(02/086) An Irregular Examination at Custody…

According to the statement of Chair of Van-Hakkari Medical Chamber Dr. Ozgur Deniz which appeared in press on 9 February 2017, the medical examinations of detainees in Van are made in police stations or in police armed vehicles and this constitutes a violation of UN Istanbul Protocol on Effective Investigation and Documentation of Torture.

(02/087) Torture and Ill-Treatment in Prison…   

According to the statements of Hediye Eren and Mesude Şahin, who were released from the Tarsus C Type Woman Prison, which appeared in press on 9 February 2017, 90 prisoners stay in rooms which are fit for 40 prisoners, many prisoners sleep on floor and medical rights of the prisoners are prevented.

Prisoners in Sakran T Type Prison No 4 face pressure for putting on badges on which it is written ‘terrorist.’ Those who do not accept this face disciplinary measures and visit ban.

Prisoners in Sakran T Type Prison No 2 face violations of rights such as naked search, to stay in line during roll calls, sudden night raids, visit bans. Also prisoners are not taken to doctors. Again in the same prison, all rooms face disciplinary punishment because some prisoners sang Kurdish songs. The ones in the children’s ward face pressure to talk in Turkish.

According to the news appeared in press on 9 February 2017, prisoners with different political ideologies are put in rooms on the same corridor and this gives room for provocations. Mehmet Akar from The Initiative for Solidarity with Prisons added that a prisoner called Muhammad Ali from Rojava is kept alone and that Ali is on hunger strike now.

(02/088) Vice Co-Mayor and Members of Municipality Assembly Detained…

On 9 February 2017, 9 persons, including Vice Co-Mayor of Agri Helef Keklik and the members of municipality assembly who were expelled on 7 February 2017, were detained. Names of the detainees that can be reached are as follows: Halef Keklik, A.Y., M.T., B.D., I.T., M.S., K.V., B.K. and A.H.

8 persons, including Dean of Medicine Faculty of Katip Celebi University in Izmir, were detained on 9 February 2017 in connection with ‘FETO/PDY Investigation.’ Detainees were taken to service building of Financial Department of the Police.

(02/090) Detentions and Arrests…

On 9 February 2017, arrest warrants were issued for 75 persons in Istanbul Of this 75 persons, 58 were detained. Detainees were taken to Istanbul Police Headquarter. The lawyer told the press that no investigation file is available. Names of the detainees that can be reached are as follows: Turgay Turgut, Eşref Yaşar, Celalettin Yalçın, Mazlum Demirhan, Ekrem Konur, Evin Saruhan, Benazir Coşkun, Muharrem Özer, Şevki Işık, Ethem Akbaş, Cansah Çelik, Yunus Okut, Hülya Aydoğdu, Şafak Özanlı, Ozan Hebun Sümeli, Yüksel Yıldırım, Rahmi Akyıldız, Fatih Tüfekçi, Ozan Hasret Yılmaz, İdris Dikmen, Emir Bingöl, Baransel Çoban, Fırat Aslanlar, Ahmet Alır, Şinasi Parlayıcı, Şener Yıldırım, Sait Burhan Çelebi,Ömer Tanış, İnan Karabaş, Osman Koçer, Bayram Can, Göksel Acet, Cesim Ural, İbrahim Keskin, Şoreş Özkalkan, Kenan Beyhan, Abdurrahim Sürgü, Rıdvan Yavaş, Davut Şimşek, Azad Çoban, Şinasi ilhanli, Gülistan Aydın, Mesut Karcik, Hikmet Duman,Ali Çelik, Cemal Çavuş, Ercan Sağlam, Beste Kaplan, Seyhan Öztoprak, Ramazan Oktay, Sinan Hergül, Veysel Acet, Resul Akgül, Özcan Can, Aziz Çoban, Mihriban Temizer.

