(09/100) Political Party Premises Attacked in Erzurum…

Unidentified persons organised an armed attack against the Peoples’ Democratic Party (HDP) premises on 18 September 2015 in Erzurum. The attack caused material damage.

(09/101) Operations throughout Turkey…

Salih Karadağ who was detained during the operations conducted by the gendarmerie in Birecik district of Şanlıurfa was arrested on 18 September 2015 on the allegations of “being member of an illegal organisation”.

Peoples’ Democratic Party Co-Cahir for Varto district Halide Aktay, Doğan Aktay ve Murat Güler who werre detained during the operations conducted in Varto district of Muş were arrested on 19 September 2015 on the allegations of “being member of an illegal organisation”.

Yunus S., his brother/sister M.S. (16), Ali Kaya and Ömer Topçu who were among 6 persons detained during house raids in Bulanık district of Muş were arrested on 19 September 2015 on the allegations of “being member of an illegal organisation”.

The police conducted house raids on 22 September 2015 in Edremit district of Van and detained HDP executives for the district Hadi Erol, Nezir Topçuoğlu, Aldulcebbar Serbest and Şükrü Tekin. The reason of the operations was not disclosed.

Erdal Dağhan, Tarık Yıldızer, Mahmut Tutal and Hidayet Düger who were among 5 persons detained during house raids in Suruç district of Şanlıurfa were arrested on 24 September 2015 on the allegations of “being member of an illegal organisation”.

(09/102) Torture and Ill-treatment in Custody Allegation in Şanlıurfa…

23 persons who were detained on 17 September 2015 in connection with a march organised in Viranşehir district of Şanlıurfa to protest in the recent armed clashes were allegedly beaten in police custody.

10 detainees including 2 children were arrested on 19 September 2015 on the allegations of “being member of an illegal organisation”.

(09/103) Pressures in Prisons…

According to the news appeared in the press on 18 September 2015, 4 prisoners incarcerated in Diyarbakır D-type Prison were transferred to Menemen (İzmir) T-type Prison without their demands.

(09/104) Person Shot by the Police in Şırnak…

Abdulkadir Karakaplan (19) was heavily wounded when Special Forces opened fire from an armoured vehicle on 18 September 2015 in Silopi district of Şırnak.

(09/105) Protesters on Trial…

Anadolu (İstanbul) Penal Court of First Instance concluded on 18 September 2015to hear the case against 15 persons launched in connection with a protest staged on 10 November 2014 in İstanbul. The police intervened by using tear gas and rubber bullets the demonstration staged to protest against cutting down of trees in Validebağ Grove in Üsküdar district of İstanbul and the construction in the grove. 15 persons were detained during the intervention.

After final testimonies, the court acquitted 14 defendants and dropped the case against Koray Çaoğlu who died during the suicidal attack in Suruç. The indictment wanted the defendants to be sentenced for “violating the Law on Meetings and Demonstrations” and “resisting security forces”.

(09/106) Extra-judicial Execution Allegations in Şırnak…

The driver Şeyhmus Dursun died when an ambulance was opened fire on 25 September 2015 some 20 meters to a police control point in Beytüşşebap district of Şırnak. The ambulance was allegedly called to carry wounded police officers. Şırnak Governor made a public statement and alleged that PKK militants attacked the ambulance.

Ahmet Temel, his son Behçet Temel and their relative Alya Temel died, 2 persons were heavily wounded when their house was hit with a howitzer by the soldiers on 25 September 2015 in Setkar village of Beytüşşebap district in Şırnak.

(09/107) Curfew in Diyarbakır and Person Killed by the Police…

Agit Yıldız (22) who was shot by the police when he was in front of his house during curfew on 28 September 2015 in Bismil district of Diyarbakır died in the hospital on 29 September 2015.

(09/108) Curfew in Diyarbakır and Police Attacks…

Diyarbakır Governorate declared curfew in Bismil district on 27 September 2015. After the decision, the police besieged several quarters of the district and started operations. Security forces allegedly opened fire against the civilians during the operations.

Elif Şimşek (8) died when a house in Avaşin quarter was hit by the police with a rocket launcher. 5 persons were also wounded in the house. Diyarbakır Governorate alleged that the house was hit by the Patriotic Revolutionary Youth Movement (YDG-H) members when they missed a police vehicle.

Entrance to the district was also banned, 1 militant died and 4 police officers were reportedly wounded during the armed clashes in the district.

Special Forces conducted house raid on 27 September 2015 in Hakkari and killed an alleged PKK militant in the house.

(09/110) Operations and Attacks in the Southeast…

The police officer Nurettin Ademoğlu who was wounded when a bomb exploded during the passage of an armoured vehicle on 10 August 2015 in Silopi district of Şırnak died on 18 September 2015 in hospital in Ankara.

