(09/023) Operations and Attacks in the Southeast…

3 militants were reportedly killed during the military operations conducted on 20 September 2016 in the rural area of Tunceli.

Temporary village guard Ahmet Budak who was also precious MP candidate of Justice and development Party (AKP), was shot to death on 14 September 2016in front of is house in Şemdinli district of Hakkari. 5 militants were allegedly killed during the operations conducted following the attack.

7 temporary village guards, 2 soldiers and 1 civilian were killed, 3 soldiers and 2 civilians were wounded during the armed clashes on 15 September 2016 in the Tendürek Mountain region of Doğubayazıt district in Ağrı.

2 militants were allegedly killed during the operations conducted on 13 September 2016 in the rural area of Hakkari.

2 militants were reportedly killed during the operations conducted on 12 September 2016 in Cudi Mountain region of Şırnak.

1militant was killed during an armed clash that broke out on 8 September 2016 in Ovacık district of Tunceli.

A police point in front of AKP premises in Van was attacked with a bomb vehicle on 12 September 2016. 5 police officers and 48 civilians were wounded during the explosion.

7 militants were allegedly killed during the air operations on 20September 2016 in the rural area of Çukurca district in Hakkari.

2 temporary village guards and 2 militants were killed, 2 temporary village guards were wounded during an armed clash that broke out on 20 September 2016 nearby the Akmeşe village of Eruh district in Siirt.

The sisters Y.A. (1) and E.A. (5) were reportedly wounded when Security Directorate in İpekyolu district of van was attacked on 19 September 2016.

1 soldier and 4 militants were killed during an armed clash that broke out on 20 September 2016 in the rural area of Kağızman district in Kars.

The civilian Ersin Demir was killed on 20 September 2016 in Ovacık district of Tunceli when a minibus was caught between two fires during an armed clash. Governorate of Tunceli also made an announcement in connection wih the incident and alleged that there were HPG militants in th minibus and 2 militants were killed when the minibus was opened fire for not obeying the stop warning.

PKK militants closed a road on 21 September 2016 nearby Doğanlı village of Çukurca district in Hakkari. The militants reportedly abducted 2 soldiers and 2 civilians for a while 4 soldiers were killed and 6 soldiers were wounded when a bomb exploded during the passage of a military vehicle nearby Derik district of Mardin.

On 23 September 2016, Governorate of Diyarbakır imposed curfew in 13 villages of Lice, Hazro and Kocaköy districts on the grounds of military operations to be conducted in the region.

1 militant was allegedly killed during an armed clash on 22 Septeber2016 in Mazıdağı district of Mardin.

1 soldier who was heavily wounded during an armed clash on 1 September 2016 in the rural are of Şemdinli district in Hakkari died on 23 September 2016 in the hospital in Ankara.

1 civilian was killed and 2 civilians were wounded when a bomb exploded on 10 September 2016 during the passage of a civilian car nearby Hozat district of Tunceli.

3 soldiers and 5 YPS members were killed, 3 soldiers were wounded during n armed clash on 13 September 2016 nearby Ağaçdibi village of Hakkari.

2 temporary village guards were wounded during a land mine explosion on 18 September 2016 nearby Genç district of Bingöl.

1 temporary village guard was attacked and killed on 16 September 2016 in Çatak district of Van.

1 soldier who was heavily wounded during an armed clash on 15 September 2016 in the rural are of Şemdinli district in Hakkari died on 18 September 2016 in the hospital in Yüksekova district.

1 soldier who was wounded in February 2016 during the curfew and operations in Sur district of Diyarbakır died on 18 September 2016 in the hospital in Ankara.

2 soldiers were wounded when a bomb exploded during the passage of military vehicle on 19 September 2016 nearby Harman village of Muş.

1 soldier was wounded during an armed clash that broke out on 19 September 2016 nearby Gümüşörgü village of Kozluk district in Batman.

1 soldier who was heavily wounded during an armed clash on 17 September 2016 in the rural are of Şemdinli district in Hakkari died in the hospital. 4 soldiers were also wounded during the clash.

The body of YPS member Yakup Yalçın (Ferhat) who was killed during the curfew in Cizre district of Şırnak was identified on 21 September 2016.