5 Persons were detained on 9 February 2017 in Sirtkoy sub-distirct of Sırnak’s Idil district during house raids. The detainees were taken to Idil Police Headquarter. Names of the detainees are as follows: imam of the village Mehmet Emin Cevik, municipality employees Mehmet Ziya Kosmat, Mehmet Balica, Fadıl Kosmat and his wife Masallah Kosmat.

Abdurrahman Durmus, a private at 12th Air Transportation Main Base Command, was detained on 7 February 2017 for ‘making propaganda of an illegal organisation’ on the basis of his social media shares

11 persons were detained on 9 February 2017 in Adana for ‘helping and harboring an illegal organization.’ The detainees are taken to Adana Police Headquarter.

(02/091) HDP Siirt MP Besime Konca on Trial…

Siirt Penal Court of First Instance No 2 started on 9 February 2017 the case against HDP Siirt MP Besime Konca. The indictment wants the defendant to be sentenced for ‘resisting and insulting a public official.  Konca did not participate the hearing. Konca’s lawyer and the complainant police official were present. After the police official had given his statement, the court adjourned the hearing to 20 April 2017. There had been a quarrel between the police and Konca on 3 November 2015 in Siirt, when the dead body of Deniz İleri, a PKK militant, was brought to State Hospital.

(02/092) HDP Istanbul MP Huda Kaya on Trial…

Diyarbakır Public Prosecutor’s Office prepared an indictment against HDP Istanbul MP Huda Kaya for ‘making propaganda of an illegal organisation’, ‘inciting people to commit crime openly’ and ‘inciting people to illegal meetings and marches.’ The indictment wants the defendant to be sentenced to imprisonment between 11 and 25 years.  Diyarbakır Heavy Penal Court No 4 accepted the indictment on 9 February 2017.

(02/093) HDP Diyarbakir MP Sibel Yigitalp on Trial…

Diyarbakir Heavy Penal Court No 5 stated on 9 February 2017 the case against HDP Diyarbakir MP Sibel Yigitalp. The indictment wants the defendant to sentenced for ‘being a member of an illegal organization’; ‘making propaganda of an illegal organization’, ‘participating illegal meetings and marches without weapons’, ‘inciting people to disobey the laws.’ Yigitalp did not participate the hearing. The court accepted the excuse of Yigitalp and adjourned the hearing to May 2017.

(02/094) Trustee Appointed to Municipality…

On 9 February 2017, Ministry of Interior appointed Mustafa Gungor, sub-governor of Digor, as a trustee to Digor District Municipality in Kars province.

The total number of trustees appointed to municipalities governed by Co-Mayors from DBP reached the number of 70.

(02/095) Quarter Headperson Removed from office…

9 quarter headpersons and 40 village guards were removed office on 9 February 2017 in Hizan district of Bitlis for ‘making propaganda of an illegal organisation.’ The weapons of the village guards were also seized.

(02/096) Public Employees Expelled…

An investigation about Muharrem Soker, a teacher of Istanbul Saint Joseph French High School, was opened for making the Head of State, statesmen and security forces a target and he was expelled by Istanbul Provincial National Education Directorate on 8 February 2017.

(02/097) HDP Delegation Blocked at the Entrance of Digor…

According to the news appeared in press on 9 February 2017, following the appointment of the trustee, entering and leaving Digor district of Kars was banned by the Governorate of Kars. The police did not let the delegation of HDP and DBP to enter the district. After negotiations, the delegation entered the district.

(02/098) Curfew in Kızıltepe…

The Governorate of Mardin declared on 9 February 2017 an open ended curfew starting 06.00 in Uzunkaya and Ulukoy villages of Mardin’s Nusaybin district. The governorate declared on the same day that the curfew was lifted from 18.30.

(02/099) Curfew in Sırnak…

The Governorate of Sırnak declared on 9 February that curfew in Sırnak which was imposed between 22.00 and 05.00 will be imposed between 23.00 and 2.30.
