(06/197) Coercion to Uniforms and Reactions Against This…

The press declaration of TAYAD (Prisoner’s Families’ Solidarity Association) members attempted to be held in Sakarya Street in Ankara on June 23, 2018 against uniform coercion in prisons is prevented by the police. It is reported that 2 people (Halil İbrahim Şener and Armağan Özbaş) were detained in police intervention.

(06/198) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling for a while to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on June 22, 23, and 24, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on June 22, 2018, 2 people (Alev Şahin and Gülnaz Bozkurt) and at 18.00 4 people (Alev Şahin, Acun Karadağ, Gülnaz Bozkurt, İlker Işık) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on June 23, 2018, 4 people (Alev Şahin, Acun Karadağ, Gülnaz Bozkurt, İlker Işık) and at 18.00 3 people (Acun Karadağ, Alev Şahin, İlker Işık) were detained.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on June 24, 2018, 2 people (Alev Şahin and Gülnaz Bozkurt) and at 18.00 4 people (Acun Karadağ, Mehmet Dersulu, Umutcan Aybak and Sinan Yanbal) were detained.

Thus in total 17 people were detained due to press declaration intended to be held in Yüksel Street on June 22, 23, and 24, 2018. It is learned that detainees were released the same day.

1 of 5 people who were detained for social media posts, in Viranşehir district of Urfa on June 19, 2018, is arrested by the court on June 22, 2018. 4 people are released on juridical control conditions.

It is learned that 6 people are detained and arrested by the court for insulting the president in social media posts in Izmir on June 23, 2018.

(06/202) People Attacked in Istanbul…

It is learned from news coverage of June 24, 2018 that a group alleged to be ‘grey wolves’ attacked with clubs and cutters to a circumcision feast in a Cemevi (Alevi worship house) of Ardahan Damal District Seyitören Village Solidarity Association in Esenyurt district of Istanbul. It is reported that 3 people were wounded due to attack and the police did not detain any of the attackers.

(06 /203) The Cases Against Academics Who Are the Signatories of the Petition “We will not be a party to this crime!”…

The separate cases against 10 academicians (Eda Aslı Şeran, Seçil Ercan, Professor Yüksel Taşkın, PhD student Cihan Yapıştıran, PhD İsmet Akça, PhD Ayşe Nilüfer Durakbaşa, Assist. Professor Özgür Müftüoğlu, Assist. Professor T.D.Y., Assoc. Professor Y. Y., Lecturer E. A.) for signing the petition “We will not be a party to this crime!” on Istanbul Heavy Penal Court No 33 for ‘making propaganda for an illegal organisation’ is held on June 22, 2018. The court decided to consolidate the 10 cases with the case of Seçkin Sertdemir and adjourned the trial to October 17, 2018.

(06/204) Elections on June 24, 2018…

On June 25, 2018, a detention warrant is issued for 25 people including executives of HDP and HDK and ballot committee members on behalf of HDP. It is learned that 7 people are detained in operations. The names of detainees are: HDK Ankara spokespeople Fatma Kılıçarslan and Fatih Kılıç, Dinçer Dağ, Mehmet Baytekin, Sidar Göksu, Barış Deli, Celal Demir.

Musician Hozan Cane is detained in Edirne, where she attends electoral campaign of HDP, for social media posts, on June 23, 2018.

It is learned that an anonymous armoured assault was organized against Necmettin Doğrul’s (HDP’s MP candidate for Kocaeli) house on June 22, 2018.

It is learned that an anonymous attack was organized against HDP’s campaign vehicle in Odunpazarı district of Eskişehir on June 22, 2018. It is learned that the vehicle was damaged due to attack.

It is learned that HDP posters on billboards in Kayseri were covered with spray paint on June 22, 2018.

It is learned from news coverage of June 22, 2018 that Andrej Hunko, official election observer of Organization for Security and Co-operation in Europe (OSCE) and German Parliament Member of the Left Party and an official election observer of OSCE from Sweden and Sweden Parliament Member of the Green Party are not allowed to enter Turkey. It is reported that along with denying the entrance of 2 official observers of OSCE, the application for the assignment of 24 diplomats from 11 countries as being local observers within the framework of OSCE election mission is rejected by The Ministry of Foreign Affairs.