The body of YPS member Halil Yılmaz (İslam Nisêbîn) who was killed during the curfew in Şırnak was identified on 20 September 2016.

3 soldiers were reportedly wounded during an explosion on 25 September 2016 on Hakkari-Çukurca road.

1 person was wounded when a freight train was attacked on 25 September 2016 in Saray district of Van.

1 temporary village guard was killed when a group of village guards were attacked on 24 September 2016 nearby the coal mines in Şırnak.

1 militant was allegedly killed during an armed clash that broke out on 24 September 2016 nearby Hozat district of Tunceli.

1 soldier was killed and 1 soldier was wounded during an armed clash on 24 September 2016 nearby Lice district of Diyarbakır.

(09/024) Oda TV Case…

Çağlayan (İstanbul) Heavy Penal Court No 13 continued on 21 September 2016 to hear the case against journalists, media workers, former police officers and chiefs, and academicians launched as a part of Ergenekon Investigation after the operations conducted against Oda TV. The indictment wants the defendants to be sentenced for “forming an armed organisation”, “being member or leading member of an armed organisation”, “aiding and abetting an armed organisation”, “inciting people hatred and enmity”, “possessing documents endangering national security”, “possessing confidential documents”, “violating the right to privacy”, “recording personal information and data”, “trying to intervene and influence judiciary”.

The court adjourned the hearing to 21 October 2016 on the grounds that the Public Prosecutor was newly appointed o the case.

(09/025) Detentions and Arrests in connection with the Coup d’État Attempt…

Writer and journalist Ahmet Altan, editor-in-chief of the daily Taraf, who was detained on 10 September 2016 in İstanbul in connection with the “Gülenist Movement terror organisation FETÖ/PDY” investigation was released on 21 September 2016. Academician Mehmet Altan who was detained along with his brother was arrested on the allegations of “attempting to overthrow the government and being member of an illegal organisation”.

Ahmet Altan was arrested on 22 September 2016 upon objection of the Public Prosecutor against the release decision.

(09/026) Curfew in Nusaybin…

Mehmet Sait Malak (48) who was carrying his properties from his house in Yenişehir quarter of Nusaybin district in Mardin on 15 September 2016 died when a bomb exploded. Yenişehir quarter is one of 6 quarters in Nusaybin district where blockade was ongoing.

(09/027) Detentions and Arrests…

Peoples’ Democracy Party (HDP) Co-Vice-Chair Alp Altınörs and 12 persons who were detained in Ankara and brought to Tokat for interrogation were arrested on 16 September 2016 on the allegations of “recruiting members for an illegal organisation” and “being member of an illegal organisation”.

Gendarmerie soldiers raided Qavişman village of Patnos district in Ağrı and detained 11 persons.

The police conducted operation on 15 September 2016 against the Democratic regions Party (DBP) premises in Hakkari where people were on hunger strike to protest in the appointment of trustee to Hakkari Municipality. 27 persons were detained during the raid. 3 persons who were also on hunger strike were detained in Gercüş district of Batman.

2 persons who were among 27 persons detained in Hakkari were arrested on 19 September 2016 on the allegations of “being member of an illegal organisation”.

3 persons who were among 4 members of Peoples’ Democratic Party (HDP) detained on 5 September 2016 in Manisa were arrested on 19 September 2016 on the allegations of “being member of an illegal organisation”.

DBP Party Assembly member Bayram Demirhan who was detained in Gevaş district of Van was arrested on 15 September 2016 on the allegations of “being member of an illegal organisation”.

4 persons including DBP Co-Chair for Beytüşşebap district in Şırnak province Hikmet Ataman who were among 15 persons detained in Beytüşşebap were arrested on 13 September 2016 on the allegations of “aiding and abetting an illegal organisation”.

Yusuf Elma, Halime Elma Nazlı Elma and Sabri Elma who were among 5 persons detained in Ribehiyê village of Silopi district in Şırnak were arrested on 13 September 2016 on the allegations of “aiding and abetting an illegal organisation”.

Mehmet Muhdi Arslan who was Co-Mayor of İdil district of Şırnak and in place of whom a trustee was appointed was arrested on 24 September 2016 on the allegations of “being member of an illegal organisation”. The other Co-Mayor Başkanı Nevin Girasun had been arrested for the same reason.