On 18 September 2015, PKK militants abducted the non-commissioned officer S.Ö. for a while when they closed the road between Tunceli and Erzincan.

Governorate of Hakkari made a public statement on 21 September 2015 and announced military security zones in several regions in Şemdinli and Yüksekova districts for 15 days until 5 October 2015. Entrance of civilians to the military security zones was also banned.

According to the official announcement, 2 militants were killed and one militant was wounded during an armed clash on 18 September 2015 in the rural area of Sason district of Barman.

3 militants were allegedly killed during an armed clash that broke out on 20 September 2015 in the rural area of Kağızman district in Kars.

An alleged PKK militant died when a bomb-laden vehicle exploded on 19 September 2015 in front of a gendarmerie station in Durankaya town of Hakkari.

A police officer was wounded when HPG militants opened fire on 15 September 2015 in the rural area of Ovacık district in Tunceli.

4 PKK militants were allegedly killed during the operations conducted in the rural area of Ovacık district in Tunceli starting from 15 September 2015. Military sources declared at least 10 militants were killed during the operations.

Mardin Governorate declared that the number of military security zones in the province increased to 21, entrance to the security zones were also banned until 1 March 2015. There were only 4 military security zones previously.

Specialist Sergeant Melih Garip Ünsal (28) who was heavily wounded during the armed attack in Dağlıca region of Hakkari died on 21 September 2015 in Gülhane Military Medical Academy in Ankara.

13 soldiers were wounded on 22 September 2015 in Başkale district of Van when a bomb exploded during the passage of military vehicle. Another bomb exploded in the region and 11 soldiers were wounded during the second explosion.

Temporary village guard Lezgin Yağız died and temporary village guard Osman İnal was wounded during an armed attack on 21 September 2015 in Çalışkan town of Silopi district in Şırnak.

Hozat Security Director and a police officer were heavily wounded when an armed attack was organised against their vehicle on 21 September 2015 in Hozat district of Tunceli.

3 police officers and one civilian were wounded when an armoured vehicle was attacked with a rocket-launcher on 23 September 2015 in Bingöl when they wanted to intervene a group of militants who closed a road in the province.

4 militants were reportedly killed during an armed clash that broke out on 23 September 2015 nearby the Elazığ road in Bingöl.

2 soldiers and 22 militants died; 10 soldiers, 6 police officers and one temporary village guard were wounded during the operation conducted following the clashes on 25 September 2015 in Beytüşşebap district of Şırnak.

5 militants were allegedly killed during the operations conducted on 25 September 2015 in Dağlıca region of Yüksekova district in Hakkari.

A soldier was wounded when a military helicopter was opened fire on 25 September 2015 while despatching soldiers to Dokyanus Tepe station in Lice district of Diyarbakır.

4 militants were allegedly killed during an armed clash that broke out on 25 September 2015 nearby Ağrı Mountain. 2 soldiers were reportedly wounded on 25 September 2015 during the attack against the Gurin gendarmerie station in Nusaybin district of Mardin.

A soldier was wounded when a military troop was opened fire during road control on 27 September 2015 in Baykan district of Siirt.

6 militants were allegedly killed during an operation conducted on 26 September 2015 nearby Doğanlı hamlet of Hakkari.

4 civilians were wounded when an armed attack was organised on 26 September 2015 against the Gendarmerie Command in Güce district of Giresun.

2 soldiers were wounded when they were attacked during night watch on 23 September 2015 nearby Kezer stream in Siirt.

Specialist Sergeant Mehmet Ali Sarak (25) was killed on 23 September 2015 in Silvan district of Diyarbakır on his way from home to his military unit.

Gendarmerie Major Yavuz Sonat Güzel was killed during an armed clash on 27 September 2015 nearby Çiçekli village of Tunceli.

5 soldiers were reportedly wounded when Officer’s Club (Orduevi) in Tatvan district of Bitlis was attacked on 28 September 2015.

2 police officers were wounded when they were attacked on 28 September 2015 in front of a hospital in Seyhan district of Adana.

(09/111) Human Shield Prevented…

83 persons who went to the rural area of Sason district of Batman on 19 September 2015 to be human shield to stop the armed clashes were detained. 26 of the detainees were arrested on 21 September 2015 on the allegations of “violating the Law on Meetings and demonstrations”.

Batman Co-Mayor Gülistan Akel, Beşiri Co-Mayor Mustafa Öztürk, İkiköprü Co-Mayors Hidayet Tiryaki and Osman Karabulut, Peoples’ Democratic Party (HDP) Co-Chair for Batman province Rojda Sürücü, Democratic Regions Party (DBP) Co-Chairs for Batman province Songül Korkmaz and Mehmet Can Demir, and HDP Co-Chair for central district Abdullah Yıldız were also among the arrested persons.