6 members of Students’ Collectives who were detained in house raids after protesting Süleyman Soylu, the Minister of Interior in Istanbul on June 15, 2018, are released on June 22, 2018.

It is learned that Atilla Kılıç, co-spokesperson of Greens and the Left Party of the Future is detained for ‘insulting the President’, while he applies for an official complaint for the racist attack to the electoral campaign stand of the party in Bayraklı district of Izmir.

(06/205) Violations of Rights on Elections on June 24, 2018…

It is learned from news coverage of June 24, 2018 that, ballot committee members in Suruç district of Urfa were subjected to threats and physical violence by AKP MP candidate İbrahim Halil Yıldız and his entourage. It is stated in the news reports that, İbrahim Halil Yıldız and his arm guards visited the schools which are polling places, took the mobile phones of attendants and committee members, forced ballot committee members out and put groups of voting papers in ballot boxes.

It is reported that HDP members who intervene İbrahim Halil Yıldız and his entourage while attempting to enter Suruç İmam Hatip Secondary School, were subjected to the attack of AKP members with knives and guns. It is learned that Bülent Yıkılmaz and Bekir Yıkılmaz, 2 ballot attendants on behalf of HDP were wounded and were taken to Urfa Public Hospital. It is reported that Arjin Dilek Öncel, reporter of Mezopotamya News Agency was also subjected to physical violence by the group. On June 14, 2018, 4 people died and 9 people were wounded in the incidents happened in electoral campaigns in Suruç, where İbrahim Halil Yıldız had a quarrel with shopkeepers.

It is reported that in Haliliye and Eyyübiye districts of Urfa, ballot observers were not allowed in polling places, and were subjected to threats and physical violence.

It is claimed that in Bolatlar and Vize neighbourhoods of Urfa’s Akçakale district, voters were not given voting papers and stamps on the grounds that ‘they would vote for other parties but AKP’, and thus the right to vote of people were prevented.

It is learned from news coverage of June 24, 2018 that ballot committee members on behalf of HDP were threatened by village guards in Koçlar and Aygün villages of Diyarbakır’s Kulp district. It is also reported that in Ağaçlı, Narcıca, Zeyrek and Düzce districts of Kulp, soldiers and village guards entered into the polling places with long barrel guns.

It is reported that, in Üçtepe village of Diyarbakır’s Bismil district, after the tension between AKP Youth Section members who attempt to put block votes in ballot boxes and observer lawyers who intervene them, the soldiers did not allow HDP committee and lawyers in the polling places. It is learned that the soldiers threatened HDP members and lawyers as “We would rake you. We would kill you here”.

It is learned that ballot committee members and voting papers were carried by helicopters of Gendarmerie Aviation Group Command for ‘security’ reasons and were taken to Lice, Hani, Dicle and Kulp districts.

It is learned that ballot committee members and voting papers were taken from Eruh, Pervari and Şirvan districts of Siirt by helicopters of Commando Brigade No 3 for ‘security’ reasons and were taken to 12 polling places.

It is learned that in Hazro district of Diyarbakır, Fuat Güler, AKP district chair, threatened and used physical violence against the lawyers who reacted him for entering the polling places with gun. It is also learned that lawyer Edip Hüseyinoğlu, member of Platform of Lawyers for Freedom (ÖHP) was wounded due to physical violence and was taken to the hospital.

It is learned that the police intervened people who gather to celebrate HDP’s passing the electoral threshold in Bağlar and Sur districts of Diyarbakır.

It is learned from news coverage of June 24, 2018 that, the police did not allow observers into the polling places in Bostaniçi neighbourhood of Van’s İpekyolu district. It is also reported that in Beyaslan village of Saray district the right to vote of villagers were prevented by the gendarmerie; voters who try to arrive in polling places were kept in line due to control and check procedures in villages in Özalp and Çaldıran districts, where the ballot boxes were transferred by state instruction; and armed village guards were attending ballot boxes in Çatak village.

It is learned that the police intervened people who gather in front of HDP office in Van, to celebrate the election results. It is reported that the police intervened people marching to Kültür street as well and detained many people there.

It is learned from news coverage of June 24, 2018 that Hayrettin Demir, mayor of Yeşilli district in Mardin from AKP threatened ballot committee members as following: “We will vote for absent voters too. I am the one who rule the roost here”.