The police conducted house raids on 21 September 2016 in Van provincial centre and its districts. 11 persons including Co-Mayor of Saray district Zilan Aldatmaz were detained during the raids.

Şirin Çoban and İlker İlkan, workers with the Kurdish daily Azadiya Welat, who were detained in Mersin were arrested on 9 September 2016 on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

4 persons who were detained on various dates in Siirt were arrested on 10 September 2016 on the allegations of “being member of an illegal organisation”.

9 persons who were among 22 persons detained 27 days ago on 14 August 2016 in Hani district of Diyarbakır were arrested on 10 September 2016 on the allegations of “being member of an illegal organisation”.

DBP Party Assembly member Gani Kaya and HDP executive Şaban Elbir who were among 6 persons detained during house raids in Erciş district of Van were arrested on 20 September 2016 on the allegations of “being member of an illegal organisation”.

The police conducted house raids on 20 September 2016 in Bursa and detained 5 HDP members in connection with social media messages they shared.

The police conducted house raids on 20 September 2016 in Batman provincial centre and its districts. 86 persons were detained during the operations.

The police conducted house raids on 21 September 2016 in İstanbul and its districts. 17 persons were detained during the operations.

40 persons in Hınıs district of Erzurum and 8 children in Adana were detained during the operations conducted against DBP and HDP. 5 persons who were previously detained in Antalya were arrested on 20 September 2016 on the allegations of “being member of an illegal organisation”.

Former HDP MP for Ağrı province and DBP Central Executive Committee member Halil Aksoy was detained on 21 September 2016 in Tutak district of Ağrı when he went to the district for condolence. He was arrested on the same day on the allegations of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

Socialist Party of the Oppressed (ESP) member Tülin Gür who was detained for having a copy of the paper Atılım in her bag while entering the Court House in Mersin was arrested on 21 September 2016 on the allegations of “making propaganda of an illegal organisation”.

On 21 September 2016, the police raided the houses of the members of union in education sector Eğitim-Sen and detained 40 persons.

2 Eğitim-Sen members who were among 3 persons detained in Kahta district of Adıyman were arrested on 25 September 2016 on the allegations of “making propaganda of an illegal organisation”.

(09/028) House Raid in Van…

The police raided a house on 13 September 2016 in Şehit Fırat quarter of İpekyolu district in van. An Alleged YPS member was killed during the during the clash that broke out during the raid. YPS member Ragip Bilekçi (Çekdar Van) allegedly committed suicide.

(09/029) Stop Warning…

Caner Tayfur (20) was heavily wounded when the police opened fire on 12 September 2016 against a vehicle at a police control point nearby Ahmedê Xanê park in Doğubayazıt district of Ağrı on th grounds of not obeying stop warning.

(09/030) House Raid in Şırnak…

Security Forces raided a house on 12 September 2016 in Ribehiyê village of Silopi district Şırnak and 2 alleged YJA STAR member were killed when Security forces opened fire during the raid. The killed persons were identified as Sadiye Aygün and Şilan Yıldırım (Ronahî Amara). According to the statements of the eyewitnesses, there was no clash during the raid and Security Forces attacked the house.

(09/031) Death in Prison…

Public Prosecutor Seyfettin Yiğit (50) who was arrested in connection with the “Gülenist Movement terror organisation FETÖ/PDY” investigation allegedly committed suicide on 16 September 2016 by hanging himself in the toilet in Bursa H-type Prison.

(09/032) Protesters Convicted in Ankara…

Ankara Penal Court of First Instance No 14 concluded on 20 September 2016 to hear the case against 45 students launched in connection with a protest staged on 18 December 2012 in Ankara against the visit of Prime Minister to Middle East Technical University (METU) with 105 guards, 3600 police officers, 20 armoured vehicles and 8 anti-riot water cannon vehicles for the launch of the satellite Göktürk-II.

After the incidents, a court case was launched against 45 students on charges of “violating Law on Meetings and Demonstrations” and “resisting security forces”. The indictment wanted the defendants to be sentenced to terms of imprisonment up to 6 years.

The court sentenced all the defendants to 10 months’ imprisonment.