Sason Governorate also declared curfew in 4 villages starting from 18 September 2015.

According to the news appeared in the press on 20 September 2015, 11 prisoners incarcerated in Kürkçüler (Adana) F-type Prison were transferred to Tekirdağ F-type Prison without their demands.

(09/113) Investigations, Detentions and Arrests on the Allegations of Insulting State President…

Fahri Kantarcı who was detained on the allegations of insulting the State President Recep Tayyip Erdoğan during a conversation in a public park in Yumurtalık district of Adana was arrested on 15 September 2015 according to the Article 299 TPC.

Mustafa Y. (37) was detained on 21 September 2015 in Samsun on the allegations of insulting the State President Recep Tayyip Erdoğan.

(09/114) Journalists on Trial…

According to the news appeared in the press, Çağlayan (İstanbul) Heavy Penal Court No 14 will start on 17 November 2015 to hear the case against 18 journalists launched in connection with publications concerning the killing of Public Prosecutor Mehmet Selim Kiraz who was killed along with 2 DHKP-C (Revolutionary People’s Liberation Party – Front) militants during the operation in Çağlayan Court House in İstanbul on 31 March 2015.

The indictment wants the defendants to be sentenced to terms of imprisonment up to 7 years and 6 months for “making propaganda of an illegal organisation” according to the Article 7/2 of Anti-Terror Law.

Editor-in-chief of the paper Şok Kaan Özbek and administrative authority of the paper Orhan Duman, editor-in-chief of the paper Millet Sedat Gülmez and administrative authority of the paper Cuma Ulus, editor-in-chief of the paper Posta Seçil Şengelir and administrative authority of the paper Mehmet Emin Öztürk, editor-in-chief of the paper Yurt Başak Günsever and administrative authority of the paper Orhan Şahin, editor-in-chief of the paper Bugün Gökhan Çorbacı and administrative authority of the paper Temel Tanadalan, editor-in-chief of the paper Cumhuriyet Abbas Yalçın and administrative authority of the paper Can Dündar, editor-in-chief of the paper Özgür Gündem Reyhan Çapan and administrative authority of the paper Eren Keskin, editor-in-chief of the paper Aydınlık Murat Şimşek and administrative authority of the paper Mehmet Sabuncu ve editor-in-chief of the paper Birgün Berkant Gültekin and administrative authority of the paper İbrahim Aydın are on trial in this case.

Anadolu (İstanbul) Heavy Penal Court No 2 will also start on 27 October 2015 to hear the case against ethe journalists with the paper Taraf Tunca Öğreten and Aysun Yazıcı launched in connection with the same publications.

(09/115) Death in Prison…

Tarık Karaman incarcerated in Fethiye (Muğla) T-type Prison and allegedly subjected to torture by the prison guards was allegedly set to fire on 17 September 2015. He died on 25 September 2015 in the Sıtkı Koçman University hospital. Prison administration made a statement and alleged that Tarık Karaman cut his own tongue and committed suicide afterwards.

(09/116) Protest Intervened in İstanbul…

The police prevented the members of music band Grup Yorum who wanted to stage an action on 21 September 2015 on Galatasaray Square in İstanbul to protest in the curfew and police attacks in Cizre district of Şırnak. 12 persons were detained under beatings during the intervention.

(09/117) Gezi Park Trials…

İzmir Penal Court of First Instance No 24 started on 21 September 2015 to hear the case against 94 persons launched for taking part in the Gezi Park demonstration on 1 June 2015 in İzmir. The indictment wants the defendants to be sentenced for “violating the Law on Meetings and Demonstrations” and “resisting security forces”.

After starting the identifications and testimonies of the defendants, the court adjourned the hearing to a later date for the completion of identification and testimonies.

On 21 September 2015, unidentified persons set Peoples’ Democratic Party’s premises in Şemdinli district of Hakkari to fire. The attack caused material damage.

(09/119) Commemoration Prevented in İzmir…

On 22 September 2015 in İzmir, the police intervened the commemoration of Aziz Güler who died in Rojava during an armed clash against IS/ISIS and dispersed the crowd by using tear gas. 30 persons were detained under beatings during the intervention.

(09/120) Journalist Arrested in Diyarbakır…

Ferhat Parlak, owner and correspondent of the online paper Silvan Mücadele Gazetesi, was arrested on 23 September 2015 on the allegations of “being member of an illegal organisation”. Ferhat Parlak was detained on 26 August 2015Silvan district of Diyarbakır, but released after a while.