It is learned that a person named Fatma Dinler (72) in Derik district of Mardin, is detained after voting, due to finalization of a jail sentence given to her for ‘opposition to law on meetings and demonstrations’.

It is learned that the police intervened people gathering to celebrate HDP’s passing the electoral threshold in Mardin. It is reported that 7 people including 1 child are detained in Nusaybin district.

It is learned from news coverage of June 24, 2018 that in Hilal town of Şırnak’s Uludere district, Feyzi Kara, a ballot attendant on behalf of HDP, was subjected to physical violence by a group that wants to vote on behalf of other people and alleged to be relatives of Cafer Benek, mayor of the town from AKP.

It is learned that a person named Sabri Çağırga, in İstiklal Elementary School in Cizre district of Şırnak, was subjected to physical violence by village guard Emin Nergiz, because he wanted to stay in the school yard to observe the polling.

It is learned from news coverage of June 24, 2018 that 3 members of Human Rights Association (IHD) observing the elections are detained in central and Tekman districts of Erzurum. The names of detainees are: Yavuz Karabudak, Sertaç Öztürk and Erdal Özakçıl.

It is learned that İyi Party Erzurum Karaçoban district chair Mehmet Sıddık Durmaz and a person named Agit Yazan died in an armed conflict during polling in Kopal neighbourhood of Erzurum’s Karaçoban district.

It is learned from news coverage of June 24, 2018 that Dilek Tanrıkulu, İyi Party’s MP candidate for Hakkari, was subjected to sexist insults of a group alleged to be AKP members and the group attempted to physical violence against Tanrıkulu while she was voting.

It is learned that the police intervened with pepper gas and pressurized water into people who gather to celebrate HDP’s passing the electoral threshold in Yüksekova district of Hakkari. It is reported that many people were detained in intervention.

It is learned from news coverage of June 24, 2018 that ballot committee members on behalf of HDP in Benekli (Çilxor) village of Tatvan district of Bitlis, were subjected to physical violence by village guards and were forced out of polling places.

It is learned from news coverage of June 24, 2018 that polis intervened with clubs and pepper gas into people who gather in Turgut Özal avenue to celebrate HDP’s passing the electoral threshold in Batman.

4 people, including 3 Italian citizens observing the elections, are detained in Lice district of Diyarbakır. It is reported that the names of detainees are: Carmile E., Paolo Z., Emanuela I. and Robin P.

A German committee of 3 people observing the elections in Şırnak are detained by military members in Şenoba town of Uludere district. It is learned that the detainees were taken to military station.

A French committee of 3 people observing the elections in Ağrı are detained. French Communist Party (PCF) declared that detained French citizens were Christine Prunaud, Hulliya Turan and Pascal Torre from PCF observer delegation.

It is learned that a Danish committee observing the elections in Solhan district of Bingöl were prevented from monitoring the polling and were subjected to assault by armed village guards.

It is also learned that a foreigner committee observing the elections in Elmalı village of Bingöl were subjected to assault by AKP members.

Italian observer Christina Elico is detained during a road check in Gercüş district of Batman. It is learned that Christina Elico was taken to police headquarters in Gercüş, however the reason for detention is unknown.

It is learned that in İMKB secondary school in central district of Batman, human rights defenders and foreign committees were not allowed in on the grounds that “no permission to observation”.

A Swedish committee observing the elections were stopped after visiting villages of Hizan district of Bitlis and were detained. It is learned that the committee members were detained by Soğuksu Gendarmerie Station and were taken to Hizan Gendarmerie Command.

It is learned from news coverage of June 24, 2018 that police prevented people who wanted to carry ballot boxes to election board centre in a convoy of cars. It is reported that a police stopped people in Gülbahçe neighbourhood and said “I would shoot you if you be a part of this convoy”.

It is learned from news coverage of June 24, 2018 that before voting period starts, HDP members were subjected to physical violence by a group of 50 people in Zeytinburnu district of Istanbul.