(09/033) Persons on Trial in Antalya…

Antalya Heavy Penal Court No 2 continued on 20 September 2016 to hear the case against 14 persons including Dicle News Agency (DİHA) correspondent Feyyaz İmrak launched on charges of “being member of an illegal organisation” and “making propaganda of an illegal organisation”.

After the testimonies of the defendants, the court decided to release Feyyaz İmrak to be tried without remand and adjourned the hearing to a later date. .

(09/034) Banned Activities under the State of Emergency…

Authorities in several provinces banned all meetings, demonstrations, public statements and activities relying on State of Emergency.

On 19 September 2016, Governorate of Bitlis banned all meetings, demonstrations, public statements, press statements, sit in actions, stands and distribution of leaflets, and activities until 21 September 2016.

On 18 September 2016, Governorates of Artvin and Rize also banned all activities for one month.

Governorate of Bursa also banned all activities on 21 September 2016.

(09/035) Protest Intervened in Diyarbakır…

The police intervened a group of students who stage a demonstration on 19 September 2016 in Diyarbakır to protest in the suspension of teachers from duty with a decree having force of law. 30 students were detained during the police intervention.

The police also intervened another protest on 9 September and detained 100 persons.

17 persons were detained during the protest staged on 24 September 2016.

(09/036) House Raid in Van…

The police raided a house on 22 September 2016 in Seyit Fehim Arvasi quarter of İpekyolu district in van. Alleged YPS members Zindan Bor and Mehmet Yalçın were reportedly killed during the clash that broke out during the raid.

(09/037) Stop Warning in Hakkari…

3 civilians were wounded when gendarmerie soldiers opened fire against a vehicle on 19 September 2016 n the grounds that the driver did not obey the stop warning t a control point nearby Dûrê village of Şemdinli district in Hakkari.

(09/038) Ethem Sarısülük Case…

Aksaray Heavy Penal Court continued on 19 September 2016 to hear the retrial of police officer Ahmet Şahbaz launched in connection with the killing of Ethem Sarısülük on 1 June 2013 during Gezi Park demonstrations in Ankara. The case was transferred from Ankara to Aksaray for security reasons.

The court read out the decision of the Court of the Cassation at the hearing. The court rejected the demand for the arrest of the defendant and adjourned the hearing to 28 November 2016.

Ankara Heavy Penal Court No 6 concluded on 3 September 2014 to hear the case against police officer Ahmet Şahbaz and reduced at first the life imprisonment for “intentional killing” to 21 years for “killing someone with possible intention”. The court increased the sentence to 28 years for committing the crime on duty. But then the sentence was reduced to 7 years 9 months 10 days relying on “unjust provocation”, “good conduct of the defendant at the hearings” and “matter of discretional extenuation”.

1st Penal Chamber at the Court of Cassation quashed the verdict on procedural grounds and did not deal with the merits of the case. The Chamber also rejected the release demand of Ahmet Şahbaz. But Ahmet Şahbaz was released on 3 September 2015 to be tried without remand.

(09/039) Killing by Unidentified Assailants in Şırnak…

Temporary village guard Münir Zeyrek was shot to death by unidentified assailants when his house was raided on 15 September 2016 in Silopi district of Şırnak.

(09/040) Web Site Banned…

On 18 September 2016, Information Technologies and Communication Institution (BTK), newly authorised institution after the closure of Telecommunication Communication Directorate (TİB) banned access to the new domain “diha-haber.link” of Dicle News Agency (DİHA). 44 domains of DİHA were banned previously

(09/041) Correspondent on Trial in Adana…

Adana Heavy Penal Court No 2 continued on 20 September 2016 to hear the case against Jin News Agency (JİNHA) correspondent in Adana province Filiz Zeyrek launched on charges of “making propaganda of an illegal organisation”. The case was launched for taking part in a march in Adana.

Since the lawyer of Filiz Zeyrek gave an excuse and did not appear at the hearing, the court adjourned the hearing to 4 October 2016.

(09/042) Activity Prevented in İstanbul and Eskişehir…

The police intervened the members of Joint June Movement (Birleşik Haziran Hareketi) when they distributing leaflets “We will win secularism (Laikliği kazanacağız)” on 24 September 2016 in İstanbul and 25 September 2016 in Eskişehir. 35 persons were detained during the interventions.
