(02/174) Blockade and Torture in Korukoy…

According to the news appeared in news, persons who were detained in Korukoy village of Mardin’s Nusaybin district were tortured on snow until morning nakedly. Detainees were then taken to  Nusaybin Gendarme Headquarter. There are, reportedly, 15 persons in a cell. DTK, DBP and HDP delegation was let in the village on 21 February 2017.

(02/175) Death in Prison…

According to the news on the press, Kenan Oner, who was kept in Tekirdag F Type Prison, got into a diabetic coma.   He was taken to Tekirdag State Hospital on 25 January 2017 and passed away on 21 February 2017.

(02/176) Torture and Ill-Treatment in Prison…

According to the news appeared in press on 21 February 2017, the Co-mayor of Van’s Ozalp district Handan Tugcu was transferred from Erzurum E Type Prison to Bayburt M Type Prison, the Co-Mayor of Saray district was transferred to Elazig T Type Prison against their demand and will.

According to the news appeared in press on 20 February 2017, prisoners, who had informed the violation they have been facing in Elazig T Type Prison, were given 6 months communication ban. In addition, prisoners are, reportedly, being subjected to physical violence.

According to the news appeared in press on 20 February, prisoners from Edirne T Type Prison are imposed to naked search after they were taken to hospital and court. Prisoners who do not accept this are undressed forcibly.

21 prisoners who were transferred from Urfa T Type Prison to Elazig T Type Prison against their demand and will on 31 January 2017 were subjected to naked search at the entrance of the prison.  In addition, a disciplinary investigation was opened for ‘preventing body search.’ Again in Elazig T Type Prison, prisoners are, reportedly, forced to stand up during roll calls and those who do not are beaten. The names of the prisoners who were transferred from Urfa T Type   Prison to Elazig T Type Prison on 21 January 2017 are as follows: İlhan Bengi, Abdulvahap Yılmaz, Ahmet Sıdık Saner, İ. Halil Kılınç, Emin Baynaz, Fırat Konoğkoş, Bahattin Keskin, Hamit Orbay, Emin Fidancı, Hüseyin Bilge, Ferhan Yüce, Abdullah Aydın, Hilmi Olsoy, Celil Keskin, Bahri Dağ, Hayrettin Adlığ, İlyas Yeşilçayır, Hamdullah Baştaş, İbrahil Kul, Ali Kemal Türk and Fuat Aksoy.

18 prisoners were transferred from Siirt E Type Prison to Rize L Type Prison and Gumushane E Type Prison against their demand and will on 20 February 2017. Names of the prisoners who were transferred to Rize L Type Prison are as follows: Kadri Günger, Kenan Sancar, Mahmut Kümek, Mahmut Temel, Medeni Ayman, M. Ali Onğullu, M. Ali Yıldız, M. Orhan Erbek, M. Şerif Kümek. Names of the prisoners who were transferred to Gumushane E Type Prison are as follows: Menduh Kümek, M. Şirin Onğullu, Necmettin Beyhan, Nimet Dayan, Nurullah Onğullu, Refik Çakan, Reşit Elçiçek, Said Aslan, Said Özbay.

(02/177) Persons Arrested for ‘Insulting the Head of State’…

Pianist Dengin Ceyhan, who was detained on 14 February 2017, was arrested for ‘insulting the Head of State’ on 21 February 2017.

Samet Sarı, a member of CHP Youth Branch, was arrested for ‘insulting the Head of State’ on 20 February 2017. Sarı had given a statement at court on 15 February 2017 and had been released with a judicial control condition. Upon the objection of the prosecutor, an arrest warrant had been issued for him on 16 February 2017.

Executive for IHD Mersin Branch Dilan Dogan was detained on 20 February 2017 in Tarsus during a General Information Scan upon an arrest warrant about her.

(02/179) HDP MPs Detained and Arrested…

HDP Diyarbakir MP Idiris Baluken was detained on 21 February 2017 in Ankara when he was leaving the hospital in which he had an operation. Baluken was released by the court on 30 February 2017 to be tried without remand. Upon the objection of the prosecutor’s office, the higher court had issued an arrest warrant about him.