It is learned that Ümit Özdağ, İyi Party deputy, Muammer Demirci, İyi Party Kağıthane district chair, and journalist Vedat Yenerer were attacked by AKP members in Mehmet Akif Ersoy Elementary School in Kağıthane district of Istanbul. It is learned that 2 members of İyi Party were wounded and 6 people were detained. It is also learned that 1 member of HDP was wounded due to a quarrel between observers of MHP and HDP in Abdülhak Hamit Secondary School in Zeytinburnu district of Istanbul.

It is learned that ballot committee members were attacked by people who attempted to vote after the period of voting ended in Cengizhan Anatolian High School in Kağıthane district of Istanbul.

2 people (İshak K. and Ahmet K.) were detained on the grounds of a detention warrant, after the criminal record check made by the police. The police were called by the ballot committee chair after a quarrel happened during voting in Mahir İz Elementary School in Pendik district of Istanbul.

It is learned that MHP members threatened ballot committee members of other parties in Burhan Felek High School in Üsküdar district of Istanbul, and EMEP (Labour Party) member Elvan Korkmaz was subjected to physical violence by MHP members.

It is learned that voters in the polling place where President Tayyip Erdoğan also votes, were subjected to body search.

It is learned that 1 person who wanted to record the quarrel upon infraction of election rules was attacked by AKP attendants in Ahmet Haşim Elementary School in Bayrampaşa district of Istanbul.

It is learned that AKP members attempted to attack HDP attendants and observers in Şiir Mektebi Secondary School in Güngören district of Istanbul.

It is learned that women observers on behalf of CHP and lawyers were attacked twice and were threatened by a group of men in Hüseyin Ersu Elementary School in Sultangazi district of Istanbul.

It is learned that CHP Istanbul MP candidate lawyer Özgür Düzgün was subjected to physical violence by employees of Darülaceze (Almshouse) in Okmeydanı, Istanbul, because he reacted against attendance of the employees to voters in polling cabins.

It is learned that election observers of CHP and HDP who carry ballot boxes to the election board in Bağcılar district of Istanbul were not allowed in. It is reported that, the police intervened using physical violence to people who react against AKP’s ballot committee members and chairs who are allowed in the election board office.

The police intervened with gas bombs and rubber bullets into people who celebrate election results in Gazi neighbourhood of Istanbul’s Sultangazi district.

It is learned that HDP’s election campaign office in Esentepe neighbourhood in Istanbul’s Şişli district was attacked by a group alleged to consist of AKP members. It is learned that the attack caused material damage and few people were slightly injured.

It is learned that a group alleged to consist of AKP and MHP members attacked HDP district office in Sultanbeyli, Istanbul. HDP district co-chair Burhan Taşdemir, stated in the news report that “Although we have called the police several times, the police do not intervene the attackers”.

It is learned that people in HDP district office in Ümraniye, Istanbul were attacked by a racist group. It is learned that the group burned down the flags of HDP, attacked the office with rocks, and the police did not intervene attacker group while 11 people including HDP Ümraniye district co-chair Damla Savcı were stuck in the building.

It is learned that a racist group attacked HDP district office in Esenyurt, Istanbul, and broke the windows of the office.

It is learned that a racist group of almost thousand people gathered in front of HDP district office in Esenler, Istanbul, and attempted to take off HDP flags around. It is reported that 15 people were stuck in the office.

The police raided Devrimci Parti (Revolutionary Party) office in Kadıköy district of Istanbul. It is reported that the police searched the office and made criminal record check for party members in front of the office, while the reason of the police raid is unknown.

It is learned from news coverage of June 24, 2018 that posters of AKP and Tayyip Erdoğan were not taken off on the election day in Denizli, in several polling places in Eyüp district of Istanbul, and in front of governorate building in Izmir.

It is learned from news coverage of June 24, 2018 that 6 volunteers of Oy ve Ötesi election observing group were subjected to physical violence by a group of people alleged to be AKP members in Özkent Akbilek Secondary School in Sincan district of Ankara. It is reported that the police intervene people in school yard with pepper gas.

It is learned that Fırat Yüksekyol, an election observer on behalf of CHP in Atam Elementary School in Altındağ district of Ankara, was subjected to physical violence by people alleged to be AKP and MHP members.

