakçı, Hasan Azun, Bayram Devrim, Sedat Bilen and Hamza Karataş.

It is reported that 2 people were beaten and detained during a house raid in Silvan district of Diyarbakır on October 23, 2017.

It is learned that 7 people were detained In Balıkesir on October 23, 2017, based on the allegation of making propaganda of an illegal organization through their social media posts.

(10/303) ESP Member Detained in Hopa …

It is learned that ESP Hopa district executive Nurcan Vayiç detained on October 19, 2017 was arrested by court on October 23, 2017 due to making propaganda of an illegal organization and insulting the Minister of Internal Affairs through her social media posts.

(10/304) Detentions and Arrests in Connection with the Coup d’État Attempt…

It is reported that 6 people were detained in Bodrum’s Muğla district on October 23, 2017 due to illegally crossing the Greek border to reach Kos island.

It is learned that a person named Z.S. travelling abroad was detained on October 23, 2017 in Edirne Kapıkule border gate due to membership of an illegal organization suspicion.

It is reported that 3 regular soldiers detained in Kırşehir were arrested on October 3, 2017 by the court they were transferred to.

It is learned that 4 people detained through a Kırşehir based investigation’s operations in 2 cities, were arrested by court on October 23, 2017.

It is reported that 3 people detain in Ankara due to alleged ‘ByLock usage’ were arrested by court on October 23, 2017.

(10/305) Trial of Human Rights Defenders…

The trial for İHD (Human Rights Association) member and Central Anatolia district representative Ali Rıza Yurtsever continued on October 23, 2017. The case was opened by Diyarbakır Heavy Penal Court No 9. Ali Rıza Yurtsever was detained on July 19, 2017 through an investigation on Democratic Society Congress (DTK) and arrested on July 24, 2017. Yurtsever was accused with ‘forming and leading an illegal organization’ and prosecution asked for up to 22 years 6 months of jail time. Following the defenses the court ruled for the release of Yurtsever and adjourned the trial date to February 9, 2018.

(10/306) Trial of Co-Mayors…

The trial of Tunceli Municipality Co-Mayor Nurhayat Altun continued on October 23, 2017. The case was opened by Tunceli Heavy Penal Court No 1. Altun attended the trial through SEGBİS from Kandıra Type F Prison. The indictment of the prosecution showed the press briefings, marches, funerals, phone records and DTK activities Altun attended between 2012-2016 as evidence of ‘leading and forming an illegal organization’ and asked for 22 years of prison time. Following the defenses the court ruled for the continuity of Altun’s arrest and adjourned the trial date to December 8, 2017. Vice governor Olgun Öner was appointed in his place as a trustee when Altun was detained on November 16 and later arrested on November 17, 2017. On January 19, 2017 Olgun Öner was also taken from the job and Tunceli Governor Osman Kaynak was appointed instead.

(10/307) Trials in Connection with the Coup d’État Attempt…

The trial of 17 people including 4 fugitives continued on October 23, 2017. Defendants were accused with attempting to cut broadcasts of TÜRKSAT during July 15 coup attempt and the case was opened by Ankara Heavy Penal Court No 14. The court sentenced 13 defendants to heavy life sentences due to ‘violating the constitution’. The court held 8 soldier defendants responsible for the deaths of 2 TÜRKSAT employees and sentenced them to double heavy life sentences. The court also ordered 4 fugitives cases to be separated.

(10/308) Curfew in Ömerli…

Governorate of Mardin declared on October 24, 2017 that an open ended curfew will be imposed on 12 rural areas of Ömerli district effective as of October 24, 2017, 09:30 am. Neighborhoods with curfew are: Kaynakkaya, Pınarcık, Havuzbaşı, İkipınar, Kömürlü, Kayagöze, Harmankaya, Taşlıca, Işıkdere, Ovabaşı, Duygulu and Heybeli.

(10/309) Special Security Zone in Hakkari…

Governorate of Hakkari declared on October 23, 2017 that 31 areas in central Hakkari, Şemdinli and Yüksekova will be security zones between October 26, 2017 and November 9, 2017.