HDP Adiyaman MP Behcet Yildirim was detained on 20 February 2017 at Adiyaman Airport upon an arrest warrant about him. Yildirim was taken to court. The court released him with a ban on leaving the country.

(02/180) High School Students Taken to Court for Listening to Kurdish Songs…

According to the news appeared in press, 6 students from Aydin Imam Hatip High School went to Aydin Police Headquarter to give statement for listening to Kurdish songs during break times. They were taken to court. The court released them with judicial control condition for ‘making propaganda of an illegal organization.’

(02/181) An Investigation about a CHP District Chair…

An investigation was, reportedly, opened about CHP Chair for Luleburgaz District Özgür Kaya for a leaflet titled “They Walked on these Roads Together” which was distributed at the weekly meeting of the district organization. Kaya gave his statement to police on 21 February 2017.

(02/182) Detentions and Arrests…

The number of persons detained in connection with bombing at Viransehir on 17 February 2017 that killed two persons increased to 44. The names of the detainees are as follows: Halil Kazıcı, Aziz Kanar, Eşref Taşkın, Ekrem Tamamboğa, Ramazan Doğan, Ömer Erdem, Cemil Cin, Fesih Taşçılar, Ömer Taşçılar, Sıdık Taşçılar, Mehmet Ata, Selman Vural, Nezir Özgezer, Zeman Özgezer, Şeyhmus Öztaş, Cihan Öztaş, Salih Saluca, Ferzende Dinek, Rojbin Atilla, Feridun Ekinci, Haşim Erdem, Ali Elbenim, Halil Tamamboğa, Aydın Taşkın, Haydar Kızılboğa, Hasan Kanar, Mahmut İnan, Yusuf Asi, Şeyhmus Oktay, Hediye Kalkan, Celal Kaçan, Murat Sarıoğlu, Mahmut Yavuklu, Sadiye Tatlı, Mustafa Erboğa, Ferzende Erbekler, Mehmet Gezgör, Mutalip Ektiren, Rıdvan Ektiren, Murat Ektiren, Kado Erdem, Zana Silgir, Selahattin Mendanoğlu, Hısman Cin.

54 persons who were detained on 9 February 2017 in Istanbul were released by the court on 20 February 2017. Celaleddin Yilmaz and Fatih Tufenci were arrested for ‘being a member of an illegal organization.’

3 persons named Gani Karas, Zulfu Demir and Nihat Aktulum were detained on 21 February 2017 in Diyarbakir’s Dicle district during house raids. They were taken to Dicle Police Headquarter.

9 persons out of 10 persons who were detained on 15 February 2017 in Denzli were released by the court on 20 February 2017 with a judicial control decision. Latif Yildirim was arrested for ‘being a member of an illegal organization.’

(02/183) Detentions and Arrests in Connection with the Coup d’État Attempt…

Erzurum Public Prosecutor’s Office issued an arrest warrant for 36 former teacher on 21 February 2017. In an Erzurum centered police operation, 21 persons were detained in Erzurum, Sırnak, Osmaniye, Istanbul, Ankara, Izmir and Antalya.

(0/184) HDP MPs on Trial…

Supreme Court of Appeals endorsed a 10 months imprisonment about HDP Co-Chair Figen Yüksekdag for ‘making propaganda of an illegal organisation.’ This decision was read in TBMM General Assembly. Following this, the deputyship of Yuksekdag was dropped.

Dogubeyazıt Penal Court of First Instance started on 21 February 2017 the case against HDP Co-Chair Selahattin Demirtas. The indictment wants the defendant to be sentenced for ‘insulting the Turkish nation, Turkish State, the organs and institutions of the state’ in a speech he delivered on 19 March 2016 in Dogubeyazıt. Demirtas participated the hearing via SEGBİS from Edirne F Type Prison. After the defenses the court sentenced Demirtas to 5 months imprisonment.