It is learned from news coverage of June 24, 2018 that, the ways to the Supreme Board of Election in Ankara was obstructed by barriers, trucks and busses. It is reported that a group of CHP members who wanted to march to the Supreme Board of Election were prevented by the police. It is learned that 1 person was detained. It is also learned that a group of CHP members were attacked by an anonymous group in Güvenpark, and the police intervened CHP members after the attack.

The police intervened with pepper gas and anti-riot water cannon vehicles into people gathering in front of Mamak district election board, and 1 person is detained.

It is learned that the police intervened people in front of Batıkent Şevket Evliyagil Vocational High-School in Yenimahalle district of Ankara.

It is learned that HDP office in Keçiören district of Ankara was attacked and a campaign vehicle was damaged, while the office was evacuated.

It is learned that a racist group gathered in front of HDP’s campaign office in Batıkent in Yenimahalle district of Ankara, and the office was evacuated by HDP members.

It is learned that a racist group with machetes opened fire to Freedom and Solidarity Party (ÖDP) members after the demonstration in front of district election board in Batıkent election board office in Ankara. It is reported that nobody was injured in the attack.

The police intervened people gathering in Selanik street and in front of Anıttepe Anatolian High-School in Kızılay district of Ankara.

It is learned that lawyer Hazal Serdar, from Ankara Bar Association was forced out by the police of polling places in Altaş Atatürk Vocational High School because she objected to the irregular process carried on by the ballot committee chair.

It is learned from news coverage of June 24, 2018 that 1 member of HDP was subjected to physical violence by a group of AKP members and AKP Youth Section members along with AKP MP candidate Necip Nasır, who came to Çimentaş Elementary School as a convoy during polling period in Bornova district of Izmir. It is reported that the police forced out the voters of the school and stayed in the school yard with guns.

It is learned that a voter who reacted against AKP MP candidate Mahmut Atilla Kaya, for visiting the polling places along with 20 people and special force police, was forced out of the polling place by the police with guns, in Buca district of Izmir.

It is learned that the police intervened with pepper gas into people gathering in front of Mustafa Kemal High School, which was assigned as Provincial Election Board office in Bayraklı district of Izmir.

It is learned from news coverage of June 24, 2018 that AKP members who celebrate the election results had a tension with CHP members in front of CHP district office in İzmit, Kocaeli; and the police used pepper gas against CHP district office. It is reported that the police intervened again, while people protest the first intervention in front of the office after taking injured people to hospitals.

The Ministry of Interior made a declaration on June 24, 2018 and announced that, during voting process for Presidential and Parliamentary Elections, 362 incidents took place all over the country. The Ministry stated that legal actions were initiated against 29 people including 12 foreigners.

Hakkari Governorate made a declaration and announced that 30 areas with given coordinates in central, Çukurca, Şemdinli and Yüksekova districts of Hakkari are special security areas between June 23 and July 7, 2018.

(06/207) Detentions and Arrests in Alleged Link to Coup Attempt…

On June 22, 2018, 2 military members on active duty are detained in Edirne.

It is reported that 6 of 7 people who were detained in Denizli on June 18, 2018 are arrested by the court on June 22, 2018; and 1 person is released on juridical control conditions.

It is reported that 1 person who was detained in Kayseri on June 21, 2018, is arrested by the court on June 22, 2018.

On June 23, 2018, Ökkeş Tetik, Adil Öksüz’s brother-in-law in Konya, 4 people in Edirne in alleged attempt to illegally flee to Greece in Edirne are detained.

(06/208) Trials in Alleged Link to Coup Attempt…

The final trial of the case against former police chief Fikret İyice, who was dismissed by the state of emergency decree, on Ankara Heavy Penal Court No 23, is held on June 22, 2018. The court sentenced Fikret İyice to 7 years and 6 months for ‘being an illegal organisation member’.

The final trial of the case against 6 defendants (4 military members and 2 police officers) on Tunceli Heavy Penal Court No 1 is held on June 22, 2018. The court sentenced 2 defendants to heavy life penalty for ‘attempting to abolish the constitutional order’, and 4 defendants to jail penalties differing from 6 years and 10 months to 12 years and 6 months for ‘being an illegal organisation member’.

The final trial of the case against a person named Ali Işık on Antep Heavy Penal Court No 8 is held on June 22, 2018. The court sentenced the defendant to 18 years for ‘leading an illegal organisation’.
