(12/222) Operations and Attacks in Southeast…

It is learned that 1 police officer died and 1 police officer got wounded in a clash between security forces and HPG militants in Hani district of Diyarbakır on December 17, 2018.

(12/223) Hunger Strike in Prison…

It is learned from the news coverage of December 17, 2018 that, 3 prisoners (journalist Kibriye Evren, Elif Kaya and Hilal Ölmez) in Diyarbakır E Type Prison started an indefinite hunger strike as of December 16, 2018, demanding lifting of the isolation on PKK leader Abdullah Öcalan.

(12/224) Prevention of Right to Health of Prisoners…

It is claimed on the news coverage of December 17, 2018 that prisoners in Bakırköy Women’s Prison were not referred to the infirmary and the dentist for 3 months; and that the regular medication were not given to prisoners. It is also stated in the news reports that the petitions given by prisoners demanding to be referred to infirmary were not put in process.

(12/225) Police Operation Against Participators of “I Want My Job Back” Protests…

2 (Sibel Balaç and Ertuğrul Çağan) of 15 people who were detained in house raids in Ankara on December 10, 2018, through an investigation against participators of “I Want My Job Back” held in Yüksel Street, are arrested by the court on December 17, 2018. 13 people (Acun Karadağ, Nazan Bozkurt, Gülnaz Bozkurt, Mehmet Dersulu, Alev Şahin, Mahmut Konuk, İlker Işık, Özge Çırpan, Deniz Aydın, Simge Aksan, Murat Çeşme, Burak Aydemir, and Selvi Polat) are released on judicial control conditions.

(12/226) Police Intervention Against “I Want My Job Back” Protest in Ankara…

The police intervened into the press declaration of public labourers who had been dismissed by a state of emergency decree and have been struggling 769 days to regain their jobs, intended to be held in front of Human Rights Monument in Yüksel Street on December 17, 2018 at 13.30 and 18.00.

It was reported that during police intervention against the press declaration which was planned to be held at 13.30 on December 17, 2018, 4 people (Cemal Öksüz, Umutcan Aybak, Aydın Dönmez ve Eser Budak) and at 18.00 4 people (Bülent Özgül, Bengisu Demirel, Engin Karataş ve Nursel Tanrıverdi) were detained.

Thus in total 8 people were detained due to press declaration intended to be held in Yüksel Street on December 17, 2018. It is learned that detainees were released the same day.

(12/227) Police Intervention Against a Protest in Ankara…

The police intervened into the protestors in front of Çankaya Public Health Directorate on December 17, 2018, who rally to regain their jobs from which they had been dismissed by state of emergency decrees, and detained 1 person (Cemal Öksüz). It is learned that Cemal Öksüz was released the same day.

Journalist Oktay Candemir is detained at Van Police Headquarters where he went to give official statement on December 17, 2018. It is learned that the reason for detention is an official complaint against him on the grounds of “insulting a public official due to their duty”. Oktay Candemir is released by the instruction of the prosecutor on the same day.

(12/229) Person Arrested for Social Media Posts in Trabzon…

Berivan Bila, a student of Department of Journalism in Karadeniz Technical University, who was detained in Trabzon on December 6, 2018; and was arrested on December 7, 2018, on the grounds of ‘insulting the President’ in a social media post titled “Department of Journalism Lecture 1: Journalism is not a crime”, is released upon objection of her lawyers on December 17, 2018.

(12/230) HDP Members and Executives Detained at KESK’s Rally in Adana…

3 members (Adana provincial executives Üzeyir Kılgı and Nezir Tokadam and Ekrem Öpler) of People’s Democratic Party (HDP), who were detained at the rally of Confederation of Public Employees Trade Unions (KESK) in Adana on December 15, 2018; are released on December 17, 2018 after statement procedures at the prosecutor’s office. Those 3 people were detained on the grounds of participating in the rally with Free Women’s Movement (TJA) flags.

(12/231) The Cases Against Academics Who Are the Signatories of the Petition “We will not be a party to this crime!”…

The case against Professor Abbas Vali from Boğaziçi University for signing the petition “We will not be a party to this crime!” on Istanbul Heavy Penal Court No 37 for ‘making propaganda for an illegal organisation’ are held on December 17, 2018. The court adjourned the trial to March 27, 2019.

(12/232) Co-Mayor and DBP Co-Chair on Trial…

The case against Gültan Kışanak, Diyarbakır Municipality co-chair who was replaced with an appointed trustee, and against Democratic Regions Party (DBP) co-chair Sebahat Tuncel on Malatya Heavy Penal Court No 1 is held on December 17, 2018. The indictment demands 240 years of sentence for Gültan Kışanak for ‘starting and leading an illegal organisation’, ‘attending illegal meetings and demonstrations’ and ‘making propaganda of an illegal organisation’ (41 times) and 145 years of sentence for Sebahat Tuncel for ‘being an illegal organisation member’ and ‘making propaganda of an illegal organisation’.

Gültan Kışanak and Sebahat Tuncel rejected to make their defences via sound and vision system and did not join the trial. The court rejected the demand of release and adjourned the trial to February 1, 2019.

(12/233) Co-mayor on Trial…

The final trial of the case against 6 people, 4 of which are arrested including Halfeti district mayor Mustafa Bayram who was replaced with an appointed trustee, is held on December 17, 2018 on Urfa Heavy Penal Court No 6. The court sentenced Mustafa Bayram to 9 years 4 months and 15 days for ‘being an illegal organisation member’. The court also sentenced 4 people including Leyla Akça, former Urfa co-chair of HDP and İsmail Kaplan, HDP’s Party Assembly member, to penalty of imprisonment for a term of 7 years and 6 months to 9 years and 10 months for the same reason. The court separated the case against 1 person.

(12/234) Detentions and Arrests in Alleged Link to Coup Attempt…

On December 17, 2018, 15 of 64 people including military members on active duty for whom detention warrants were issued through an Ankara based investigation on Land Forces personnel are detained.

It is learned that detention warrants are issued for 27 people including military members on active duty through a Balıkesir based investigation. It is learned that operations are initiated in 14 cities.

It is learned that detention warrants are issued for 20 people including military members o active duty through a Çanakkale based investigation.

19 of 29 people who were detained in Edirne, are arrested by the court on December 17, 2018. 10 people are released on judicial control conditions.

4 of 8 people including military members on active duty who were detained through a Kırıkkale based investigation, are arrested by the court on December 17, 2018. It is learned that 2 people are released on judicial control conditions and 2 people are still under custody.

(12/235) Trials in Alleged Link to Coup Attempt…

The final trial of the case against 11 people including 6 arrestees, on Izmir Heavy Penal Court No 13 is held on December 17, 2018. The court sentenced 11 defendants to penalty of imprisonment for a term of 6 years and 3 months to 9 years and 9 months for ‘being an illegal organisation member’.

(12/236) President’s Expressions Targeting Journalist Fatih Portakal…

President Tayyip Erdoğan targeted Fox TV news anchor Fatih Portakal in a speech he made in Konya on December 17, 2018 and said the following: “Somebody shows up, I do not know if he is orange, mandarin or citrus [with reference to Fatih Portakal’s surname which means orange, tn.], calls people to streets. Know your place. If you do not know your place, this nation will hit you in the back of your neck”.

(12/237) Investigated Social Media Accounts…

The Ministry of Interior made a declaration on December 17, 2018 and announced that 233 social media accounts were investigated between December 10 and December 17, 2018; and legal proceedings have been initiated against 201 people within this week.