Diyarbakir Penal Court of First Instance no 2 continued on 20 February 2017 the case against HDP Co-Chair Selahattin Demirtas. The indictment wants the defendant to be sentenced for ‘insulting the Turkish nation and Grand National Assembly of Turkey’ in a press stamen he made about the curfew in Cizre. Demirtas participated the hearing via SEGBİS from Edirne F Type Prison. After the defenses the court adjourned the hearing to September 2017.

Diyarbakir Public Prosecutor’s Office prepared an indictment about HDP Urfa MP Osman Baydemir for ‘insulting a public employee because of his duty’ during the police violence at entrance of Diyarbakir Governorate.  Diyarbakır Penal Court of First Instance No 4 accepted the indictment on 21 February 2017. An arrest warrant for Baydemir was also issued.

Batman Heavy Penal Court No 2 continued on 21 February 2017 the case against HDP Siirt MP Besime Konca. The indictment wants the defendant to be sentenced for ‘being a member of an illegal organisation’ and ‘making propaganda of an illegal organization.’ because of the speech she made at the funeral of Cihat Turkan who had died in Sur. Konca participated the hearing via SEGBIS from Kandıra F TypePrison. Konca did not make her defense due to mistranslation of her defense. Court did not release Konca and adjourned the hearing to 17 March 2017.

(02/185) DBP Co-Mayors on Trial…

Diyarbakir Heavy Penal Court No 8 started on 20 February 2017 the case against 51 person, including Diyarbakır Co-Mayor Firat Anli. Anli participated the hearing via SEGBİS from Elazig T Type Prison. After the defenses, court released Harul Vural to be tired without remand, lift the judicial control condition for the defendants who are being tried without remand and adjourned the hearing to 12 May 2017.

(02/186) Daily Ozgur Gundem Trials…

Istanbul Heavy Penal Court No 14 continued on 21 February 2017 the case against columnist Ihsan Caralan, Chiar of DISK Genel-Is Faruk Eren, journalists and writers Celal Baslangic, Ertugrul MAvioglu, Fehim Isık, Oncu Akgul, Omer Agin and Celalettin Can. The indictment wants the defendants to be sentenced for ‘making propaganda of an illegal organization.’ The defendants were chief editors on duty of daily Ozgur Gundem.  After the defenses, the court adjourned the hearing to 4 July 2017.

(02/187) Journalist Ahmet Sık on Trial…

Silivri Penal Court of First Instance No 2 continued on 21 February 2017 the case against journalist Ahmet Sık. The indictment wants the defendant to be sentenced for the speech he had made when he was released from prison in Odatv Case. After the defenses, the court adjourned the hearing to 26 April 2017.

(02/188) Trials in Connection with the Coup d’État Attempt…

Mugla Heavy Penal Court No 2 started on 20 February 2017 the case against 47 persons of whom 44 are arrested. The indictment wants the defendants to be sentenced for an attempt to assassinate Head of State.

(02/189) Association Closed Down…

Diyarbakir Court of First Instance No 14 continued on 21 February 2017 the case against Association of Industrialists and Business Persons of Kurdistan Abdulbaki Karadeniz. The indictment wants the defendant to be sentenced for ‘violating the Law of Associations’ because of the term Kurdistan in the name of the association. Karadeniz, who is in prison because of another case, participated the hearing via SEGBİS. After the defenses, the court sentenced Karadeniz to 10 months imprisonment 820 TL judicial fine. The court deferred the announcement of the verdict. The court also decided the close of the association.

(02/190) The Outdoor Sign of a Business Centre Taken Off…

 According to the news appeared in press, the outdoor sign of the Zagros Business Centre which is on Cengiz Topel Street in Yuksekova was taken off by police forces upon the request of the Commander of 3rd Division in Yuksekova.

(02/191) Operations and Attacks in the Southeast…

A sound bomb was, reportedly, thrown to Daglioglu police station in Seyhan district of Adana on 21 February 2017. No one was injured.

According to the news appeared in press, Turkish Air Forces bombed Zap and Zagros on 19 and 20 February 2017. 4 PKK militants were reportedly killed during these bombings.
